~nNUTES OF THE REGULAR lVJEETING OF THE CITY COUNCIL HELD AT
THE CITY HALL TUESDAY, JANUARY 7, 1947, 7:30 P.M.

The meeting was called to order by President F.B.Roe,
other Councilmen present being H.C.Brown, C.W.Gaines, A. M.
Johnson, and J.F.Macdonald. Wayor l~.H.McQuistion, Marshal
C.E.Sullins, Policeman H.L.Gunn, City Attorney Irving I'vlorse,
Tax Assessor G.A.Nash, City Engineer Alfred G. Cole, Street
Supt J.B.Fullwood, Water Supt. H.M.Cole, and City Clerk J.
R.F.House were present; Also the newly elected members of the
City council-R.M.Castner, J.V.Brice, and T.F.Thompson.
Minutes of the meetings Dec. 3rd,' 12th, and 18th were
read and approved.
Mr. Macdonald brought up the matter of the Recreation
Program of E. J. Stack, and stated that 1w. Stac~ thought he
was entitled to $400.00 salary as originally projected.
After considerable discussion Mr. Macdonald made a motion
that the City pay E.J.Stack $400.00, less $45.00 advanced
by J.V.Brice to clean of Terillis Courts, for which the City
would reimburse MH. Brice; and that Stack's Services as
recreation Director be term~nated. The motion was seconded
"'y Mr . Johnson, and on roll call, the vote was Ayes-3, Noes-2,
so the motion carried.
Mr. Macdonald stated that the City Building Code was
being printed by the Clermont Press.
Mr. Morse brought up the matter of the case of Layne
against Sullins. In an Executive session on Dec 3, 1946,
Mr. Brown moved that the City Attorney find out if Pat
vVhitaker could be secured to defend Sullins, and whan it
would cost. The motion was seconded by Mr. Gaines, and
when put to a vote, the motion carried. Mr. Morse stated
that he had contacted Mr. Vfuitaker to take the Sullins Case,
and that he was going to Tampa again to see him. Mr.
Macdonald made a motion that in the event Whitaker wil~ not
accept the case, another Attorney satisfactory to Mr. Sullins
be employed by the City. The motion was seconded by Mr.
Brown, and when put .to a vote, the motipn carried.
Mayor McQuistion's RePort as follows was read:
During the month of December the Police Department made
22 arrests and fines and forfeitures in the amount of
$205.65 was collected and turned over to the City Clerk.
The Chief of Police has embodied in his report the amount
of arrests and fines and forfeitures made during the year
1946.

There were 22 arrests made for the month of December
1946, and a total of $205.65 collected in. fines and forfeitures
and turned over to the City Clerk.
There ~~e 24 arrests made for the year 1946 and a
total of ~3 081.7 collected in f~nes and Forfeitures for the
year of 19 .
In addition to this there were several prisoners who
worked out their sentences on the streets.

ENGINEER'S REPORT TO THE CITY COUNCIL FOR 1946.

With the expressed approval of the City Cowlcil, the
School Projects that were undertaken last year have been
brought to a successful conclusion.

Among the various projects were
1. The installation of a 2" water line to reduce fire hazardW7
and increase the School's water supply.
2. The expedition of plans; beginning at the architech's
office and carried through Jacksonville and Tallahasseee
3. The elimination of faulty supports holding up the
Auditorium in the school lunchroom.
4. The design of the school sewage system.
5. Drainage and grading of school's football field and
playgrounds.
6. Design of combination boilerroom and dreesingrooom for
physical education program.
The changes and additions to the school has finally resulted
in it being uncoditionally accepted into the Southern Assoc-
iation. Our changes have eliminated the probationary period
and the school is now fully accreditted.

