Police Officers/Firefighters Pension Board of Trustees Joint Meeting
October 30, 2002
Meeting started at 9:00 A.M. at the Police Department Community Services Room.
Police Officers trustees present were Keith Mullins, Mike Blackmon, David Lofgren
and Mike Scheller. Firefighters trustees present were Paul Anderson, Keith Mullins,
Daryl Hyatt and Richard Bell. Finance Director Joe Van Zile was also present.
Minutes of the June 27, 2002 Firefighters Pension Board Meeting were approved.
Motion by Keith Mullins and seconded by Richard Bell. Approved.
Minutes of the June 27, 2002 Police Officers Pension Board Meeting were approved.
Motion by David Lofgren and seconded by Mike Blackmon. Approved.
Finance Director Van Zile updated the Police Officers Pension Trustees on the status of the
police pension changes included in Resolution No. 3 approved by the board in November 2001.
The changes have been discussed with the city council members in a recent workshop with
no objections raised. The changes have also been included in the police officers union contract
which was recently ratified by union members and approved by the city council. The changes
are scheduled to be introduced at the November 12th council meeting and approved at the
November 26th council meeting.
Finance Director Van Zile updated the Firefighters Pension Trustees on the status of the
firefighter pension changes included in Resolution No. 3 approved by the board in November 2001.
The firefighters recently rejected the proposed increase of the employee contribution from 1
to 3%. Chairman Anderson indicated the primary reason for the rejection was the firefighters
did not feel the 20 year and out option was beneficial to them. Chairman Anderson said the
firefighters were very happy with the other changes and as a result, recommended the board
adopt Resolution No. 4 which would propose all changes included in Resolution No. 3 with the
exception of the employee contribution increase and 20 year and out option. Upon discussion of
other alternatives, Mr. Mullins made a motion to approve Resolution No. 4. Motion was seconded
by Mr. Bell. Motion approved.
Finance Director Van Zile explained the Florida League of Cities has recommended other revisions be
made to the police and fire pension plans. The revisions are technical in nature and do not affect any
pension benefits. After some discussion, a motion was made by Mike Blackmon and seconded
by Mike Scheller to adopt Police Officers Board of Trustees Resolution No. 4. Motion approved.
A motion was made by Richard Bell and seconded by Keith Mullins to adopt Firefighters Board of
Trustees Resolution No. 5. Motion approved.
Mike Scheller and Paul Anderson indicated they had recently attended a pension trustees seminar.
and briefed other members of the highlights of the seminar. Mr. Scheller and Mr. Anderson presented
a list of questions raised from attending the seminar. Finance Director Van Zile stated he would
have answers to these questions at the next meeting.
