01-11-2001 Joint Meeting:7 MINUTES • City of Clermont, Florida Police Officers/Firefighters Pension Board of Trustees Joint Meeting January 11, 2001 (Quarter Ended December 31, 2000) Meeting started at 9:10 A.M. at the Police Department Community Services Room. Police Officers trustees present were Keith Mullins (Chairman), Danny Cheatham, David Lofgren, Oakley Seaver and Mike Scheller. Firefighters trustees present were Paul Anderson (Chairman), Daryl Hyatt, Keith Mullins and Harold Cummings. City Finance Director Joe Van Zile and Florida League of Cities Pension Services representative Joyce Case were also present. Minutes of the December 14, 2000 Police Officers/Firefighters Pension Board of Trustees Joint Meeting were approved. Ms. Case discussed the relationship of City of Clermont pension plans with the Florida League of Cities and the Florida Municipal Pension Trust Fund. Ms. Case then discussed the 1999 Florida Legislative changes that were adopted pertaining to the Police and Fire pension plans. She further explained the process the Florida League of Cities has been following in order to bring member cities in compliance with the legislative changes. Several questions were asked by trustees and answered by Ms. Case regarding the proposed plan document and adoption agreements. Answers to the following questions were not available at this time, but Ms. Case said she would research these issues and respond to us at a later date: > The ability of members to be given credit for prior military experience > The amount of credit given to full-time firefighters who have previous volunteer firefighter experience with the City. After considerable discussion, the City of Clermont Firefighters Pension Board of Trustees approved Resolution No. 1, which requests the City Council to adopt an ordinance which restates the firefighters pension plan. Motion was made by Harold Cummings and seconded by Keith Mullins. The City of Clermont Police Officers Pension Board of Trustees approved a similar resolution. Motion was made by David Lofgren and seconded by Danny Cheatham. Ms. Case also discussed the need for adoption of a pension investment policy. She stated the proposed policy has already been adopted by the Florida Municipal Pension Trust Board and is simply the same investment policy the trust fund has been following for years. Ms. Case further stated that this was another requirement imposed by the legislative that each individual pension board must have an investment policy. Trustee Anderson discussed the procedures involving when trustee members would like to attend training conferences. After further discussion, the City of Clermont Firefighters Pension Board of Trustees approved Resolution No. 2, which requests the City Council to approve the proposed investment policy. Motion was made by Keith Mullins and seconded by Harold Cummings. The City of Clermont Police Officers Pension Board of Trustees approved a similar resolution. Motion was made by David Lofgren and seconded by Mike Scheller. • • The Firefighters Pension Board of Trustees discussed the resignation of trustee Bo Waldrop. A Firefighters Pension Board of Trustees meeting was scheduled for January 25 at 9:00 A.M. to select an individual to replace Mr. Waldrop. The individual would then be appointed by the City Council.
