05-07-1946 Regular Meeting CITY 0 F CLERMONT ~ ~ MINUTES OFT1ill REGULAR MEETING ar TIrE CITY COUNCIL HELD AT THE CITY HALL TUESDAY, MAY 7, 1946, at 7:30 p. m. The meeting w~s called to order at 7:40 by President F. B. Roe, other Councilmen present being Jim Macdonald, A. M. Johnson, H. C. Brown. Mayor W. H'. McQuistion, Marshal C. E. Sullins, City Engineer Al Cole, Supt. H. M. Cole and City Clerk R. F~ House were also present. ' The minutes of the meetings on April 2 and April 16 were read and aprn:' oved. Don Smith, Commander, V.FoW., thanked the Council for the Us e of the room upstairs. In discussion of park- ing on business streets on Saturday nights, he suggested a tirre limit of parking on Saturdays only. The V.F.W. also requested a piece of property 100 x 150 for State be adquarters. w. p. 'Fri sz -presented a petition for change in the Zoning Ordinance to put Block 121 in the C-l District. Mr. Brown made amotion, seconded by Mr. Macdonald, that the petition be received for consideration ~ the Council. The motion carried. W. W. Boyd submitted a resubdivision of Lot 5, Herring Hooks Estate. A motion was made by IVlr.' Brown, seconded by Mr. Macdonald, that the City Engineer verify \ the plat and report at the next meeting. The motion carried. . Mr. Macdonald reported that Mr. Morse was getting prices on the Building Code to submit at next meeting. Mr. Morae reported that Smith & Gillespie had con- tacted him and Mr. Johnson relative to the sewerage prop- osition, and they would make the preliminary survey for $1000.00 and it would take about sixty days. Mr. Johnson made a"motion, seconded by Mr. .brown, that the City employ Smith & Gillespie as engineers to make the preliminary s~~vey for sewer system. The motion carried. Al Cole brornght up the subject of the sewer system at the school and had orde5ed the lunch room closed. Burke _,_ Chester, County Health fficer, stated that the situati on had been cleaned up. Mr. Brown reported on a ditcher for garbage disposal. Al Cole has arranged for films of machines disposing of garbage for showing the Council. Al Cole also reported that the catch basins are being treated for mosquitos. ~ ,.,/ .....-4:?" 'Mayor McQuistion reported that during the month ~ April there v/ere twenty-two cases in Police Court$) two of which were tried, and fines and forfeits in th0 amount of ~~483e50. There were seVin cases held over fro:u December with fines amounting to 32.00 and refunds of $105.00 from the total Collected o~ $4830500 Marshal Sullins reported that fines in the amount of $378.50 had been collected and turned over to the City Clerk during the month of April. ~ ~ :MINUTES OF MEETING WJAY 7, 1946, Cont'd Fire Chief Co Ie repor ted tha t durin g the month of April there were three fire calls, one on April 12 to Isreal COoperis house in Lincoln Park, one o,n April 13 to the C1iLty of MjImeola, one on April 25 to the electric wires at 635 Montrose. There was also a fire drill on April 1. Supt. Cole also reported that a six inch valve had been put in at the pump station on May 6, 1946. Also that he has not been able to locate the leak in the roof or 'side of the City Ha 11. City Attorney Morse reported the sale of the Earl Gray property to H. L. Lippman on May 7,1946 and he had prepared an assignment of lease on the lake front. A motion was made by fur. Macdonald, seconded by fur. Johnson, t}~t the lease be assigned to Mr. Lippman. The motion carried. A motion was made by Mro Johnson, seconded by Mr. Macdonald, that H. C. Brown be reimbursed $50.00 for a survey on lots sold by the City in Lake Sunnyside Unit. Mr. Macdonald suggested work be done on the dock and playground. He said that Ray Coon and Oakley Seaver,will ro the work if the City will furnish the material. Mr. Brown was directed to have "STOP" signs put up in good. shape. Mro Johnson rrade a motion, seconded by furo Macdonald, that the bills on the attached sheet be paid when the money is available. The motion carried. Mr. Brown made a motion, seconded by ~1r. Macdonald, tha t the meeting adj ourn to meet again on the third Wednesday of this month, May 15.
