09-28-2006 Joint Meeting• • Minutes City of Clermont, Florida Police Officers/Firefighters Pension Board of Trustees Joint Meeting September 28, 2006 Meeting started at 9:00 a. m. in the Clermont City Hall conference Room No. 332. Police Officers' trustees present were Mike Scheller, Mike Blackmon, Les Booker and David Lofgren. Firefighters' trustees present were Kevin Rausch, Russ Stromberg and Harold Cummings. Administrative Services Director Joe Van Zile was also present. Minutes of the June 29, 2006 Police Officers Pension meeting minutes were approved. Motion by Les Booker and seconded by Mike Scheller. Minutes of the September 6, 2006 Firefighters Pension meeting minutes were approved. Motion by Harold Cummings and seconded by Russ Stromberg. Firefighter trustees continued discussion of the selection of the fifth board member. Trustees indicated they would like to continue the advertising process for the selection of the fifth board member. Motion by Russ Stromberg and seconded by Harold Cummings. Motion passed. Police trustees discussed benefit enhancements. Specifically, the enhancements that they would like more information on are the Survivor/Disability Benefits and increasing the benefit accrual rate to 3% for all years of service prior to October 1, 2001. Fire trustees discussed benefit enhancements as well. The fire plan benefits they would like to consider are the Survivor/Disability Benefits as well as retiring after 20 years of service and increasing the benefit accrual rate to 4%. Administrative Services Director Van Zile stated he would research these issues and report back to the boards at their next meeting. The issue involving determining the correct interpretation of the pension plan in regards to the calculation of an early retirement benefit amount for former police officer Robert Swanson based on the provisions of the plan in 1987 was discussed. The problem is that the plan provisions in effect in 1987 were contradictory in respect to determining the early retirement benefit reduction. After considerable discussion, the board agreed with the pension administrator's recommendation that the "actuarial equivalent" reduction should be used in this case. Motion by Mike Scheller and seconded by David Lofgren. Motion passed. i • The next regularly scheduled joint meeting was set for December 14, 2006.
