MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
HELD AT THE CITY HALL TUESDAY, OCTOBER 6,1942, 8:00 P.M.

The meeting was called WO order by prsident Geo.
Nagel, other C~cilmen present being G.J.Egan, C.W.Gaines
and R. V. Miller. Mayor H.C.Brown, Marshal R.F.Anderson
St. Supt. H.M.Cole and City Clerk R.F.House were also
present. ATTorney Irving F. Morse came in about 8:15.
Minutes of- the meetings Sept. 1st, 8th, and 29th were
read and approved.
Mr. R. M. Stackhouse was present and asked the Council
to reconsider the raise in assessment on his home. After he
left,tmere was considerable discussion of'the matter, and
th~ City Clerk was instructed to write Mr. Stackhouse that
the Assessment as made by the Assessor - and approved by
the Board of Equalization should stand.
Mayor Brown read his report in which he suggested that
the police have uniforms and caps with badges. He stated
that Mr. Boyd-Smith had asked to have Adams St., formerly / ~
known as Division St., closed east of Anderson St., as he ~
owns property on bothsides of the street. Mr. Bliven
wrote Mr. Brown about a fire plug between his and Muceneeks
properties, 'also asked if the City would clean out the weeds
along the street on the south side of Lake Wenona.
The City Clerk was instructed to write Mr. Bliven
that the weeds would"be cleaned out as soo~ as the City
Crew could get to it, and the Fire Chief and the City Clerk
would discuss the matter of fire protection with him soon~

Mr. Gaines made a motion that AdanSSt. east of Anderson
St. be clbsed until there is a public demand to have it
re-opened, provided that Disston Ave is opened up for use t----
from Adam St north to Minnehaha Ave, and that the City Atty.
prepare proper papers to safeguard the City's interests in
the matter. The motion was seconded by Mr Egan, and whe n
put to a vote, the motion carried,
The Marshal's report was read.' There was one arrest
and $13.00 fine and costs collected.
On motion of Gaines, seconded by Egan and carried, ,
the marshalls carr allowance is raised to $25.00 per month.
The City Clerk was authorized to order cap and badge and
two night sticks for the police force.
Fire Chiefs report stated no fires in September, and
engine checked each weak and found O.K.
Mr. Egan then introduced a Resolution entitled ,
"RESOLUTIONAUTHORIZING USE OF PART OF'PUBLIC PARK Fm
BUILDING PRIVATE PIER AND BOATHOUSE.", and moved that it
be adopted. The'motion was seconded by Mr. Gaines, and
when put to a vote, the motion carried unanimously. A copy
of the Resolution in full follows the minutes of this meeting.

The City Clerk was instructed to give Mr. ~~ite a
30 day notice to have his boathouse on Lake Minnehaha south
of the L~e Highlands Hotel torn down, as it was in a'danger-
ous condition, especially the approach from the shore.
The daily reports of'the Street & Water Supt. were
submitted for examination.
On motion of Gaines, seconded by Egan and carried, the
City Clerk was instructed to advertise that the books would
be open for registration for the annual election to be held
Dec. 8, 1942. Th,e Council named J .H.LeBlanc, Clerk; and
H.Erle Hooks, Mrs.Rebecca Schopmeyer, and Mrs Rose Sharpe,
Inspectors.

RESOLUTION AUTHORIZING USE OF PART OF PUBLIC
PARK FOR BUILDING PRIVATE PIER AND BOATHOUSE.

WHEREAS Henry W. Blumenberg, a resident and property owner
in the City ot Clermont, desires to build and construct a pier
with a boathouse extending into Lake Minnehaha from a public
park in the City of Cl~rmont, located at the South end of 12th
Street; and,
~llEREAS said park is not beinL used by the City of Clermont
and/or the residents and property owners of said city; and,
WHEREAS the building of Gaid pier and boathouse costing over
$500.00 for material and 1abor,'.il1 be a definite improvement
and will entail the cleaning-up and beautification of a part
of ss~d park; therefore,
BE IT RESOLVED that the said'Henry W~ Blumenberg be
allowed to construct and maintain a combination pier and boat-
house on Lake Minnehaha in" that certain public park at the foot
of 12th Street in the City of Clermont, and shall keep same in
a good state of repairs durin[j his use and ownership of same.
and,
BE IT FURTHER RESOLVED that the said pier and boathouse shall

be considered as the personal property of the said Henry W.
Blumenberg and he shall have full right to restrict the use of
said pier and boathouse to those whom he permits to use it; and,

that if the City of Cl~rmont shall at any time within !~ ~U~)
years from date hereof desire the use of said pier and boathouse
for the use of the public in general, the City Council of the
City of Clermont shall so notify the said Henry W. Blumenberg
in writinc and shall reimburse him for the value of said pier
and boathouse as of the date of their notice, otherwise the said
Henry ~. Blumenberg shall be allcwed the use of said pier and
boathouse for a period of ten years from date hereof.
Passed by the City Council at its Regular Meeting held on
Tuesday, October 6th, 1942.
