07-25-1951 Special Meeting ~ ,., ~ .,., SPECIAL MEETING A special"moeting of' tho city council was held at tho city hall; Wednosday, July 25th., 1951. Tho moeting was ca110d to ordor by Chairman, E~' G. Winston, at 7:30 P. M. with tho'fo1lowing'councilmen present: W. H. McQuistion; T. C. Cork; Jr., B. K. Forguson and Arthur Goor~e. Absent: none. Presidont E. G. Winston stated that the first order of business was to hire; or not to hire, a new employee to aSStmlo the duties of Steve"Zelazo, whose resigination was aCQopted at the July 17th.; mooting of the city council. (2) Is Brad FUllwood qualified; by his six yoars of service With the city; to manage tho two; or more; labor crows of tho city? ' (3) Consider tho application of Albie Sheldon for tho job. (4) How to handle building, plumbing and oloctrica1 inspoc~ions. (5) To approve, or reject, the pri~ting'of tax noticos similar to those now used by tho county. . (6) To C~nsidor the legality of paying Mr. Clay for play-ground su~ervision. ' (7) Hiring of a ~ew man to replace Joe Austih. (1) After much discussion of Brad Fullwoods ability and oxperienco, li~. Sho1dons Application, the neod of ocononw; the fact that neither , of the two men are qualified to act as ongineors; the unbudgeted cost of employing Black Laboratorios, and oth0r engineering work uhich will have to be done in tho near future; it was agreed by all councilmen that:.. , Boginning August 1st.; 1951; Brad Fullwood shall assumo tho dutios of GOnoral Foreman ovor all city crows, at a salary of $50.00 per week for a poriod of five months, during which time he must provo his abili t-:"- to'~,ef'f:tc!tent,ly hand10 tho work; it boing providod however; that al1"operations handled by Mr. ~11wood ~hal1 be cleared, arrangod, and progress reported through the office of the city clerk. \Vhonover the council shall authorize various oporations to bo performed tho orders shall be passed on to l~. Fullwood by tho city clork; Purchases. of materials authorized by tho city council shall be made by the city clerk, or after he has approvod such purchases. . (4)'A1bi6 Sheldon'is to be omployed as Inspoctor of' Building; Plumbing; Hoating, vontilatin~ and electrical work., and shall be paid for those' services 75;0 of the permit foes. (5) Purchase Of~,OOO tax notices in Triplicato from tho Robinson Printers in Apopka was authorizod; the price being 24.00 por one thousand. (6) The quostion of the city paying Mr. Clay for play-ground . supervision TIas fully discussed. It was agroed that no official approval was given for any payr.10nt to Mr. Clay, and further agrood that no furthor payments should be nmdo to Mr. Clay for said SuperviSion, since hO,is being paid by Tho School Board for tho major part of the period. (7) It Was agroed'to pay the succossor of Joo Austin 40.00 per' weel(, and that Mr. Ze1azo investigate the records of applicants, and hire the man whom ho thinks will best fit tho positio~. ' The Prosident asked for a Special mooting for July 31st., to . consider the tax assessmon rolls and the new budget. All councilmen statod that they would be ablo'to attond.
