12-07-1943 Regular Meeting - .,., -~ -.., CITY OF ClERMONT PHNUTES OF THE REGULAR MEETING OF THE CITY COUNCIL HELD AT THE CITY HALL TUESDAY, DECEMBER 7, 1943, 7 :45 P.M. Tho maoting was callod to ordor by prosidemt Goo. M. Nagol, othor Councilmen prosont baing R.M.Castnor, C.W.Gaines, F.H.Higby, and F. B. Roo. Mayor H.C.Brown, Marshal C.~. Sullins and City Clork R.F.House worQ also present. Mr. '.1l F. Williams, re1?resenting RobGrt Riodors, C.P.A. Jacksonvi~lo, Fla., was presont and submittod three coppios of tho annual audit roport which ho had proparod of the City rocords from Nov 1, 1942 to October 31, 1943. Mr. Ganes made a motion that the roport be accept~d, and tho bill of $300.00 bo paid when monoy is availablo. ~~e motion was secondod by Mr. rtoe, and when put to a vote, tho motion carriodo 0\ r.iinu,s'tos of tho moeting Nov 2, 1943 wore read and approved. Mr. T.C.Cork prosontod tho matter of delinquent taxes and paving liens on tho two blocks of Mr. Chardevoyne1s, and stated that Mr. Chardevoyno would deed ono block to the City if tho City would reloasQ all lions and claims aginst tho othor block. Mr. Cork asked the Council to give tho mattor fair consid@ration, but no action was taken at this timo~ Mr. Roo reportod tha t ho had hirod Mr. Castner to paint the Library. Ho also statod that some repairs wore noodod 0:' the Community Building in Kohlor Park. !I'lr. Higby made a motion t.hat the Park Committeo be authorized to havo the building repairod at a cost not to oxcood $200.00. Tho motion was soconded by Mr. Ganes, and whon put to a v~te, the ~ot+on carrio d . Mr. Roo said that tho plants and grass in the Cometery would neod some fortilizer, and the Council left it to tho Park Committoo to got tho fortilizer and apply it when needed. Mr. Roe made a motion, soconded by Mr. Castner, and carriod, th~ tho colored labor under the Stroot and Water Supt. bo paid 50~ par hour beginning Docember 4, 1943. Mayor Brown reported 17 arrost~s in November. He stated . he had appointed L.R.Fussell assistant Marshal on the Night Force to take the place of Mr. Kie who had resigned. The appointm nt to br effective for the remainder of the fiscal year at a salary of ~~125.00 per month with no car allowanci); and asked the Council to confirm tho appointment. He insisted that Streets that were unsafe for traffic, due to overhanging woeds, particularly on theSouth Side of Lake Winona, have the weeds cut back without delay. He recom- mended that the fruit from the Chardevoyne, and Frame&Ryan groves be sold and deposited in a special fund until the title to the property has been pro~rly determined. He stated that all but 3 or 4 occupational licenses had been paid, and that those few would be taken care of in the next 10 days. After reading his report, Mayor Brown went home. PEr. Higby mada a motion that the Council confirm the appointment of Mr. L.R.Fussell by Mayor Brown. The motion was seconded by Yr. Roe, and when put to avote, the motion carried. Marshal C.E.Sullins reported that there were 17 arrests made, with fines amounting to $255.00 assessed, 2 labor sentences, and one case dismissed; $166.20 in fines collected and turned over to the City Clerk. Mr. Higby made a motion thatthe City Clerk corfeot the Tax ~KMX~ roll by taking off the b1dg on the property of the T & G RR north of the track assessed to 0 .H..Keene J asthe building was torn down and removed in 1942. The motion was seconded by Mr. Roe, and when put to a vote, the motion carried. CITY OF CLERMONT Minutes of meeting Dec. ?, 1943 continued City Attorney Morse was unable to be present, but mailed in a report that he had prepared leases for property along lake shores and turned them over to the City Clerk. He also reported on tho Frisz Suit which is to be decided in the near future. pa ge 2. ~ ~ Mro Roe made a motion that the City Clerk have the ballots prepared for t~e City Election to be held Tuesday, Dec. 14th, with the names on it of the cadidates who had their petitions properly Filed. The Council then went over the last years registration list and ordered. stricken from it the names of those who had moved out of the Oity, and those who had diea. The motion was seconded by Mr. Gmnes, and wnen put to a vote, the motion carried. Mr. Roe made a motion that the City make an agreement with Ao G. Wright to collect delinquent occupational licenses from Insurance Companies who have done business in the City for the past several years. The motion was seconded by Mr. Higby, and when put to a vote, the motion carried.
