MI:NUTES OF REGULAR MEETING OF THE CIT" CX) UNCIL ADJOURNED
FROM APRIL 7th TO APRIL t$th, 8 P.M., HELD AT THE CITY HALL.
Tne meeting was called to order by presiden~t H. R.
Harper';' other Councilmen present being G. J. Egan, C. w.
Gaines, and Geo. M. N gel. Mayor H.C.Brown, City Atty
Irving F. Morse, Mars~a1 G.H.McCain, Street & Water Supt.
R. F. Al1derson, and City Clerk R.}'.House were also pr'esent.

Minutes of tho moeting March 3rd were read and
approved.
There was some discussion about moving the fir8
siren, and Mr. Anderson and Mr. Achord were directed
to make a test with the small siren from the Fire truck
to determ~ne the best location from which it could be
-heard allover the City.
Mayor Brown made his report, in which he stressed
the nee d of a new ordinance regulating the use and park-
ing of bjcycles. He also recor:-ur:ended that the Street
Lighting Committee investigate the lighting system and
work out a definite plan to relocate some lights to meet
the present needs.

Mr. Nagel made a motion that the City Attorney draft
an Ordinance to regulate the bicycle traffic and parking.
The motion was seconded by Mr. Er.ra.n, and when put to a
vdlte, the motion carr:ted. Mr. Harper appointed Mr.Nage1
and Mr. Gaines to assist Mr. Morse on this.
Mayor Brown read a letter from The Young Men's
Progressive Club, an organization of colored men, in
which they asked for some recreation grounds in the
colOI'ed quarters. Mr. Egan made a motion, seconded
by Mr. Gaines and carried, -that a committee be appointed
to see what could be done in the matter. Mr. Harper
appointed Mayor Brown and Councilman Egan to take care
of tho matter.
Marshal McCain reported five arrests in March, with
$39.00 and 35 days labor on the streets received. He was
instructed to have the lights fixed in the,jai1.
Ci ty Atto'~ney M rse suggested that the Council meet
twice a month, and a~ter some discussion, Mr. Egan made
a motion that ~xx each month the Council meet at
the regular time, transact the necessary business, then
adjourn to a later date in the month to complete ~XRg
the business. The motion was seconded 'by Mr. Nagel, and
when put to a vote, tho motion carried.
':rhe Fire Chief reported no fires in March, and t'le
engine checked each week and found O.K.
The City Clerk made a report comparing the cost of
pumping water now with the cost a year ago, and was
instructed to ask the representative of the Pump Company
to the next Council meeting.

Street Superintendent Anderson reported that he had
erected i baricades on Juanita Street between Fifth St.
and Lake Ave; closing it temporarily on account of a
dangerous washout in that block. The Street COTmnittee
agreed to see what could be done to fix this place so it
would hold.
Mayor' Bro1t'Tn agreed to make arrangements for the
innoculation of dogs against Rabies, as soon as possible.
A letter from Mr. C.B.White about the amount of 1941
taxes on the Lake Highlands Hotel was read, and the City
Clel"k was ins tructed to write him that no change could be
made.
A letter from E. G. Winston relative to the taxes and
paving on property owned by his father was read, and the

of these taxes and paving could be ma de now.

Mr. Egan made a motion, which was seconded by Iv1r.
Gaines, that th0 following bills be approved and paid
when money is available.
