10-18-1949 Regular Meeting 1Illo ~ -~ MINUTES OF THE REGULAR ADJOURNED MEETING OF THE CITY COUNCIL Held at City Hall, Tuesday October 18, 1949 Meeting called to order by President R. M. Castner, 7:30 P.M. Also present, A.M.Johnson, G A Nash, F B Roe and E G Winston councilmen. Mayor:on. R Harper, City Atty I F Morse, City Engineer S. L. Zelazo and J B Fullwood. Mr Fesler asked the council to have the police booth and the telephone booth meved from their present location e~ it was a disturbance to people in his building. Mr Roo offered to let the booths be put on his property, a portion of lot 20, Blrek 80. Moved by Mr Roe, seconde~ by Mr Winston, City move the police booth and telephone booth from the side walk, to lot 20, block 80. Motion carried. Mr Gck asked Guuncil to reduce Occupational License fer Photrographer to the $10.00 level. Motion made by Mr Nash, seconded by Mr Winston that an amendment be drawn to the ordinance, setting the occupational license for Photographers at 10.00 Motion carried. "; "i;. :J: .~ ~ \ Moved by Mr Winston, seconded by Mr Roe and carried that the Tax Roll for 1949 be corrected eliminating taxes on property owned by b~t not used for School or Ghurch purposes. Mr Castner appointed Mr Johnson, Mr Roe and Mr Winston as a committee to check prices on new car for the Police Dept, and report at next meeting. Movedby Mr Winston, seconded by Mr Nash, that Mr Roe investigate water tank in Orlando and report. Motion carried. Motion made by Mr Roe seconded by Mr Nash that the budget be accepted, aopy as following these minutes. When put to vote, motion carried. An Ordinance entitled:- "AN CR DINANCE PROVIDING A TAX LEVY ON PROPERTY IN THE CITY OF CLERMONT FOR THE YEAR 1949, providing a budget of expenses for the fiscal year 1949-50 and making appropriations therefor." was read in full. Mr Nash moved the adoption of the Ordinance which was seconded by Mr Roe, and when put to a vote, the motion carried. Mr Nash then moved that therules be waived and the Ordinance read the second time by title only. The motion waS seconded by Mr Roe and carried unanimously. After the second reading Mr Nash moved that the rules be further waived and placed upon Tts passage. The motion was seconded by Mr Roe and carried. hereupon the Ordinance was read in full and upon passage of same, the roll was called with all Councilmen in favor. The Ordinance was passed, Title as stated and was ordered recorded in the Ordinance Book and numbered Ordinance No 93. A copy mf in full appears in thia book following these minutes. After the secon~ rea~ng Mr Roe moved that the rules be furtherewaived and placed upon its passage. The motion was seconded by Mr Nash and carried. Thereupon the Ordinance was read in full and upon passage of same., the roll was called with all councilmen in favor. The Ordinance was passed, title as stated and was ordered recorded in the Ordinance Book and numbered 94. BE IT OHDAINED BY THE CiTY CaJNCIL OF THE CITY OF CLEHlAONT: SECTION I. It is hereby found and determined by the City Council of the City of Clermont, Lake County, Florida, that the following sums of money are required for the operation of the government of the City of Clermont for the fiscal year of 1949-+950: For General Operating Expenses For Interest Sinking Fund for Dord ed Indebtednes s $ 16,638 .54 ~, 816..,,02. {" (15,000.00)" t:.. \' :;"11 SECTION II. It is further found and determined by the City Ccunci1 that the total of the ss,essment roll of the City of Clermont for 1949 as prepared by the City Tax Assessor and as equalized, 'PProved and confirmed by the City Council is $2,533,168.00; that the following deductions from said assessment roll must be made in order to arrive at the value of property subject to taxation for Bond Debt Service: Total Roll Widows & Disabled 2,533,168.00 State,County,Schoo1 Ci ty Lands 25,850.00 62,625 .00 74,650.00 Total '231;125.00 2,302;043.00 , 46~040.80 2,256,002.14 Churches & Fraternal 68.000.00 Less 2% uncollected - ~ and each mill thereon will produce $2,256.00 if such taxes are collected in full; and, that the following deductions from the assessment roll of $1,067,535.00 must be made in order to arrive at the true valuation of property subject to taxation for General Operating Expenses: Homestead Exemptions Excluded area (1941) 1,029,850.00 37,685.00 ~ .,., ~ .,., thereby leaving a total of $1,188,467.14, and that each mill levied thereon should produce $1188.47 if such taxes are col- lected in full. SECTION III. It is hereby found and determinc:d by the City Council of the City of Clermont that to raise the above mentioned sums of money a tax levy of ~5 mills is required to be made as follows: For General Fund 14 :.u.lls For Interest & Sinking Fund and Hescrvc for Bonded Indebtedness 11 i.-tills. SECTION IV. 1bat there is hereby levied and shall be collected on each dollar of taxable ~ro crty in the City of Cle~nt and in the area excluded from the City of Clermont by Chaptrr 21152, Acts of the Legislature, 1941, for interest and Sinking Fund, and Reserve for Bonded Inde'tedness, n tax of 11 mills for the year of 1949 on all prorerty in the City f,f Clermont save and except th.Jt property included in the area as excluded from the City of Clermont hy Chapter 21152, Actf of Legislature, 1941, for Gene.al Operating Expenses a tax of 14 mills for the year of 1949 as follows, to wit: For General Fund 14 Mills For Interest & Sinking Fund and Reserve for Bonded Indebtedness 11 Mills SECTIClN V. The Ta:, Ascersor of the City of Clermont is hereby directed to extend the asse!lsment roll of the City ()f Clermont heretofore approved by the City Council in accordance wi th the millage provided in ~'ection IV of this ordinance and to deliver same to the City Clerk and Tax Collector, nnd is hEreby directed to collect the said taxes at the time and 1.r. t, e manner provided by law and the general ordinances of tre City of Clrrmont, Florida. SECTla~ VI.
