MINUTES OF THE REGULAR MEErING OF THE CI'fY COUNaIL HELD
AT THE CITY HALL WEDNESDAY, SEPTEMBER 18, 1946, 8:30 P.M.

The meeting was call6~ to order by Vice-president
H.C.Brown, other Councilmen present being C.W.Gaines and
J.F.Macdonald. Mayor McQuistion, Marshall C.E.Sullins,
City En~ineer Alfred G. Cole, City Clerk R.F.House, Water
Supt H.M.Cole, and Street Supt. J.B.Fullwood were also present.
A letter from Mrs. Fou~ke about the Library was read.
Mr. Gaines Made a motion, seconded by Mr. Macdonald, and
carried, that a light be installed and an oil stove purchased.
. A letter from Mrs page asked that the sidewalk be cleared u
up on Desota street between Fifth St. and Lake Ava~ Mr.
Fullwood was instructed to have it done.

The Council was informed that the broken sidewalk in
front of the Episcopal Church lot would be ~epaired~
The Florida Power Corp. asked permission to take down
two trees at the end of Eighth St. on Lake Minneola, which
the Council granted/
Engineer Cole's report, dated Sept. 17th was read.
He reported Building perm~ts in the last six months amount
to $313,822.20. Survey of Library bldg and lot showed
no sizable addition could be made. Re-computing Indian
Hills Subdivision shows errorrs in the original filed plat.
Mr. Gaines made a motion, seconded by Mr.1mcdona1d
that the minutes of the meeting of June 19, 1946 be amended
to incorporate the passage of a RESOLUTION authorizing the
Mayor and City Clerk to enter into agreements and contracts
with the Atlantic Coast Line Railroad Uo. and the Tavares
and Gulf Ra~oaa Co. to install and construct a water main
under their Rights of Way. The motion carried~
Mr. Macdonald then introduced an Ordinance entitled
" AN ORDINANCE PROVIDING A TAX LEVY ON PROPERTY IN THE CITY
OF CLERMONT FOR THE YEAR 1946; PROVIDING A BUDGET OF EXPENSES
FOR THE FISCAL YEAR 1946-1947 AND MAKING APPROPRIATIONS
THEREFORE.1t which was red in full. :Mr. Macdonald moved the
adoption of the Ordinance, which was seconded by Mr. Gaines,
and when put to a vote, the motion carried. Mr. Macdonald
then moved that the rules be waived, and the Ordinance read
the second time by its title only. The motion was seconded ~
Mr. Gaines a.nd carrie d unanimously. After the second readini,
Mr. Macdonald moved that the rules be further waived, and that
the ordinance be ~~ read the third time and placed upon its
passage. The motion was secohded by Mr. Genes and carried.
Thereupon the Ordinance was read in full, and upon Passage
of same, the roll was called with the following results:
Ayes- Brown, Gaines, Macdonald; Noes-none; absent-Johnson,
ROe. So the ordinance passed, title as stated, and was ordered
recorded in the Ordinance Book and numbered Ordinance No. 78.
A copy of the Ordinance in full appears in this book
following these minutes.
The matter of the Tax Roll not being completed, was brought
up, and the City Clerk was instructed to get it completed.
Mr. BrOwn submitted a Map rep1atting certain lots of
Clermont Heightso Mr. Macdonal~ made a motion, seconded
by w~. Gaines, that the plat be accepted, and the Chairman
of the Council, and the City Clerk be authorized to execute
it. The motion carried.
There being no further business the Council adjourned
to meet at the call of the president.

BE IT ORDAINED BY THE ,CITY COUnCIL OF THE CITY OF CLERr~ON'I':
SECTION 1.. It is hereby found and, determined by th~ City
Council of the City of Clermont6 Lake County, Florida, that
the ro1lo~lne sums of money are required for the operation of
the government of the City of Clermont for the Fiscal Year of
1946-1947:

SEC~ION 2. It is further found and determined by the City
Council that the total of the Assessment Roll of the City of
Clermont for 1945, as prepared by the City Tax Assessor and as
equalized, approved and confirmed QY the City Council, is
O~765,306.00; that the following deductions from said Assessment
Roll must be made in order to arrive at the value of property
subj'ect to ta.xation for Bond Debt Servicez

SECTION 3. It 1s hereby found and determined by the City

sums of money, a tax levy of 25 Mills is required to be made as
follows:

SECTION 4. 7nere is hereby levied and sheil be collected
on ea~h dollar of taxable property in the City of Clermont and
in the area excluded from the City of Clermont by Chapter 21152,
Aots of the Legislature, 1941, for Interest and Sinking Fund,
and Reserve for Bonded Indebtedness, a tax of 11 ~ills for the
year of 1946 and on all property in the City of Clermont, save
and except, that property included in the area as excluded from
the City of Clermont by Chapter 21152, Acts of the Legis1aturo,
1941. For General Operating Expenses and Capital Reserve, a tax
of 11 mills for the year of 1946, as fo11o\"1s, to-wit:

SECTION 5. ~he Tax Assessor of the City of Clermont is
hereby direoted to extend tho Assessment Roll of the City of
Cleroont heretofore approved by the City Council in accordance
with the millage prOVided in Section 4 of this ordinance and to
deliver same to the City Clerk and Tax Collecto~ who is horeby
direoted to oollect the said taxes at the time and in the manner
provided by law and the general ordinances of the City of
Clermont, Florida.

SECTION 6~ The monies raised by this tax levy are hereby
appropriated for the purposes for vJhich 1ev1ed; and no monies
raised for the Interest and Sinking Fund, and Reserve for Bonded
Indebtedness, shall be used for any other purpose than paying,
first, the interest on indebtedness of the City of Clermont fall-
ing duo during the calendar year of 1946-1947, and, second, for
the retirement of the principal of such indebtedness in such m