MAP S .
During the year the fol'owing maps were completed for
the Ci ty :
1. A copy of Johnson~s Replat showing the ties to the City map.
2. A new map of the North-west portion of the City adjacent
to JOhnson'sReplat. This project was compiled from previous
surveys made for the S.R.D. and pantographic transfers,fram
aerial photos. It shows the true conformation of the
City's we at boundaries, which are not shown on any other
map and was used to clarify conditions for the tax roll.
3. Mapped Negro Subdivisions; comprising- Homedale Subdiv.;
Lincoln Park School, Lincoln Park Annex and Lincoln Park.
(A 60-ft error aprox. 600-ft long was .located and adjusted.)
This map was made primarily for the Florida Power & Light
Corp. to aid int he location of greater power distribution
in Clermont. ' "
4. Map of the new Industrial Area in Sunset Heights Subdiv.,
which was made necessary because the original Plat was
recorder in Tavares without any information on.lot distances
or angles.
5. Topographical map of the business.blocks 80 and ~l, City
of Clermont. Work on this project ''included traverse and
closure around each block, location of buildi~s. It was
plotted on hard paper.
6. A two and a half mile right-of-way map of the alignment
of Road 22 through Clermont, which is necessary to show
lot severances forthe acquisition of the right-of-way. . It
is also intended to show graphically the alignment of the
Road to adjacent properties, which might beof interest to
inqUiring residents of the City~
COMPUTATIONS
Many hours of computations were required to establish the
correct formula for SUnset Heights. All known data was
assembled and worked trigonometrically and chwcked 1 to
8,000 by latitudea and departures. These figures were
taken into the field and checked by field survey and found
correct. Indian Hills Subdivision was checked by
latitudes and departures based on the distances given by
tho original recorded plat, and found not acceptable
Computations of lot dimentions of those blocks bounded by
Highland Ave. andChestnut St. were also computed. as is
well known, no lot distances are shown for nearly five
blocks. An old survey found int he City Files shows an
unusually high order of accuracy, aprox. 1 to 20,000, so by
checking the angles against the distances it was accepted
and became part of the record.
rFISCET,LANEOUS PROJECTS
Include a survey of the Cooper Libra~ Building and grounds
for the Women's Club. Our findings indicate there is no
room for future expansion.

Clinic and is being turned over to the interested'parties.
Preliminary studtax"for a lunchroom addition to the colored
Schoolis also underway. When plans are accepted by the School
Board and proper State and County Officials it is expected
that work will commence on this structure.
Also completed was the design and assembly of two floating
rafts for use in Lake Minneola in conjunction with the install-
ation of diving boards on the City Pier.

BUILDINGS
A survey ~~~ completed on January 1, 1947, shows that 57
buildings were completed (to the point of occupancy) making
them eligible for transfer in 1948. Thirty nine buildings
are still under construction and fourteen more are contemp
lated early this year.

FIRE CHIEF'S REPORT AS FOLLOWS:
For the month" of December there was no fire call.
~e babtery was charged once each week, and truck cranked.
The truck was taken out and driven twice during the month,
everything worked perfectly each time tested.

REPORT OF SUPT. OF WATER D:SPT.
During the year just ended the Water Dept. has made
considerable improvements and extensions. There has been a
six inch line laid from Mrs. McNiece~ place to the Canning
Plantand from Second St. to the Cemetery, and has been in
service for two or three months.
Starting at Charlie Pool's corner, six inch pipe has been
laidor is being laid two blocks south and then west to twelfth
st. at Pool's Winery, then reducing to fo~r inch pipe and
\ running south as far as will reach, which is approximately
1500 ft. which will give more water and Fire Protection to the
people in that end of town. There is to be ~ four inch line
between Tenth and Eleventh Streets on Montrose St. whichwill t~
furnish Fire Protection to Mrs Johnson, Mrs Harris, Underwood I
~ Johnson, The Junk Yard, Th~. Frisz, and the Crumley place.
The service has been increased from one inch to 2 inch for
about 1,000 feet on Anderson St. There has also been some-
where in the neighborhood of 80 or 90 new water services
installed this vonr.
ThO Power Service has been rebuilt and the pumps hitched
~ up so as to run both automatic when needed if one fails to run
the other one will run which will stop to a great extent the
tank going dry from pump failure.

