MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL HELD AT
TIill CITY HALL TUESDAY; DECEMBER 2, 1941, 7;30 P.M.
The meeting wa s called to order by president O.H.Keene,
other Councilmen present being G.J.Egan, C. W. Gaines, H.R.
Harper, and R.V.Miller. Mayor H.C.Brown, Marshal G.H.M6Cain,
and Street & Water Superintendent R.F.Anderson were also

Minutes of the meeting Nov. 4th were read and approved~
Mr. W. T. Williams, having completed the audit of the
City books for the year ending Oct. 31, 1941, sub;ltted his
report. ~ere was discussion of some of the items in itl
then Mr. E an made a motion that the the report be accepted,
and that tHe bill of $300.00 for the work be paid Mr.Williams. v
The motion was seconded by Mr. Ha rper, and when put to a vote;
the motion carried.
Mr. J.C.Lochner brought to the attention of the Co*ncil
that an error had been made in assessing improvements on a
a piece of his property before the improvements were actually
made. Mr. Harper made a motion that the valuation on the
property should remain the same as the 1940 valuation. The
motion was seconded by Mr. Egan, and when put to a vote, the
motion carried.
Mr. Harper reported for the Committee on Street Lighting,
that the Street light at the south end of Sixth Street did not
seem to be doing much good, and suggested that it be moved
to the middle of the block on Sixth street between Chestnut
and Seminole Stree te. There was considerable discussion
and comments on the proposition, but no definite action taken.
Mr. Anderson reported that investigation of tires for
the Street truck showed that if larger tires were purchased,
new \Vheels would have to be bought; and he was instructed to
get price on 4 700x20 tires and also look at some slightly
used tires, and report to the Street Committee fOl' action in
the matter~
MayaD Brown read his report, calling attention to several
ibems for eonsideration by the Council. 1. exchange of City
owned lots for 19 lots owned by Gulf View Development Co. of
St. Petersburg. 2. Florida League of municipalities holding
annual convention in Tampa, Dec. ll-12-1~, and he recommended
the City taking membership in the League. 3. Reported a test
of the new pumping equipment had been made, and was operating
satisfactorily. ~He presented a request from four property
owners that the pro~rty lying north of Osceola Street between
Lake Ave. anaSeventh Street be--itleaned up, and recommended it
be done if not too costly. He reported that the Clinic Building
had been turned over to the City by the WPA on November 15th,
and that at present it was in the care of the Welfare Leagueo
Mr. Egan made a motion that the City Attorney draw up an
agreement with the GULF VIEW DEVELOPMENT COMPANY of St. Peters-
burg for the exchange of .lots in conformity to the tenative
proposal made to them Nov. 21st, 1941. The motion was
seconded by Mr. Harper and when put to a vote, the motion
carried.

Mr. Harper made a motion that the "Clinic Building be
accepted by the City, and that the operation of it be left
in the Hands of the Welfare League as long as they operate
it properly as a Clinic. The motion was seconded by Mr.
Egan, and when put to avote, the motion carried.
A letter from the Welfare League regarding the condition
of the Street leading to the Yacht ,Club was read, and the Street
Superintendednt was instructed to clean up this'street from the
Barry place to Pool's Grove as soon as possible~

Mr. Miller made a motion that water users whose accounts
are delinquent, should be cut off December 15th if not
paid before that date, and $1.00 service fee charged before
water would be turned on again. lhe motion was seconded

Mayor Brown presented the bill od the Layne-Atlantic b-\1~
Company for the new pumpimg equiPment, ~mounting to $1,791.70,
as per contract-dated August 15th, 1941. Mr. Miller made
a motion that the bill be paid when funds are available. The
motion was seconded by Mr. Gmnes, adn when put to a vote,
the motion carried.

The Fire Chief's report stated no fire calls in Novo
and fire truck checked each week and found O.K.
Mr. Gaines made a motion that the cleanup work be
continued, the postal Colony to do approximately 50 brs
of discing @ 1.25 per hour, under the direction of the
Junior Chamber of Commerce and the Street Superintendedte
The motion was seconded by ~. Miller, and when pdt to a
vote, the motion carried.
The Council then checked over the Registration list
and instructed the City Clerk to have the ballots prepared
for the election to be held Deoember 9, 1941.
There being no further business, the Cou"Tcil adjourned,
to meet at the call of the preSident.
