01-23-2003 Joint Meeting• MI~IUTI<S • City of Clermont, Florida Police Officers/Firefighters Pension Board of Trustees Joint Meeting January 23, 2003 Meeting started at 9:00 A.M. at the Police Department Community Services Room. Police Officers trustees present were Keith Mullins, Mike Blackmon, David Lofgren, Mike Scheller and Oakley Seaver. Firefighters trustees present were Paul Anderson, Keith Mullins, Harold Cummings and Richard Bell. Florida League of Cities Pension Services Manager Paul Shaumon and Finance Director Joe Van Zile were also present. Minutes of the October 30, 2002 Firefighters Pension Board Meeting were approved. Motion by Richard Bell and seconded by Keith Mullins. Approved. Minutes of the October 30, 2002 Police Officers Pension Board Meeting were approved. Motion by Mike Scheller and seconded by Dave Lofgren. Approved. Finance Director Van Zile updated the trustees on the status of the police and fire pension changes approved by the boards in 2002. Pension changes included in Police Pension Resolution No. 3 and Fire Pension Resolution No. 4 were approved by the City Council at the November 26, 2002 council meeting. The pension plan documents and adoption agreements are in the final stages of revision and will be distributed to pension trustees and members. Paul Shaumon discussed the concerns raised by trustees Scheller and Anderson at the October 30th pension meeting. After considerable discussion of the concerns, the trustees asked Mr. Shaumon to provide additional information regarding creating a procedures book and sample language in respect to allowing police and fire pension members to be given credit for service at other employers and to purchase prior years at the higher benefit accrual rate. Both provisions would be at the employee's cost. Trustees also discussed the purchasing of fiduciary liability insurance for pension trustees. A quote fora $1,000,000 policy was obtained from the FLC at an annual fee of $3,326. After considerable discussion, trustees asked Finance Director Van Zile to talk with City Attorney Guthrie regarding the value of such insurance. Chairman Anderson reported that trustee Daryl Hyatt has resigned from the Firefighters Pension Board. Since Mr. Hyatt was a member elected trustee, there will have to an election of the firefighter members to fill his position.
