08-06-1946 Regular Meeting ~ -..., REGULAR MEETING OF THE CITY COUNCIL HELD AT THE crIT HALL, TUESDAY, AUGUST 6, 1946., ?:30 P.M. The meeting was called to order by Vice-president H.C. Brown, other Councilmen present being C.W.Gaines, A~~. Johnson~ and J.F.Macdonald. Mayor McQuistion, Police Chief C.E.sullins, City Engineer Alfred G. Cole, Street Supt H.M. Cola, J.B.Fullwood, and City Clerk R.F.House were also present. Minutes of the meetings July 2nd, 11th, and l?th were read and ~pproved. D.H. Moore wanted to know about plumbing inspections. Engineer Cole was instructed to make inspections on all plumbing and Electrical installations. Mr. Strehlor asked for some clay on the road into Ed@9wood Place. H. M. Cole was instructed to have some clay dumped tmre. Macdonald reported for the Recreation program, that Stack had organized a Legion Ball team, and a swimming team for Tuesdays & Fridays. Betty Stokes wasrreparing for life-saving tests, and Flor&nce Pool bad charge of the recreation room ups,tairs, and was looking after a tennis program. Al Cole reported oil in water at swimming beach. The equipment needed is a diving board and a boat for life- saving work. ~ After some discussion of the,old boathouse back of Sanger Builders Supply, Mr Gaines made a motion, seconded by Mr. Macdonald, that the City Attorney notify the owners of the boathouse that it was a hazard to public health and safety, and should be removed from the beach. lllhen put to a vote the motion carried, Th!~Mayor's repor~'~~~8read, in which he stated there were ~ arrests, and $liiiO in fines & Forfeitures turned over to the City Clerk. Marshall's report was the same as the Mayor's~ Fire Chief Cole reported no fire calls in July. One fire drill was held, three members attended, Albia Sheldon, Buck Crews, and Brad Fullwood. New Foamite Gun was tried aut, and Dr. McGuire gave instruction in operation of the new resuscitator. The Ci~ Clerk reported a check from the County in the amount of 96.?8 as City's share of taxes due on some lots ,sold by the County last Sept. A petition with 36 names asking that Wm Cooper be given a building permit and license to operate a Recreation Center in Lincoln Park Area where soft drinks, including beer and wine may be sold. Another petition on which were 45 names, asked that no perm~t be issued for a beer garden pool room or anything like that in tho Lincoln Park Area. Action on these petibions was deferred by the Council. All the Council agred that the Sewage matter should be held over until the meeting Aug. 21st. Attorney Morse had prepared an Ordinance entitled "An Ordinance amending Ordinance #48 of the City of Clermont relating to the zoning of the City of Clermont; Changing the zones of certain property within the City of Clermont; and other ma tters relating theret.." The Ordinance was submitted by Councilman C.W.Gaines, who moved its adoption. ~e motion was seconded by Councilman J.F.Macdonald~ and when put to a vote, the motion carried. Mr. Ga.'ines then moved that the rules be waived, and the Ordinace read the second time by its title only. The motion was secondod by Mr. Macdonald and carried unanimously. After the second reading, Mr Gaines moved that the rules be further waived, and the Ordinance read the third time and placed upon its passage. So the Ordinance passed, title' as stated, and was ordered recorded in the Ordi- nance Book and numbered No. 77. A copy of the Ordinance in full appears in this book, following the minutes of this meeting. ~ ~ Mr. Johnson made a motion that the following bills be paid when money is available. .
