10-02-1951 Regular Meeting REGULAR MEETING ~ "., A rogul~r meeti~g. of the City Council was held at the city haml Tuesday I . ~~1='i! g;.h.~f-'et-1951. , J)~ lIP, .'ef( ~ The me~ting was called to order by Chairman; E. G. Winston; at 7:30 P. M. with the following members ~resent: Arthur George; B. K. Ferguson; W. H. McQuistion and T. C. Cork; Jr. ' Others being present were Mayor NagaI, Fire Chief Sheldon; City Attorney Mor,se; Pol~ce officer Brooks; Foreman Brad Fullwood; and Mr. Keefer. The minutes of the regular adjourned meeting of September 18th.; and the Special meeting of September 20th.; were read and approved as read. Mr~ Keefer asked if the city had looked into the ma~ter of widening the street; or alley in front of his placa. Mr. Ful~woQd reported that the expense would probably be around $'75.00.', . Motion by McQ.uist;ion; seconded by Ferguson; that the city widen the street'; or alley; in question at an approximate cost of seventy five dollars; with the understanding that the abuting property owners bear fifty percent of the expense. Motion carried.' Mayor Nagel called the councils attention to the dangerous crossing at fifth and Highlands and recommended that a signal light; or school zone warning signs be installed. He further stated that considerable speeding was taking place 0n Highlands avenue which was partictularly dangerous in the colored school neighborhood. Mr. Nagel further reported that his department expected to cake care of the painting; and marking; of reserved Bus stops in the front of the white school as soon as the weather permitted~ Mayor Nagel reported that he; and several of the councilmen; had met with the State Hote~ Inspector and made an inspec~ion of several local properties. He further stated that the State licenses had been removed fram the Brons0n Apartments and the Wilkins building. ~~. Nagel also stated that it was unlawful for the city to issue occupational licenses to any hotel or apartment building which had been refused license by the state. A short discussion pertaining to the Bronson apartments foll~wed. No action taken. ~ ,.,. Mr. Dowling talked at some length regarding the work which his firm, Hunnicutt & Associates had done for the city. He stated that he was very much surprised at the amount of the bill'which his-firm had rendered the city for their services; and that he felt certain some adju~tment could be worked out which would be acceptable to the city. He asked that the city please not take any action regarding the Hunnicutt & Associate contract until he could meet with the council and submit them some proposition. City Attorney Morse reported that the suit to quiet title on city owned lots would be completed by the next council meeting and,suggested that the council should be giving some thought as to how the lots would be disposed of and tho prices to be asked; Mr. McQuistion reported that he had looked into the matter of a street light at Broom ~nd Lake streets and that in his opinion no light WaS needed. ' ~ .,., Mr~ Ferguson stated that Mr. Bob Free was complaining of the fa~t that the city water service to his property was unsatisfactory. Mr. Free suggested that the city install three small storage tanks on his' property which he w s convinced would take care of the matter; and he agreed to bear any and all costs in excess of $30~00;' ' Motion by Cork; seconded by Ferguson; that the city install tho three storage ~anks for Mr. Free at at cost not to exceed $30.00. Motien carried. Mr. Free informed the council that Mr. Thacker would like to have water service to his property East ot: Ehetnew highway; ahd that he would be willing to deposit $200.00 with the ci~ for that purpose. It was not exactly clear whether the $200.00 was to be in the form of security for his water bills; a guarantee that he would use that much water; a loan to the ci~y; or a donation oft the cost of the water line. No action taken. Chairman Winston instructed Mayor Nagel and Fnspector Sheldon to get to gether with the plumbers and electricians of this city and endeavor to work out ft satisfactory code for Blermont and an acceptable method of issuing occupational licenses. - Motion by Cork; seconded by George that the bills be paid. Carried~ Motion by Ferguson; seconded by McQuistion that the city removed , the dead trees, in the strejt; in front of the Ray Stackhouse property. Motion carried. Motien by Cork; seconded by Ferguson that the city clerk be instructed to noti:fy F If'cl> KI/r 13 f by registered letter that he has thirty days within which to clean up lots 3 l. 7 Block, ~ and that if the matter is not taken care of within that time that the city will complete the job and the cost of same will be charged against the property. Motion carried. ......... Motion by Cork; seconded by George that the city clean up lots 17-18-19, Block 7; Sunnyside, as soon as possible. Carried.. Motion by George, seconded by Cork that the city clerk be authorized to cash the necessary goverment bonds from the delinquent tax note reserve account to repay the general fund for tax not~s purChased and to leave sufficient amount in that bank account for normal purchase of delinquent tax notes. Carried. Motion by McQuistion; seconded by Ferguson that the Resolut~on pertaining to the Equalization Board meeting and the 1951 tax rolls be adopted as read. Carried,. ,Said Res~lution becomes a part of these minutes and a copy is attached hereto; and one copy ordered placed in the Ordinance and Resolution Book. Clerk Johnson read a letter from Mr. AShton, stating that .the State issued him an occupational license free of cost due to his age and the limited amount of his stock and equipment; and that he was of the opinion that the city should do likewise. " After some discussion the clerk was instructed to 1nfor Mr. Ashton that the city did not consider him exempt fram occupational license and therefore expected him to take out said license if he wish~d to continue operation. The clerk was also instructed to inclose 8.b.copy of that part of the ordinance in question.