Motion made and seconded that the following list of bills be
paid when money is available; and when put to a vote, the
Motion carried.

The retir~ng Councilmen- Mr. Roe, Mr. Brown, and Mr.
Gaines made a few remarks, then Mr. Roe administered the
Oath of Office to Mr. W.H.McQuistion as Mayor for the coming
year. Mayor McQuistion then administered the Oath of Office
to J.V.Brice, R.M.Cast~ner, and T.F.Thompson, Councilmen
recently elected for two year terms; and toG.A.Nash, Assessor,
and Ray L. Coon, Treasurer for the coming year.
The old Council then adjourned, and the' new Council met
irr@ediately for organization. Mayor McQuistion acted as'
Chairman, and asked for Nominations for president of the
Council. Mr. Macdonald made a motion, seconded by Mr. Johnson
that Mr. Castner be nominated for President. Motion carried.
Mr. Brice made a motion, seconded by Mr. Thompson that W~.
Johnson be nominated for president. Motion carr;1ed. Mr.
Johnson made a motion, seconded by Mr. Macdonald, that the
nominations close, and the motion carried. Ballot on those
nominated was taken, Castner getting three votes; Johnson, tw~,
so Castner was declared elected, and took the chair.
Ww. Johnson nominated Mr. Brice for Vice preseident, seconded
by Mr. Thompson. Mr. Macdonald moved that the nominations
close, 1~t and that the un~n, imous, ballot be cast for Mr. Brice.

There were several Visitors present, and President Castner
asked them to state their business with the Council. "-
Emmett Carroll asked to move a frame house onto his lots;
He was told to make application for a regular building Permit.
Mr. McLean asked permission to water his grove in blks
113 and 122, thru hose from a fire hydrant. He was told to
make arrangements with the Water Supt.
Don Smith stated that the V.F.W. wanted to sponsor a
Carnival to be he'ld Jan 13th to 18th.
Bob Attkisson asked permit for a Liquor License in a
building near Lincoln Park, to be run by him with colored help.
~r,r. Johnson mad9 a motion, seconded by Macdonald and carried,
that the Counc\l go into Executive Session:
R.F.House retained as City Clerk for the ensuing year
at a salary of $250.00 per month
C.E.Sullins was retained as Marshal at present salary
of $250.00 per month.
H.H.Cole was retained as Water Supt. at his present salary
of $50.00 per week
J. B. Fullwood was retained as Street Supt. at his present
s,a1ary of $40.00 per week
A.G.Cole was retained as City Engineer at his present
salary of $150.00 per month.
Irving F. Morse was retained as City Attorney at a salary
of $50.00 per month.
The City Clerk was authorized to expend $100.00 per month
. for extra help as long as needed.
H.M.Cole was retained 'as Fire Chief at his present salary
of ~~25 .00 per month. -
Mr. Brice made a motion that the City furnish water to Mr. ~
McLean for irrigation at night at the usual rate per M. Th'
motion was seconded by Mr. Thompson, and whe n put to a vote,
1'00 motion carried.,
Mr. Macdonald made a motion tnat the City l~t the Carnival-
c orne in under spons orsh ip of the V. F'.1N. on paymm t of $50.00
license-no extra charge for additional tents or booths, and
the City to retain the right to close any or all concessions
if objectionable; and the Carnival must close each night by
11:30~.M. The motion w~s seconded by ~~. Brice, and when
put to a vote the motion carried.
Mr. Brice made a motion, secobded by Mr Johnson and carried,
that the request for a license for Liquor store in Lincoln
Park, ~e tabled until the next meeting.
A letter from Mr. Hitchcock about a tree in the parking at
his place, was read. Mr. Johnson ,made a motion, seconded by
~:'Ir. Brice, and carried, that Mr. Hitchcock be permitted to J:':::::-,-
the mistletoe from the tree on City Parbvay.
Mr. Macdonald made a motion, seconded by Broce and carrie;~
that the City' buy a Fire-plugfrom the Florida Pipe Co., which
was in Groveland.
