MINUTES OF THE REGULAR MEETIHG OF THE CITY COUlWIL HELD
AT THE CI'rY HALL TUESDAY, SEPTm~BER 1, 1942, 8:00 P.M.
The meoting was called to order by Vico-prosident
Geo. Nagel, other Councilmen present being C. ',J. Gaines
and R. V. Miller. Mayor H.C.Brown, acting Marshal R.F.
imde-,'son, Watchman Pr.r. Bryant, Street man ~T. y,. Cole, and
City Clerl{ fi.F.House wero also present.

Minutes of tho meetings August 4th and August 11th
were read and approved.
ThO resignation of Mr. II.R.Harper as Cou~cilman was
read. Mr. Gaines r'lade a r.lotion that the resignation be
accepted, to take effect immediately. Tho motion was
seconded by Mr. liIiller and when put to a voto, tlno mot ion rtl.f
carried. The City-Clenk was instructed to write Mr. Harper
of the action taken.
llir. Nagel stated that there now being a vacancy in the
membership of the Council, nominations for a Councilnan
were in order. Mr. Gmnes nominated R. M. Castner for
Councilman l.U1til someone is ereted at the AnJlUal election.
1\'11". Miller made a motIhdmil tlh.at the nominations close, and
that Mr. Castner be elected unaninously. The motion was
seconded by Mr. GI=J:l.nes, and carried una~iimously.
N:wr Brown admmIlistered the oath of office to Mr.
Castner.
On the resignation of Mr. Harper, Mr. Nagel became
president of tho Council. 10'11". Gaines was olected VicG-
president in place of fUiX<<tlt~~/i~~~i~~/~Y/Mr. Nagel.

ot all"the Committee momberships formerly held by Mr.
Harper.
There was some discussion of the condition of ~i~
Jun-mata Stre.et between Lake Ave and Fifth St., and the
Stree t Supt. was instructed to fix barricades and place
flares there at nmght.
Mayor Brown road his report, calling attention to
several items for the Council's Action. ThO Legion asked
for tho use of the Community Building one night each month
since the Army is using the City Hall Auditorium. The
First Aid Group also asked for use of the Building two
nights each month for meetings and practice. Don Smith,
who is on the committee appointed to formulate some plan
. to dispose of City lots aquired by foreclosure, is leaving
for military service, and someone should be appointed to
fill his place.
'rhe Park Committee ~as authorized to arrange for
the use bf the .American Legion and Auxiliary, and the
First Aid Group, of the Community Building.
Mr. Gat nes made a motion, seconded by Hr. Miller
and carried, that Mr. H. K. Stokes be appointed to take
Don Smith's place on the CO!!L~ittee to formulate plans for
the disposal of City owned lots acquired by foreclosure.

The City Clerk .was instructed that all applications
for building perrJi ts r:1lllSt bo accompanied by plans and
specifica tions, beforo a permit vvould bI' is sued; and that
an occupancy permit f;lust be issued before the building
could be rented or used. Tho application of Doc Jones
for an addition to his grocery would be permitted as soon
as he furnishes such plans and specifications, and assoon
as complet.ed satisfactorily to the BUilding Corr.mi tteo,
permit for occupancy would be issued.

Kr. G. H. McCarn did not leave a report of his
activities as ~.Iarshal for the r.1onth of August, but the
records show three arrests, and fines Q~d costs amounting
to $54.00 assessed.
City Attorney Morse made no roport, but asked the
Council to adjourn the meeting to a later date to consider
the budget and set the tax levy.

Fir., Chief Achord's report showed no fires during the
pas t month, and the Engine checked each week and fotmd o. K.
Street Supt. Anderson's daily reports were submitted
for examination.
A proposal from Falkner, Inc., lIi'c::m a heating unit in
the City Hall was submitted, complete installation amounting
to $~92.00. The Council wished to investigate a little
further, and postponed action until the next neeting.
furs. Lenora Sheets asked to buy the south 5 ft of
lot 10, block 73, which is one of the lots occupied by the
Women's Club and owned by tho City. The City Clerk was
instructed to investigate, and if it left 20 ft or more
back of the Women's Club building, The City would sell
her the 5 ft strip for ~25.00.
Mr. Miller made a motion that all Cemetery lots now
listed at ~25 .00 be raised to $50.00, i lots ~~30~00, and
k lots or sinlge grave plots ~~15.00. The motion was .
seconded by Mr. Castner, and when put to a vote, the motion
carried.
1'::r. Nac;el then stated that the Council would go into
Executive Session to consider applications for the job of
Marshal, and asked all except the members of the Council, .
the Mayor, City Attorney, and. City Clerk to loave the room.
At the conclusion of the Executive session, R. R
Anderson was called in and informed that he was appointed
Marshal- temporarily at a salary of ~~125 .00 per Month, and
;;~15.00 per month cal' allowance.
On motion of Gaines, secondod by Miller, the following
bills were approved, and ordered paid when money is available:

RESOLUTION CONFIRMING ASSESSMmfr ROLL

WHEREAS, G. A. Nash, Tax Assessor of the City or
Clermont, has co~pleted the Assessment Roll of property
within the City of Clermont for the year 1942, and presented
the same to the City Council; and,
~TIEREAS, pursuant to due and legal notice as re-
quired by the Charter of the City of Clermont the said City
Council did cive ~otice that it would sit as an equalization
board at the City Hall in Clermont, Florida, at 8:00 P. M.
on Au[ust 11th, 1942 for the purpooe of hearin~ complaints
as to the said Assessment Roll and equalizing and confirming
the same; and that at such meeting there were more complaints
to be h.eard than that time permitted and said meet1nc of the
Council sitting as an equalization board was adjourned untIl
Au[ust 31st, 1942 at 7:30 P. M. at whIch t1me and at thE~
same place, the City Council 81 tt.1ng as an equaliz8tion
board, did hear all conplaints and did adjust and equalize
the said Tax Assessment Roll and the same is now equalized
and adjusted, therefore,
BE IT rn:SC;LVED by the City Council of the City or
Clermont that the Assessment Roll of tho City of Clermont
for the year 1942, as prepared by G. A. Nash, Tax Assessor
of the City 0:" Clermont, as equalized by the City Council,
