MINUTES
SPECIAL1mETING OF THE CITY COUNCIL HELD AT THE CITY HALL
TUESDAY, AUGUST 15, 1944, 7:00 P.M.
~e meeting was called to order by president F.B.Roe,
other Councilmen present beingC.W.Gatnes, F.H . Higby, and
R.M.Staclhouse. R.M.Castner oame in s few minutes later.
Mayor H.C.Brown, Marshal C.E.Sullins, City Attorney Irving
F. Morse, and C1 ty Clerk R.F.House were also present.
M~or Brown had written the Attorney General of the
State about homestead Exemptions, and the elegibility of
persons under certain conditions. After some discussion
of Atty General Watson~ answers, Mr. Higb~ made amotion
which was seconded by Mr. Gaines, and carried, that homestead
exemptions be not allowed tD the following list of applicants:

Mro Higby had an offer from FlIll"Il1 &: Home Machinery Co.
to lay some cast iron water main, 6i", @ $1.00 per foot.
Mr. Castner rm.de a motion that the water oommi ttee inspect
the property ..~. and decide where to lay the pipe to the
Lincoln Park area, with authority to make a contract with
the Farm & Home Machinery Co. of Orlando, to lay the main
at a price of $1.00 per foot. ~e motion was seconded by Mr.
Stackhouse, and when put to a vote, the motion carried.
City Attorney Morse stated that there was an error in
the deed to the plot of ground north of block 78, whioh the
City aquired by foreclosure several years ago, and that he
had it corrected, but that there were State and County Tax
Certificates against the property amounting to $191.81.
Mr. Castner made a motion, Which was seconded by Mr. Gaines,
and carried, that the City redeem these certificates.
Mr~ Castner said he had a report from the health
authorities that the water in Crystal Lake had been examined,
anil found O.K.. for bathing. Mr. Higby made a motion that
the City Attorney draw up an agreemen), giving the use of
the beach at the intersection of Minneola Ave and Third St.
to the Boy Scouts. The motion was seconded by Mr. annes
and when put to a vote, the motion oarried.
The Council then adjourned until after the meeting
for the' equalization of taxes.
