MINUTES (F THE REGULAR MEETING OF THE CITY' COUNCIL' HELD
AT THE CITY HALL, TUESDAY, OCTOBE~ 2, 1945~ AT ?:30 P.,M.
The 'meeting was 'called to order by Vice President, H~
C~ Brown, other Councilmen present being R~ M. StackhoMse, "
R. M. Castner, C. W. Gaines, City Attorney, Irving F.' orse~
MarsbellC. E. Sillins, Supt. H. M. Cole, City Clerk W. H.
McQuistion and ayor F. H. Higby were also present.
Several ci ti.i~riS" ot ' the. Ci ty appeared and made complaints
of OccupationaleRses. The citizens were received and
notified that the Council would consider same later in the
meeting.
Mr. J V. Brice made a report to the Council in reference
to beautification of the City and made several suggestions
which will be considered by the Council and he was promised
their fUll support.
A motion was made by Mr. Stackhouse and "seconded by Mr.
Gaines, that a meeting of September 18th be corrected' rela-
tive to contract of pruchase of property on time be amended
to read that 'a time limit not to exceed six'months and a'
carrying charge of. ,$5,.,00 be charg~d. The motion carried.
A m<;>tion was"madehy Mr. StackhoUse and seconded by Mr.
Gaines'that Lot 4, Block 21 be'sold less N 125' instead of
less 150~. The motion carried.
The Council recommended that the City Clerk write a
letter to the Council of the'City of Minneola to attend the
regule,r meeting of this Council as to the use of fire appara-
tus of the City of Clermont. ,
A motion' was made by Mr. C. W. Gaines and seconded by
Mr. R. M. Castner that the City Attorney prepate an Ordnance
to collect lO%\~f all Public Utilities except City-owned
water, to be pr~sented at'an adjourned regular meeting to
, be held October (~h to consider same.. . ,
. A'motion was made by Mr. 'Gaines and seconded by Mr.
Stackhouse tnat the resolution as prepared'by the City Attor-
ney be adopt~d and kn~wn as ~he Boren, Bill. , '

A motion was made by Mr. GAines and seconde,dRY.: Mr. .11o---l\l~:' ~
Stackhouse that taxes on Lots '13, 11 and l5,~ock82, be
cancelled by the City Council. The motion carried.

A motion was'made by Mr. Castner and seconded by Mr.
Gaines that Mr. Stackhouse be instructed to have Koehler
, Park and building be cleaned up. The motion carried.

A motion was made by Mr. Castner and weconded by Mr.
Gaines to'purchase a truck as submitted by G.M.C. and'to
have Supt~ Cole see that same is in perfect condition,
andn6tify the Company to that effect. The truok is to be
_ financed by the local Bank. The motion carried.
A motion was made by Mr. Gaines and seconded by Mr.
Stackhouse to have B. B. McCormick put a new roof on the
City Hall as per his letter to R. M. Castner. The motion
carried.

1s now before the Int.'r-State and Foreign Commerce Corim11ttee of
the aouse ot Representatlvea~ of which the HonOrable Dwight L.
Roger. of Plorida lsa Member, which will remove 'the c ontr<>l of
financing Qf MUnlclpQllt~es from said Commission.
WHEREAS, lt 1s the opln10n of the 01t,. COUnQl1 of the C1ty
of Clermont that an,. Munlclpall1;,. should have the right to re-
finance without having such program approved or controlled by
the Securitie8 Exchange Commission) that to continue to allow
this Oommisslpn to have such control would be again.t "Home
:aule" and would be plaoing too mu.ch po~er in the hands ot Fed-
'eral commis$io~ who could not possibley be aoquatnted wlth all
of the tacts and problems involved 1n the financing or refinanc-
ing of Municipalities not only in the State of Florida but in
the United states at large.
THEREFORE, BE 11' aESGLVlID by the City Council of the City
of Clermont, that said body 18 in favor of the passage of the
Boren Bll1 now before the Inter-state and Foreign Commerce
Committee of the Ilouae ot Representative. of the United state.
and that a COp7 of this resolution be forwarded to the Honor-
able DWight L. RQgers of Florlda, a member of tb.1s COmmittee
and that a copy be also forwarded to the Honorable Joe Hendrlcks,
Member of Congress from the Fifth Congressional District of the
State of Plorida ln whioh the City of Clermont 1s located.
