A special"meeting of the City 'CoUncil was held at tho
city hall, on October 4th.~ 1951.
The meoting was called to order by Council President~
E~ G~ Winston~ 'at '7:30 with the" follmiring members present:
T. C. Cork, Jr., B. K. Ferguson; W. H. McQuistion and
Arthur George. Also present Mayor Nagel.
The entire meeting was devoued to the subject of the
1951~52 budget and discussion of the Cigarette tax law.
The meeting was discontinued at approximately 11 o'clock
P. M.

SPECIAL MEETING OF THE CITY COUNCIL
A special meeting of the city Council was held at the
city hall on October 9, 1951.

The meeting was called to order by council President; E. G~
Winston at 7:15 with the following'members present:
Arthur George~ -We H-. McQuistion, B. K. Ferguson and T. C. Cork~ Jr.'
Mayor ~agel was also present.
After considerable discussion regarding the cigarette tax law~
with no apparent'~"agreement on its interpitation~ it was decided
to with hold the setting of the 1951-52 millage, and the
adoption of the budget, until a clearer understanding of the
Cigarette tax law could be obtained.
It was called to the attention of the Council that Mr. Harry
Judy was proceeding with tho erection of a garage in a manner
which was contrary to the special permit" issued him.'
Mayor Nagel was instructed to contact Mr. Judy and ~r
to straighten out the matter. ~'
Motion by Cork, Seconded by George, and carried, that'the
following raises for city employees be"reflected'in their
next pay check: C. W. "Brooks from'185.00 to 200.00 monthly,
W. Pennington from 165.00 to 185.00 monthly, J~'B. FUllwood
from'50.00 to 55.00 weekly, E~'Carrier from 40.00 to ~2.00,
G. W.'Cadwell from 35.10 to 40.00. All other labor was raised
to 38~25 at the discreotion of the city foreman.
Motion by Cork; seconded George that meeting adjourn.
