MIlmTES OF !.P-HE ADJOURNED :MEETING OF THE CITY CO IDrGIL
HELD JULY ~7, 1951; at the city hall.
The meeting was cal10d to order by President E. G~ Winston at
7 :30' P. Ilf. vii th the f.:o1~owing' mom1:?ers present: W. H. J!IcQ.uistion,
B. K. Ferguson and T. C. Cork~ Jr. Absent: C. R. Reed. .
Others being.prese~t we:e Mayor George Nagel; Engineer Ze1azo~
Fire Chief Sheldon, City Attorney Morse, Officer Brooks, Arthur
Goorge, H~ L. Clay, Jr.; Pete Willis and Otis Sickler.
Tne minutes of the regular meeting held July 3, 1951, were read
by the clerk and approvod as read.
Chairman Winston read a lottor from Councilman Curtis Reed, to '
the effect that he had very much enjoyed serving on the council,
but that as he was no longer a resident of this city he was
tendering his rosigination to take inmlediate effect.
Motion by Ferguson; seconded by Cork; that the rosigination of
Mrl Reed be regretfully ac cepted. l\'l:otion carried;
Chairman Winston stated that the noxt'oRder of business was the
appointment of somo'porson to take.Mr. eeds place on the council
and that nominations were in order. l~. Cork nominated Mr. Arthur
C~orgo. Mr. Ferguson moved that tho nominations'bo closed and that
tho clerk cast a unanimous ballot for ~r. George. Tho motion was
seconded by Mr. McQuistion and carried.
Clerk Johnson gave the oath of office to P.lr. Georgo, aftor which
ho was duly seated as a member of the city council.
Chair.nmn Winston road a letter from city Attorney llorse; wherein
ho called the councils attontion to the. arrangement between the
local Junmor Chamber of Commerce and Mr. William Vincent; relative
to certain concessions grant~d Mr. Vincont in the Junior Chamber
of' Connnel"'ce .J:'ark. "Jar. Pete Willis asked to explain this matter'
and statod that"Mr. Vincent did not have any lease what-so-over;
and that the "J. C's" did not contemplate giving Mr. Vincent; 'or
anyone olse a lease at this time or at any future date. He further
stated that the "J. C's" fully understood that the park and beach in
question wro tho property ef the city, and that it was the aim and
purpose of tho "J. C's" to operate and i.mprove this property for the
general benefit and pleasure of the citizens; and that any; and all;
contomp1ated changes would first be brought to the attention of
the city cOLUlcil. The matter of broken bott1~s being left on the
beach and in tho water was discussed and Mr. tVillis was instructod
to contact Mr. Vincent and'work out some arrangemont wheroby this
menace would be eliminatod.
1w. Leonard Clay; Jr., 'reported that the S~1er recroation program
was progressing nicoly; and that althou~ additional attendance could
be accomidated he was very well satisfied with prosont results. He
called tho councils attention to the fact that a number of gamos
were offed at tho Park in addition to tennis.

I,:r. Cork'roported that he had contacted Mr. Roy Hamlin, Tavaros
/.ttorney; regarding tho street ri:ght-of-vfay on the south side of
the Bishop property, and that Mr. hamlin-offered the opinion that
the only manner in which the stroet could' acquire this property
would bo through condelnnation proceedings. A short discussion
followed and Mr. Cork was instructod to look into this matter
further.

Engineer Zelazo advised that repairs on tho roof of the city hall
would bogin Wednesday morning, July 18th.
Mayor Nagol roported that he had not contacted Mr. William Ray
in regards to the unsanitary conditions caused by h:i.s i"tpl"'opor
drainage fiold, but that he wo~~d tako care of tho mattor shortly.

As no other nominations were forth coming Chairman Winston
declared the nominations. closed and instructed the clerk to take a
,socrot ballot. After taking the ballot the clark declared W; H.
McQuistion duly elected as vico-chairman of tho city council.
Chairman Winston ap:f.ointod lIr. Arthur Gedlrge on the following
Committees: "water', "Ii.'iro & Building" and chairman of tho
Parks and-Cemetlfiry. ~,'Ir. :UQQuistion VIas appointed as chairman
of th('l "Stroet~ committee.'
Motion by Cork; secondod by George that the clerk be authorized
, to pay the accounts of Sun Chevrolet Company and Judys Servico
station in the amounts of $27.31 and. 25.10 respectfully- Mot. Car.
, Motion by Cork, seconded bY. Forguson; that Tom Clutts, be granted
, a ,'Vater rate minimum of ~~1.'75'~ Motion. carried;
Mayor Nagol, callod the councils attention to the fact ths:t 'ltvork
had started on building the fill for the new highway across the
'marsh between Clermont and Grovaland and that their was a large'
demand for fill dirt. He suggested that'it was his opinion that;
if tho city had any available fi~l dirt~ a proposition could be
worked out with tho road contractors which would be advantagoous
to the city. He mentioned city owned block 190 and a canal botwoen
Winona and Centor lake as possible soure,es of fill dirt. He furthel"
suggested that tho city look into tho rnatter of obtaining
surplus, and rejected; "black-top" from tho r6.ad contractors
for pa.tching city streets and other citj: uses. 'No action \'laS

