CITY OF CLERMONT
MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL HELD AT
THE CITY HALL TlillSDAY, NOVEMBER 3rd, 1942, 8:00 P.M.
The meeting was called to order by vice-president C.W.
Gaines, other Councilmen present being R.M.Castner and G.J.
Egan. Mayor H.C.Brown, City Attorney..lrving F. Morse,
Marshal R.F.Anderson, St & Water Supt H~M.Cole, and City Clerk
R.F.House were also present.

Minutes of the meeting Set. 6th were read and approved.
The Mayor's report was read. He reported one case in
pollee court resulting in fine and costs amounting to $13.00
assessed. There was no serious property damage on Hallowe'en
night, and there were five special police for that occasion.
He stated that the two liquor stores had agreed to close each
night at 11:30, and that no liquor was being sold on Sunday.
Marshal Anderson reported 1 arrest, the case being turned
over to the C01.mty Officers f'or action.
The City Attorney reported that he was getting the neces-
sary papers for priority rating to have the new furnace installed
in the City Hall. He also submitted copies of the 1942-3
Budget for each Councilman and the Mayor and City Clerk.
Mr. Egan made a motion that the Fire Chief order the
material necessary'to change the fire siren from the City Hall
to the water tower. The motion was seconded by Mr. Castner,
and, when put to a vote, the motion carried.
At 8:40 Mr. Nagel carne in and took the chair.
Mr. Egan then introduced an ordinance entitled "AN
ORDINANCE AMENDING ORDINANCE NO. 59 OF THE CITY OF CLERMONT
RELATING TO THE: ZONES IN WHICH COIN OPERATED AMUSEMEI'1r
MACH lNES MAY BE OPERATED IN THE CITY OF C'LERMONT", which was
read in ful~. Mr. Egan moved that the ordinance be_ adopted,
the motion was seconded by Mr. Gaines, and when put to a vote,
the motion carried. Mr. Egan then moved that the rules be
waivcid, and the ordinance read the second time by its title
only. The motion was seconded by Mr. Ganes, and when put
to a vote, the motion carried. Mr. Castner then moved that
the rules be further waived', andthat the ordinance be read the
third time and placed upon its passage., which was seconded by
Mr. Egan and carried unanimously. Thereupon the ordinance
Was read in full, and upon paesage of s~me, the roll was called
with the following result: Ayes-Castner, Egan, Gaines, Nagel;
Noes-none; absent-Miller. So the ordinance passed, title as
stated, and was' ordered recorded in the ordinance book and
numbered Ordinance No. 61. A copy of the Ordinance in full
apPears in this book following the minutes of this meetingG
Mr. Egan made a motion, which was seconded by Mr. Gaines
and carried, that H.M.Coletts salary be ~~25.00 per week for
one year, beginningb~ Nov.I,1942. " >\

Mr. Gaines made a motion, seconded by Mr. Egan, End
carried, that the Occupational license fee of' the City Attorney
be refunded.

The Building Committee agreed to meet once a week on call
of the City Clerk to pass on building permits.
Mr. Egan offered a Resolution permitting the Use of sanitary
privies in the U~Z area for the duration of the pr esent war
emergency until such time as sanitary plumbing materials can
be obtained. On roll call the vote was as follows: Ayes-
Castner Egan, Gaines, Nagel; Noes-none; Absent- Miller. So the
Resolution was adopted.
After some discussion of pOlice problems, Mr. Egan made a
motion th~ the City dispense with the services of a night-
watchman after November 15,1942. The motion was seconded b~
Mr. Castner, and when put to a vote, the motion carried.

St. Supt Cole was instructed to take down Coca Cola sigh~ at
the corner of Fifth St. and Chestnut.

Fire Chief's report was read-no fires during month and
engine checked each week and found O.K.
The Daily reports of ' the Street & Water Supt. were
submitted for examination.
There being no further business~ the Council adjourned
to meet at the call of the president.

ORDINANCE NO. 61
AN ORDINANCE AMENDING ORDn1ANCE NO. 59 OF
THE CITY OF CLERMONT RELATING TO THEZONES
IN WHICH COIN OPERATED AMUS~~ENT MACHINES
MAY BE OPERATED IN THE CITY OF CLERMONT.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CLERMONT:
SECTION 1: That Section 2 of Ordinance No. 59 of the City
of Clermont, passed and adopted by the City Council at its Ad-
journed Regular Meeting held on the 29th day of September, A. D.,
1942, be and the same is hereby amended to read as follows, to
wit:
SECTION 2 of Ordinance No. 59: A Coin Operated Amusement
MachIne s~all not be installed and/or operated in any place of
business within the City of Clermont except in Zones C-l and
'C-2, Commercial Zones or Areas. No license shall be issued for
any Coin Operated Amusement Machine by the City of Clermont in
any place of business in any Zones or Areas in the City except
in the C-l and C-2, Commercial Zones or Areas.
SECTION 2: This Ordinance shall take effect upon its
passage and approval by the Mayor, and all ordinances in con-
flict herewith are hereby repealed.
