'PRE CITY HALL TUESDAY, MAY 5, 1942, 8: 30 P. M.
The meeting was called to order by president R. R.
Harper, other Councilmen present being G. J. Egan, ~~.l::
a~ R. V. Miller, nnd Geo. Nagel. C. V1. Gaines, who
was on the Primary Election Board, came in later. Mayor
H.C.Brown, City Attorney Irving F. Morse, Murs~al G. H.
HcCuin, Street & ~ater Superintondent R. F. Anderson, and
Ci ty Clerk R. F. T:ouse were also present.

Hinutes of tho !neetings April 13t}1 and April 28th
were approved as read.
Mrs. Winston was present and stated that sho had
heard that the Community Building was going to be closed
for t~.G sumr1er, and asked that some aprane;ement be made
to keep it open. President Harper assured her that the
Council did not intend to 6lose the building, and t1-e
Council would take action on the matter later.
Mr. Cousfpns and Mr. Jones, of the Layne-Atlantic Co.
were present in response to an invitation from the Council
and there wa s some discussion of the cost of pmnping
water withthe new equipment purchased from them last fall.
Comparison was made with cost of power on the old p1.unp,
and Mr. Cousins stated that the new pUJ11.p wa s operating
at full efficiency; and that if possible in the next sixty
or ninety days he would make a test run to compare the
efficiency of' th ne'lj1f and old equipment.
~r;r. Nagel made a report on the cost of maldng concrem
posts and attaching reflector lights on them. The cost of
the material is 80 cents each. The Street Crew v.rere
instl~ucted to make about seventy-five of ti10 se under the
direction of Mr. Nagel.
Mayor Brown's report Was read. He stated that
arrangements had been made with D1'. Avery, a veterinarian
of Leesburg, for the innoculation of dogs against Rabies.
He also stresscd the need of regulation of horscback riders
1~0 keep tJ'0m off tne sidcwalks, parbvays, and out of yards
an oj gardens.
Mr. Egan made a motion that Dr. Avery be empl~d to
inoculate dogs at the City Hall, Saturday, May 16th, and
that notice be run i11 tho next two issues of the Clermont
Pros s. 'n'.e !l",otion was sGconded by Mr. Miller, and
TIhen put to a vote, the motion carried.

Only four urres~s were made.
Ci ty Attorne7l Morse submitted an opinion concerning
the distribution of levies for tho Delinquent Tax Note
Fund, A copy of thG opinion appears in tho Minute Book,
following t}'El minute,S of this meeting.
n~. Morse had drafted two ordinances which he
presented to the Council, and said he would fUl'nish each
member a copy so they could study them thoroughly before
passing them.

recorded in the minutes. The motion was seconded by Mr.
Nagel, and when put to a vote, the motion carried.

rEhere was considerable discussion of the cost of
salvaging paper and the depressed market for it at this
time. Hr. Gaines made a motion that thc? City disc:ontinuue
collection of paper for the present. The motion was
seconded by Mr. Egan, and when put to a vote, the motion
carried. The Council suggested that people hold their
waste paper at the~ homes until such time as tho market
improves so that the City could at lea~t realize the cost
of collection and getting it to market.

Gentlemen:
Answerins your enquiry of recent date in regard
to the distribution of the four mill levy made by the
City during the years 1939, 1940, and 1941 for the
payment of delinquent tax notes.
Upon examination of the refunding plan and/or
contracts, I find that all monies collected under
this millage should be turned over to the Fiscal A~ent,
and they should be directed by the City to pay two-
thirds (2/3) thereof on the payment of said note and
apply the remaining one-third (1/3) on t~eir fee as
Fiscal Agents.
Further examj.nation of the City's records as well
as those of Leedy-vVheeler Company, Fiscal Agents, dis-
closes that the City has, in-accordance with the agree-
men~ submitted all monies collected, but Leedy-~fu~eler
Company has not applied at all times one-third (1/3)
of this millage or monies forwarded to them under this
millage by the City to their fees.
The City Clerk has discussed this matter with
Leedy-Wheeler Company and as the Ci~y is ready -to pay
to them monies collected, they should be fully directed
by the Clerk as to the application of same so that their
I'ecords will agree wi th ours.
A copy of the Clerk's letter ,should be approved
by the Council and incorporated in the minutes of the
regular:" monthly meeting.
