~~nmTES OF THE REGULAR MEETING OF THE CITY COUNCIL HELD
AT THE CITY HALL TUESDAY, OCTOBER 1st, 1946, 7:30 P.M.
. 1he meeting was called to order by President F.B.Roe,
other Councilmen present being H.C.Brown, C.W.GRines, Albert
Johnson, and J.F.Macdonald. Mayor McQuistion, Marshall C.E.
Sullins, Ci t,. Attorney Irving F. Morse , City Engineer Alfred
G. Cole, Street Supt. J.B.Fullwood, Water Supt. H.M.Cole, and
City Clerk R.F.House were also present.
Minutes of the meeting Sept. 18th were read and approved.
Mr. W.T.Williams, representing Reiders & Fink of vi
Jacksonville, offered to make the annual audit of the City
books at the close of the fiscal year for the sum of $500.00.
n~. Brown made a motion, seconded by Mr. JOhnson, that Rieders
and Fink be employed to audit the books for $500.00. When
put to a vote, the motion carried.
Morgan Norris, representing the Junior Chamber of Commerce,
asked the City for help in the Cleanup Campaign they are
promoting. Mr. Johnson m de a motion, seconded by Mr. Ganes
that the City furnish ten men for five days at a cost not to
exceed $300.00, and two trucks to haul trash. When put to a
vote, the motion carried. Roegains will furnish two flat
trucks on Sa turday afternoon.
Mayor Mc Qui st ion's report was read. Mr . Johnson made
a motion, seconded by Mr. Macdonald that traffic signs be
placed where needed in the School Zone to help control the
traffic in that area. The motion carried.
Marshall Sullins reported 20 arrests, fines and forfeits
amounting to 181.00 collected, damage to jail $13,00 paid by
1 prisoner, one $5.00 fine remitted, one 30 day sentence,
one 10 day sentence, and one case carried over into October.
He asked that the room back of the fire station be made into
a jail cell.
~~. Johnson made a motion, seconded by ~~. Brown and carried
that the Building Committee investigate the p~ossibility of
fixing up another jail cell and report back at the next meeting.
Fire Chief H.M.Cole reported two fires in September, one
at rear of Chas Roe store, no damage. One fire at Pierce .
Estate,house completely burned before arrival of Fire Department.
Fire Truck completely checked and found in good condition.
_Two lanterns were lost at the Pierce fire and one has been
recovered.

City Engineer Alfred G. Cole's Report was read. The
spillway constructed by the S.R.Dept. at the foot of Eighth
St. washed out, and the matter was brought to the attention of
the proper officials. He called attention to changes in
building plans of Bill Cooper, and said the work should be
stopped unless he complies with regulations. A representative
of the Sta to Health Dept. was appointed to Clermont, under the
supervision of Burke Chester, County Health Officer. This
takes away from the City the supervising of sanitary arrangements.
The matter of putting a pipeline under the T & G RR was
settled satisfactorily with Mr. Bill Edmunds, T & G Mgr.
A letter from Mary Dallarmi, asking better water service
and a Street Light was read. The Clerk was instructed to
write her why this could not be obtained at this time.
A letter from the Lake County Chamber of Commerce asked
that the City name a Director and Alternate to the C of C .
Irving F. Morse was named Director, and H.C. Brown Alternate.
~r:r. Morse stated he had a Phone call from Lee of the
State Board of Health about the septic tank at the School.
Mr. A.G. Cole stated that he had designed the tank and it had
been approved by Geo. Patterson from the State Health Dept.

The matter of the change of route of Roads 22 and 55
was brought up, and Irving Morse said he would see about ito
~e matter of condemnation of the boathouse between
Eighth street and west Ave. was discussed, but no action taken
until they find out what the owners were willing to do.
The Sewer plans were discussed9 and ~~. ~~rse said he had
talked with Wylie Gillespie and had a letter from ~~e Dept.
about it.
Mr. Macdonald had a proof of the Building code, and said
Mr. Peacock recommended it be put in booklet form, which could
be ~ne in a short time.
Aletter from the Legion asking for a water line to the
Recreation Center. Mr. Macdonald said the Legion would
furnish the pipe if the City would put it in. It was suggested
that the City furnish the water for two ye arB to pay for the
pipe, and charge for the water after that time. Mr. Macdonald
said he, would ~ake the matter up at the Legion meeting to be
held the next night.

~ro Gaines made a motion, seconded by Mr. Johnson and
carried, that the following list of bills be approved, and
paid when money is available.
Tnsre being no further business at this time, tha Council
adjourned to meet at the call of the president.

EXECUTIVE SESSION CITY HALL OCTOBER 1, 1946, 9:45 P.M.
Tnere was some-discussion of Night Police, and it was left up
to the Mayor to do as he saw best.
Mr. Ganes made a motion, seconded by lw. Macdonald, that
Mr. Sullins be paid $250. per month for the balance of the year
nothing extra for car allowance. When put to a vote the '
motion carrie d. '
The ,City Attorney was instructed to draw up an Ordinance
on resisting arrest.
