03-18-1947 Regular Meeting MINUTES OF THE REGULAR ADJOURNED MEETING OF THE CITY COUNCIL HELD AT THE CITY HALL TUESDAY, MARCH 18th, 194?, ?:30 P.M. .4A.. ~ The meeting was called to order by presiderrtR. M. Castner, other Councilmen present being J.V.Brice, A.M. Johnson, and T.F.~ompson. J.F.Macdonald came in a few minutes la ter. Mayor McQuistion, Marshal C.E. Sullins, Street Supt. J.B.Fullwood, Water Supt H.M.Cole, Civ.r Engineer A.G.co1e_and City Olerk R.F.Houso were also present. J. V. Brice, cha! rman of the coromi ttee o~ Zoning, suggested sev.era:~, changes ,n~eded in Ordimnce #48, and the Committee was cont'inuod, 'so they .could incorporate all the changos they wanted into one ordinance. Mr. Robert Free wants to put in a shop for building boa.ts and repairing outboard motors in t'!e old boat houso on Lake Mi nneo la north of the San8!' r Bldra Supply Co., am wants a 2! year lease on it. Mr. Brice made a motion, seconded by Mr. Macdonald, and carried, that' Mr.' Fr.e be given a permit to repair the building free for use as out- lined aboD. Mr. Free would ha VEl to arrange with the T & G RR ~or a lease on the property. Harry. Brown from the Market' Basket asked that tb:l City do something about the parking situation on Montros~ St. '!hltre was cons.i!derab1e discussion about the matter, but it was decided to oarry it over to the noxt meeting. Legislature, at some priee agreeable to the City. Mayor MoQuistion sug@'sted we wait until after, the meeting of the Lake County League Maroh 27th, and see what other CitjBs proposed to do. Tn.e,-Ci ty Clerk was instructed to oheok up on the Insuranoe ~n the 'Library and City Hall,' and try to get a Hepre,~entative of the 'Travellers Co. to meet the Council and explain the pOlic'es. BE IT RESOLVED by the City Oouncil of the City of Clermont, Lake County, Florida, That: WHEREAS, It appears that a large percentage of the assessed value in the City of Clermont is eocempt from taxes under the provisions of the Constitution exempting homesteads from taxes for operating expenses; and, WHEREAS, It appears that a large percentage of farm and grove labor employed in the community surrounding Clermont live in the City of Clermont and obtain a great portion of their governmental services through the municipal government of the City of Clermont; and, WHEREAS, The tax necessary to be levied for the payment of interest and payment of' the bonded indebtedness of Clermont is large, and to levy a tax upon the non-exempt property in the City, a large portion of which-is non-productive, would be an excessive burden upon the same; and" WHEREAS, The Florida League of Municipalities, at its Annual Convention in Miami Beach, went on record as favoring the continuance of the present cigar'ette tax'-a.nd that provision be made by law that all cigarette-taxes collected,: within a municipal ity be redistributed to such muriicipality'as a source of operating revenue, to assist "in partially relieving the desperate plight of our municipalities, which program has been unanimously endorsed by the Lake County League of Mu~icipalities.
