CITY OF CLERMONT
1\1:1 NUTES OF THE REGULAR MEETING OF THE CITY COUNCIL HELD
AT THE CITY HALL TUESDAY, AUGUST 3, 1943, 7:30 P.M.
The meeting was called to order by president Geo. M. Nagel,
otr.er Councilmen present being R. I". Castner, C. W. Gaines,
F. H. Higby and F. B. Roe. Mayor R.C.Brown, F/iarshal C.E.
Bullins, City A~torney Irving F. Morse, Street & Water Supt.
H.M.Cole, and City Clerk R.F.R OUse were also present.

The Street Conooittse reported five additional white-way
lights had been turned on, but nothing had been done about
damaged sidewalkso They agreed to see about the sidewalks
this week. '
The Water Committee reported one fire hydr~}~t~in on
the new main to t~e Army Camp at the corner of ~~nd
Tenth Streets, and the Army had put in three hydrants inside
the Camp groundso They reported the pump replacing the old
one had been installed and was working satisfactorily.
MayoI' Brown made his report, stat ing that a tenative
contract for use of City water by t}-1.e Army had been reached,
and the final contract would be presented to the Council
in a few days for KKXX0RX consideration. He asked that
additional lights be turned on along Montrose st. between
Eighth and West Ave., and one at Tenth and Montrose if possible.
He recommended thpt two trash barrels be placed at the corners
by Scotts Pharmacy and the Service men's Club for trash. He
stated that steps were being taken to correct fire hazards at
t'-e Theater. On account of cOlpplaints of property ovmers
about increases in assescments, he suggested some different
method of adjusting the tax roll. He also asked that the
Red Cross be furnished a telephome, and that the water at the
Service Club be furnished by the City. He stated that there
were seven cases in police Court with fines 'and costs of $61.70
collected and one fine of $13.00 suspended.
r\~r. Higby moved that the Street Lighting Committee
investigate the Street Lights with authority to take
appropriate action. The motion was seconded by Mr. Roe,
and when put to a vote, the motion carried.
The Street Committee agreed to cheuk up (In damaged
sidewalks immediately.
Mr. Castner made a motion that beginning Sept. 1st, all
tI'ash other than garbage will be picked up by the City truck
and a charge made to the property owner, such charge being
sent with the water bill. The motion was seconded by Mr. Roe,
and when put to a vote, the motion carried.
Street Supt Cole was instructed to place a couple trash
barrels at the intersection of Eighth St. and Montrose.
Mr. Roe made a motion that all changes in the tax roll
suggested by the Council be submitted to the Tax Assessor for
his consideration; and that he report back to the Council
at the meeting Saturday night, August 7th. The motion was
seconded by Mr. Higby, and when put to a vote, the motion
carried"

Mr. Ca'tner made a motion, seconded by Mr. Gaines and
carried, th~t the City pay the water bill at the Service Club.
Mr. Roe made a motion that the City pay the basic monthly
charge for a phone at the Hed Cross office in the City Hall.
The :::notion was seconded by Mr. Higby, and when put to a vote,
the motion carried.
r.1r. litoe made a motion that Mary Hilton be given a 20 year
lease on the triangle west of Fourth Street on Lake ~anneola
and abutting her property, providing it is not used for
Commercial purposes nor any buildings erected on it, and she
Keeps it cleaned up. The motion was seconded by Mr. Gaines
and when put to a vote, the motion carrie de

The daily reports or the Street & Water Supt. were
submitt,rad for examination, ffild ordered filed.

The was some discussion about the repairs needed on
tho street truck and Mr. Gainos made a motion that the City
buy a new truck~ preferably a GMC or Dodge. The motion
was seconded by Er. nastner~ and on roll call the vote was
as follows: Ayes-Castner, Gaines~ Higby~ Nagel~ Roe;
Noes-none. So t~e Motion carried.
Marshal Sullins reorted seven arrests durin~ the lTIonth
with 061070 in fines collected~ and one fino of ~13.00
su'spended.
Fire Chief Achord reported no fires in July, and Engine
checked each week and fOillld O.Ko

City Atty Morse had prepared an Ordinance on prostitution'
