MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL HELD
AT THE CITY HALL, THURSDAY, DECEMBER 13, 1945, AT 5:00 P.M.

The meeting was called to order by President F. B. Roe,.
other councilmen in attendance being R. M. Stackhouse, C. W.
Gaines, H. C. Brown. Mayor F. H. Higby and City Clerk W. H.
McQuistion were also present.
The Clerk read the report'of the election officials for
the election held December 11, 1945, which ~as as follows:

Clerk or General Election.
A motion was made by Mr. Gaines, seconded by Mr. Brown,
that the City lease the end of the street on West Avenue and
at Railroad at a rental of $5.00 per year for 10 years to
Howard Bailey. The motion carried.
A motion was made by Mr. Stachouse and seconded by Mr.
Gaines that the City sent to Leedy Wheeler $4800.00 with
1/3 of that amount to apply to Fee Accounts and 2/3 on de-
linquent tax notes on January 2, 1945. The motion carrlede

A motion was made by Mr. Brown, s ec ended by Mr.
Gaines, that starting January 1, 1946, rates on water
be increased rrom $1.75 to $2075 for rirst 1000 gallons
of water. The motion carried.
