04-09-2008 WorkshopCity of Clermont MINUTES COUNCIL WORKSHOP APRIL 9, 2008 The Clermont City Council met in a workshop on Wednesday, April 9, 2008 in the Council Chambers at City Hall. Mayor Hal Turville called the workshop to order at 7:00 pm with the following Council Members present: Council Members Mullins, Goodgame, Berlinsky and Hogan. Other City officials present were: City Manager Saunders, City Clerk Ackroyd and Assistant City Manager Gray. Fines Wally Herda requested the Council increase traffic tickets from $10 to $25 and double to $50 after 10 days if ticket is not paid. There was a consensus from the Council to change the ordinance. The current ordinance established the rate at $10 and if it is not paid within 36 hours, the fee increases to $25. City Manager Saunders suggested increasing the rate after 10 calendar days instead of 36 hours. Council agreed to the suggestion. The Council discussed water violation fines. Mayor Turville asked Assistant City Manager Gray to put together an information form explaining this to new home owners when coming in to set up their utility account. Fifth Street Intersection City Manager Saunders received an email today from Christopher Carnes. They will investigate the crash history and do a study to improve it. It will take 60 days to get a recommendation to us. Mayor Turville asked Assistant City Manager Gray to contact the people who spoke on that issue at last night's Council meeting to update them. Historic Cooper Library/Depot Restoration City Manager Saunders provided Council with an update. The Council approved funding to move it onto the site and approved the roof at the Depot which has been done. The City does not have further funding in this year's budget for the next phase. We have proposals from Marbek and Gatorsketch which is the team selected by Council. They have given proposals to do the next phase which is the analysis to restore the buildings, preliminary conceptual plans, research and evaluation. Then, design and develop documentation. The cost will be approximately $17,000. Council is interested in expending funds for this project. City Manager Saunders will have the proposals on the next meeting agenda. weed Calming Devices/Hartwood Pines Hartwood Pines has requested speed bumps or tables to slow traffic. City Manager Saunders recommended the Council establish a policy, specify criteria and require a portion of the expense to be paid by the requesting subdivision. The Council discussed several options. The alternatives for consideration are closing one of the entrances, creating a no right turn by blocking the north bound lane off of Hartwood Marsh Road or turn it into a gated neighborhood. 1 City of Clermont MINUTES COUNCIL WORKSHOP APRIL 9, 2008 Transportation Impact Fee Priorities Council reviewed the priority list adopted last August. This time of year the committee reviews the priority list and asks the Cities if there are any changes. Our priority list has not changed. Council Member Goodgame recommended listing Hartwood Marsh Road from Highway 27 to Hancock Road as a priority. City Manager Saunders clarified that is a county project. The official priority list will be voted on in August. Inland Groves: Management Plan and Phase II Grant Application It is a requirement to have a management plan and Assistant City Manager Gray is working with the Consultant. It has to be submitted before we receive funds. The State walked through the southern piece of the Inland Groves property and made recommendations to include in the plan. Staff will send to State for review and comment. It was also suggested to clear out the exotic plants. It is anticipated to receive the funds next month. City Manager Saunders asked Council to consider what level of match they are interested in for this grant. This question will be brought before Council at the next meeting and staff will have a recommendation. sprayfield sale to Lake County Lake County is interested in purchasing the sprayfield site for a Regional Park. The County is requesting the City consider allowing postponement of payment for 3 years or longer and then structure a 3 to 5 year payment schedule. This will allow the County to develop the property with the funds they have and then pay us later. The sprayfield will not become available until March 2009. The Council was in agreement with payment deferral. Council discussed the possibility of charging interest fees. Mayor Turville and Council agreed to give City Manager Saunders authority to negotiate the arrangement. Waterfront Park: Community Center Update and Pavilion Discussion The Community Center design is on schedule. The project will be ready to go out to bid by August. Council discussed the funding schedule for the Inland Groves property and Community Center without borrowing money over the next 4 years however the reserves will be low. City Manager Saunders recommended a loan if the Community Center project is moved forward this year to not deplete the reserved funds. Phase II of the Waterfront Park project is a Pavilion next to Highlander Hut. The cost is estimated to be approximately $600,000 to $700,000. The Council agreed to move forward on the pavilion now then the Community Center. City Manager Saunders noted the City would have to borrow more for the Community Center because the existing funds would be used for the pavilion. 2 City of Clermont MINUTES COUNCIL WORKSHOP APRIL 9, 2008 Sunday Alcohol Sales City code prohibits alcohol sales from 2:OOam to 12-noon on Sundays. Council discussed changing the time as set by the State and is recognized by Lake County which is prohibiting sales from 2:OOam to 7:OOam on Sundays. Other Council Member Goodgame requested the City require all homes to have a front and back door. City Manager Saunders stated that almost every city and county is governed by the Southern Building Code. He requested time for staff to research. Judy Proli questioned the City having a set style or theme for construction of new buildings. Mayor Turville stated we have an architectural review board that reviews during the application process for commercial and professional buildings. He recommended having a workshop to review the standards to determine if we need to enhance the standards. ADJOURN: With no further comments, the workshop was adjourned at 9:29pm 3