l~. Nagel asked for permission to pt~chase uniforms and cortain
equipment for officer Pennington.
110tion by Georgo, seconded by Cork; that the police department bo .
authroizod to ~pond up to forty dollars for uniforms and equipment.
Motion carried.
Upon request of officer Brooks~ motion was made by Ferguson,
secondod by Cork, and carried; ~hat the police department be
authorized to purchaso two now mattresses for tho city jail
at a total price not to exceed ~12.00.
Eayor Nagel further reported that tho three police officers were
I working twolve hour ~hifts, Yfl1.ich made it possible to have two
m n on duty' from 12 o'clock noon ~~til 12 o'clock midnight most
of tho time.
Motion by McQuistion, seconded by Ferguson that the services of
oxtra police be disponsed with now that three full time men were
engaged. Botion carried.
Engineer Zelazo reported that Black Laboratories had a man in
Clermont who was lookin~ into tho ,water situation. Ho also
reported a bad wash-out at tho baso-ball fiold which necessitated
oxtonsivq ropairs. He further reportod that building permits
fr<?m Jan. 1st., ~hrough July 17th. a.mounted to ~~379,000.0~.

tIre Zelazo, stated that with doopest rogret he ViaS tondering
his rosigination as Stroets and Water supt.~ and city engineer,
to tako effect August 1st., 1951, as ho had other plans which he
foltho could not rojoct.
Chairman Winston praised lire Zelazo for his splendid services
to tho city and assured him that he 'was extremely sorry to have ""j
loavo the employ of the city.

i~. Cork asked Mr. Zel~zo if ho would reconsider his rosigination
and upon being inforr:'!od in tho negative offered the motion that
tho resigination of Mr. Zolazo be regretfully accepted. The
. motion \vas seconded by Mr. Ferguson and cal""ried.
Fire Chief Sheldon requested that a light be installed on out
outside of the fire station above the new avmings, and that a
flood light be installed on the inside. The w~tter was roforred
to Engineer Zolazo for action.
Attorney Morse reported that he was in the procoss of securing
"quit-clair:1" deods on certain city properties and as soon as he
had received all of thom that he could obtain 11.0 would proceod
with suit to quiet title on city lots, and that he e'pected such
action to start within the next ten days.
l.:r. Win~ton read a letter from lir. Christinson, 'I."1herein 11.0
requested that the city make cortain improvc~ents to the clay
road leading into and between his properties, and agreed to pay
his share.of the cost for such repairs.
Chairman Winston instructed lIr. Ze1aze to make an estimate of the
cost of such repairs and report back to the Street cemmitte.
Chairman Winston read a roport from the clerk on a moeting of'
the local licensed Insurance agencios; relative to a distribution
of the commissions from the cities business; The report statod tl~
'Were in agreoment as follows: Stokes and Fields to write all
policies and to retain forty percent of the commissions:on" all

of insurance, and, said Stokes & Fields to retain 50% on all
othe~ types of insurance and bends, and tr~ remaining 50% to be
equally divided among the licensed agencios writting that type of
coverage. The. report and agreement were accepted by the council.
Eo-bion by Cork, seconded by IiIcQuistion that the fire insurance
on the clinic building be increased to five thousand dollars.

Chair!!J.an tJinston r:)ad a report from the clerk, calling the
councils attontion to certain unsatisfactory conditions in the
rocords of the Oak Hill cemetary. After seme discussion the
mattor was.turned over to the Parks and Cemetary Con~ittee
for action.
Clark JOhnson submitted a report, and offered certain suggestions,
on, and relative~to; the water department. It was' the general
opinion that these matters merited serious thought, and the
report was; therefore, tablod until the next moeting.
:t:Iayor Nagel called the councils attention to the fact that
tho Kern-Bronson apartments were licensod to operate py the
State Hotel Commission, and askod for further instruction in the
matter. fro action VIas taken.
Motion by Cork; 'seconded by Ferguson, and carriod that the
mo~ting adjourn.
