09-05-1944 Regular Meeting CITY OF CIlERMONT MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL HELD AT THE CITY HALL TUESDAY, SEPTEMBER 5th, 1944, 7:35 P.M. ~ ~ The meeting was called to order by Vice-pres1dent P H. . Higby, other Councilmen present being R.M.Castner, C.W.Gaines and R. M. Stackhouse. Mayor Brown, Marshal CeE.Su1lins, Tax Assessor GoA.Nashg and City Clerk R.F.Hause were also present. Minutes of the meetings Aug 1, and 15th, and the Tax Equalization meeting Aug. 15th were read and approved. Mr. W. F. Williams of Oca1a was present and asked about making the annual audit of the City Books. He proposed to do it on the same basis as last year, for $300.00 . Mr. Stackhouse made a motion that Mr. Williams be employed to audit the books at the end of the fiscal yearc The motion was seconded by Mro Gaines, and when put to a ~ote, the motion carriede Mr. Higby reported that the water committee had accepted the proposition of the Florida Pipe Supply Co. of Orlando, for pipe to lay a main to the Lincoln Park Area, and that application for priorities had been made of the War Production Board at _ Jacksonville; and that a survey of the location was being madee Mr. Stackhouse reported that repairs were needed on some streets, and that the Street Committee were preparing to co-operate with the Jay Cees 1n a clean-up campaign in October: Mr. Gaines made a motion that when the street crew were behind with work~ no outside hauling or work be done by the Ci~ crew and truck. The motion was seconded by Mr. Castner, and when put to a vote, the motion earried$ , Mr. Ebinger 'asked for a couple of loads of leaves and bl'Ush a to" the back of the School Auditorium, and also asked that the grass and weeds, and low hanging branches be cleared from the sidewalks leading to the school, as school will start next week~ Mr H.K.Stokes said he was interested in getting lots back on the tax roll, and suggested that the City try to buy all the lots which reverted to the State under the Murphy Act. Mr. Gaines made a motion that the Citymake a bid of 50~ per lot on all lots 1n the City taken over by the State under the Murphy Act. The motion was seconded by Mr. Stackhouse, and when put to a vota, the motion carried. Mayor. Brown reported 8 cases in Mayor's Court, with fines assessed and collected amounting to $115.50. He stated that he had been in communication with several cities about rat eradication progrgms, and was working out a plan for Clermont. There was some discussion of plans far closing business houses on V-Day, and the matter was left in the hands of Mayor Brown; to take what action he sees fit. Marshal Sullins reprted 8 arrests, and fines and costs amounting to $115.50 collected and turned OVer to the City Clerk. Fire Ch'et Achord reported no fires in August, and the engine was checked each week and found O.K. ~ ~ Mr Gaines offered a resolution confirming the Assessment Roll, and moved its adpption. The motion was seconded by Mr. Stackhouse, and on rollcall the vote was as follows: Ayes- Castner, Gaines, Higby, Stackhouse; Noes:none; Absent-Roe. So the resolution passed, a copy follows the minutes of this meeting. ~nrQ Gaines then introduced an Ordinance entit1ed- AN ORDINANCE PROVIDING A TAX LEVY ON PROPERTY IN THE CITY OF CLERMONT FOR THE YEAR 1944; PROVIDING A BUDGET OF EXPENSES FOR THE FISCAL YEAR 1944~1945 AND MAKING APPROPRIATIONS THEREFORe which uaa read in fnll~ Mrc Ganes moved the adoption of the Ordinance, which was seoonded by Mr. Stackhouse, and when put to a vote, the motion carried. The motion was seconded by Mr. Stackhouse and carried unanimously. After the second reading, ~~. Gmnes moved that the ~m~~V-RR rules be further waived, and that the Ordinance be read the third time and placed upon its passage. The motion was seconded by Mr. Stackhouse, and carried unanl- mous1ye Thereupon the Ordinance was read in full, and upon passa@e or same, the roll was called with the following results: Ayes-Castner, Gaines, Higby, Stackhouse; Noes-None; Absent-Roe. So the Ordinance passed, title as stated, and was ordered recorded in the Ordinance Book and numbered Ordinance No. 67.
