03-02-1943 Regular Meeting CITY 0Ii' CLEHMONT MINUTES OF TI-m REGULAR ~,mETING 01" THE CITY COUNCIL HELD AT THE CITY HALL TUESDAY, MARCH 2, 1943, 7:30 P.M. The meeting was called to order by president Geo.M. Nagel, other Councilmen present be ing H.~.T. Castner, C. \'if. Gaines, R H.Higby, and F.B.Roe. Mayor H.C.Brown, Marshal C.E.Sullins, Street & Water Supt. H.M.Cole, and City Clerk R.F.House were also present. City Attorney Irving F. Morse came in a little later. --~ ~ Minutes of tho meeting Feb. 2 were read and approved. l:Tr. Gines stated that't'he Florida Public Service Co. had asked permission to trim trees where their lines ran through them. On motion of Mr. Gaines, seconded by J.~r. Higby, and carried, permission was given to trim tho trees under supervision of the Park Committe e. It Was moved by Gaines and seconded by Higby that the City Attorney and the City Clerk immediately check the ownership of all lots in Oak-Hill Cemetery, and make dupli- cate card records of same; one to be kept in the City hall and the othor in tho vault in the Bank. That the City Clerk 'h be required to collect from each purchaser ~pl.75 in addition to tbe purchase price of the lot to be used for recording andtaocumentary stamp on the deed. ~jnen put to a vote, the motion carried. Mr. Higby reported for the Water Committee that after consideration of several locations, they recornmended the use of the City property at tbB North end of West Ave for the City Garage. Mr. Gaines made a motion that the City Gagage be moved to the north end of West Ave. on the City's property, if a contract with a reliable party can be made to do the job at a cost of ~100.00 or less; the City trucks to move the ma terial. The moti on ,:vaS seconded. by l\'Ir. Roe, and when put to a vote, the motion carried. Mayor Brown then made the following report: lIDuring the month of F0bruary there has been considerable activity in tho police court due to numerous v:lolations of City ordinances as a result of the high wage scales on which many of our people al~e working. The excessive drink- ing and gambling is becoming quite prevalent. I want the Council to understand that it is not the intention of the Police Department nop myself to make a racket out of this Court, and only such cases a s are clearly in violation of the regulations and are brought to our attention by people in the neighborhood being distul~bed are being prosecuted. The City Clinic Building is now being utilized as a hospital and is under 24 hour service. It seems to me that this is contributing to the welfare of the community in a larger way than we had ever anticipated and is deserving of our best support and encouragement. The institution is badly in need of a refrigerator in which to carry blood plasma, virus, and othor serums, and I would suggest that the Council appropriate $100.00 to apply on the cost of this refrigerator. It should be kept in mind that the building and equipment is the property of the City and the contribution to the hospital is for the benefit of our citizens. ~ .~ You have no doubt heard much, and you will hear more, about the importance of the production o~ food. The real fact is that the indications now are that the civilian pop- ulation vvill not be able to secure over 50% of the commercially prepared fruits and vegetables and dairy products, that we have been accustomed to getting in the past, and the only reliefvlill come from each family producing the deficiency in their own gardens or flocks or dairies. In ord:)r to produce a successful garden in Florida a sufficient supply of water must be provided. I have discussed thfus water matter with several members of the Council and the City Clerk, who has suggested what ~ I feol is a workable propOSition, and I strongly recommen~ the Council's Consideration of the following plan- crl'Y OF CLEHMONT Minutes of Council meeting March 2, 1943 cont'd page 2 ~ .., that the Ciy" Attorney be requested to prepare a contract providing for the planting and care of a home garden-(not commercial) and for such of our people who will sign this contract, that we will agree to furnish them during the life of the garden whatever water is necessary on the basis of their average consumption during the six months, March to August,1942 with an additional chargeof 10!i per thousand gallons for such amount as they may use in excess of this base figure. 'l'his plan should result in tho City's revenue from water not being reduced and to the consumers a fair and equitable charge for the excess due to the amounthe vvou1d use on his garden. This arrangement should be determined. without delay as gardens should be planted not later than the middle of the month. There are over 200 members in the C1errnont Civilian Defence Council. Men and women whoare giving much time in services and at some expense. These people are supposes to have an identification arm band to indicate their positions. I recommend that the Council appropriate funds for the purchase of these arm bands. I understand that $25.00 will be sufficiebt. The use of human blood and plasma is now becoming a very important and generally used material. We have available a supply. of blood and plasma in the Fifth Congressional District Blood Bank, which will be supplied without cost to t'h,e different communities in this area. Clermont's allotment to cover the cost of establishing this bank was $48.50, which amount has been contributed. Respectful]~ submitted, H.C.Brown,Mayor. " (, I~I;r. Gai. nes made a motion that ~~100.00 be appropriated toward the purchase of a refrigerator for the Clinic Building. The motion was seconded by Mr. Roe, and when put to a vote, the motion carrie d. Mr. Roe mado a motion that the rate for water for home gardens as outlinrd in the Mayor's report, be adopted. Tho motion was seconde(l, by r.~r. Higby, and carriod unanimously. l1arshal Sullin~ I-eported 24 arres ts in February, with fines amounting to ~~864.05 assessed and collected. Five cases dismissed- one fino suspended. Fire C~ief Achord reported checked 5 times and found O.K. f1 t 2-~rr pipeon one end and fire for ~6.00 each, and recommended 1 fire in February. Engine He reported two valves to hose on other could be bought the purchase. Er. Gaines made a motion, seconded by r.ir. Roe and carr ied, that the City buy these tV'lO valves. r,=r. Gaines made a moti on that the Assessment Roll for 1942 be corrected in accordance with a letter from Tax Assessor G.A.Nash dated Feb 1, 1943, to allow homestead exemption to B.Bornstein for the year 1942. The motion was seconded by HI' Higby, and when put to a vote, the motion carried, ~ ~ ,': letter from "I'.
