03-10-1947 Special Meeting --~ ~ MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL HELD AT THE CITY HALL MONDAY, MARCH 10, 1947, 7:30 P.M. 'r11e meeting was called to order by president ::rIi.M. Castner, other"Councilmen present bling J.V.Brt'oe, J.F. Macdonald, and T.F.Thompson. Mayor McQuistion, CitY Atty T.C.Cork, and City Clerk R.F.House were also present. Visitors were F.R.Higby, John Middleton, aE<< Ghas Roe, H.C. Brown, F.B.Roe, and Geo Nagel. There was some discussion of change in the City Charter. Mr. Higby suggested that th3 Mayor bit tmde Chairman of the Council. H.C.Brown thought the northeas~ boundary of the City s~ould be changed so that the City would have control of building along th a north-south highway. Th.e matter of City manager was also discussed. . ~r. Brown a~o suggested that a municipal Judge te pr ovided for. Any change mus t be advertised 30 d~ys before bill is introduced in the Legislature. Mr. Brica made a motion, secondod by Mr. Thompson that the City Att9rney be- authoriaed toadvertis8 and" prepare a Bill for the ~.gislatur. to change thfl North and Eastorn City Limits to the' east l1ne of Sections 18 and 19, Two 22 S, Rge 26 Ei extended from Highland Avenue to Div1sionStreet. Vfhen put to vote the motion carrie d. John Middleton, ch\irman of a committee f'rom the Jaycees s}) out change in the City Charter, stated that he wanted to know more about the proposed changes and reasons for them. Mr. Brl Ce Dll. do a motion, seconded by Mr. Macdonald and carrieed that the matter be tabled until moDe information can bllJ obtained A nI solut ion passed by the Uma ti11a City Council in ;n, ferance to asking the Legislature; to return to the Cities 41, of thQ Cigaret tax, was read. Mr. Brice made a moti on, seconded by f"r. Thompson and carried, tha t the C1 ~ Attorney draw up a sim1lar resolution to be sent to the state 1eg1s- lators from Lake Coun~. The ct ty Antorney ha d prepared the Resolution olos1ng Streets north and South.of' Center lake as asked for at th8 March 4th Meeting, which was read and ordered filed ~n the Ordinance Book.
