MI1WTES OF MEETING OF THE CITY COUNCIL HELD AT TIll CITY
HALL TUESDAY, FEBRUARY 2, 1943, 7:30 P.M.
The maeting was called to order by president Geo. r:l.
Nagel, other Councilmen present boing R.M.Castner, C.W.
Gaines, F. H. Higby, and F. R. Roe. Mayor H.C.Brown,
Marshal C.E.Sullins, City Attorney Irving F. Morse, Street
& Water 'Supt. H.M.Cole, and City Clerk R.F.House were also
present.

Minutes of the meeting Jan 12th were read and approved.
COlillcilman Gmnes of the Street Committee reported that
~oy Baker had figured the cost of fixing Juanita steeet
between Lake Ave. and Fifth Street as shown on sketch would
amount ~to $700.00. The Council agreed it was best not to
fix the street now, and Councilman Gaines agreed to see Mr.
Bat ley about a driveway into his garage on Juanita St.
After some discussion of broken and uneven sidewalks,
the Street Comrnittee agreed to inspect and list sidewalks
needing repairS", so that notices could be sent to the oV'mers
of the property.
There was discussion about moving the City Garage to
a more central location, and the Water Committee was
authorized to look into available sites and determine the
place to put it.
Mr. Roe reported meeting with the Recreation Club and
explaining the misunderstanding over the use of the Community
Building. He then made a motion that the Recreation Club
be allowed the use of the building Tuesday and Thursday
nights of each week, except in case of some emergency. The
mot~V)n was seconded by Mr. Gaines, and when put to a vote,
the motion carried.
1hyor Brown read his report. There were 7 cases in
Mayor's Court, with fines amo:J_!1ting to 128.00 assessed.
He called particular attention to dogs disturbing people
who have to walk places, particularly after dark. He
also stressed the need for every able-bodied person to be
doing some useful work.
Report of Marshal Sullins was read.
Fire Chief Achord reported two fire calls, and engine
checked each week and found O.K.
Mr. Roe made a !:lotion that Mr. Higby have stairway
built down to the furnace room. The J.'otion was seconded by
Mr. Gffines, and when put to a vote, the motion carried.
Mr. Higby was authorized to make arrangements with
the fire Chief for proper drying and storing fire hmse not
on the truck.
Stree t Supt. Cole reported 1 bbl of tar and 2 bbls
of cut-back asphalt left for use in making street repairs.

Mr. Castner reported the cost of a Police phone booth
would be about ~~80.00. Mr. Roe made a motion that the
booth be built. The motion was seconded by I\Ir. Higby, and
when put to a vote, the motion carried.
Mr. Gaines asked to be excused while he went 00 see about
one of his truck which was broken down.

The Clerk read a letter from Tax Assessor Nash in
reference to the 1942 homestead exemption of B. Bornstein.
Mr. Roe made a motion which was seconded by Mr. Higby and
carried, that the matter be tabled.
Hr. Roe made a motion that passenger cars be permitted to
park diagonally on 1Iontrose Streetoutside of ,truck-loading
zones for the duration of the War. The motion was seconded
by Mr. Castner, and when put to a vote, the motion carried.
After discussion of delinquent water accounts, Mr.
Roe made a motion that"all water users be turned off on the
25th of each month following sending o~ the bills on the
1st, the only exception being where sufficient deposit has
been made on meter or otherwise to guarantee payment 00 the
City. In cases of old bills, charge off those who have
died or moved avvay, and place t1lom in a delinquent water book;
rr!ake those who still live here and are active water users,
pay at least 10% of this old account until liquidated, or
turn the water off. In cases where the City is required to
turn the water off, charge ~$1.00 additional before the water
will be turned on again. M~ the Ci:-y Clerk absolutely
responsible in case any of this is not carried out." The
motion was seconded by Mr. Higby, and when put to a vote,
the motion carried.

!VIr. Higby made a motion that Mr. Sam Tulk be paid ~~4.00
in addition to ~1.00 already advanced him by Marshal
Sullins, for his assistance in fingerprint work recently.
The motion was seconded by Mr. castnor, and when put to a vote
the motion carried.
