CITY OF CLERMONT
MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL HELD
AT THE CITY HALL TUESDAY, OCTOBER 7, 1941, 8:00 P.M.
The meeting was called to order by President O.H.
Keenel other Councilmen present being G.J.Egan,C.W.
Gaines, H.R.Harper, and R.V.Miller. Mayor H.C.Brown,
City Attorney Irving Morse, Marshal G.H.McCian, Street
and Water Supt. R~F.Anderson, and City Clerk R.F.House'
were also present.

Minutes of the meetings of Sept. 2nd, 16th, and 22nd
were read, and approved after correcting the millage set
in the Sept. 16th meeting. '
Mrs. Winston, representing the Womens Club asked the
Council to have the Library wired for lights, the estimated
cost of the needed outlets by Mr. Daniels, being $27.00.
She also reported there seemed to be a few leaks in the
East side of the roof~

Mr. Gaines made a motion, seconded by Mr. Miller
that the Library Building be wired for lights at a cost
of $27.00. When put to a vote, the motion carried.
Mrs. Winston asked if the Garden Club could use the
Community Building in Kehlor Park for a meeting, and was
advised that arrangements for the use of the building
could be made with Mr. Miller, Chairman of the Park
Connnittee.

Mr. W. F. Williams was present and asked the Council
for the job of making the annual audit of the City Books.
Mr. Egan made a motion, seconded by Mr. Miller, that Mr.
Williams be retained to audit the books on the same basis
as last year~ When put to a vote, the motion carried.
The M~r's Report was read, also a letter from him
to the City Council stating his reasons for vetoing the
Ordinance amending the Zoning Ordinance.
Mr. Harper made a motion that the Mayor's veto of
the Amendment to tha Zoning Ordinance, which was passed
by the Council at the megting Sept. 22nd, be sustained.
There was no second to the motion,
Mr. Egan made a motion , seconded by Mr. Miller,
. that the Ordinance amending the Zoning Ordinance stand
over the Mayor's Veto. On roll call the vote was as
follOws: Ayes- Egan, Keene, Miller; Noes- Harper; not
voting- Gaines. So the Veto s~ands, as it requires a .
4/5 majority of the Council to override the Mayor's veto.
Mr. Harper made a motion, seconded by Mr. Egan, that
the AppliCation of Mr. Frisz for a lioense as vendor of
liquors in the building at the corner of Eighhh St. and'
Mineo1a A~e. in block 93, be approveq, and a license
issued on receipt of the license fee. When put to a
vote, the motion carried.

Marshal McCain reported fiTe arrests in SeptGmber,
with fines of $46.00 or forty days on the streets assessed~
The fire chief reported one fire in September and
that the engine had been checked each week and found O.K.
A letter from the Secretary of the American Legion
Auxiliary expressing their appreciation of the use of the
Community Building during the recent Conference, was read~
Mr. Miller Made a motion, seconded by Mr. Harper, and
carried, that the license fee of the City Attorney be
refunded.

Water Supt. Anderson reportedt hat the new pump
had been installed and connected with the Ford Engine,
and could be used in an emergency, but that tre switches
for the new electric motor had not arrived, so it could
not be used regularly.
City Attorney Morse reported that he had ohecked the
new contract with the Florida Public Service Co for electrio
servioe; that it provides the same rates as the City is
paying at present, and isfor one year from date of old
contract which expired Sept.28, 1941; and has provisions
for renewal or discontinuation of servioe on due notice.
Mr. Gaines made a motion, that the contract be approved,
and the Mayor and City Clerk be given authority to sign
said contract for the City~ The motion was seconded by
Mr. Miller, and when put to a vote, the motion carried.
~~. Gaines made a motion, seconded by Mr. Harper,
and carried, that the City Clerk take the necessary steps
to advertise for the registration for the annual eleotion
to be held Deoember 9th, 1941.
gity Attorney Morse had prepared a Resolution,
confirming the Assessment Roll. Mr. Miller made a motion, _,
which was seconded by Mr. Gaines, and when put to a vote,
carried; that the resolution be adopted. A oopy of the
Resolution in full, follows the minutes of this meeting.
The City Atto.rney had prepared an o~ninance for the
tax levy. Mr. Gaines introduced the Ordinanoe entitled
"AN ORDINANCE PROVIDING A TAX LEVY ON PROPERTY IN 'THE
CITY OF CLERMONT FOR THE YEAR 1941; P.R.QYIDING & BUOOET
OF EXPENSES FOR THE YEAR 1941 AND MAKING APPROPRIATIONS
THEREFOR." which was read in full, and Mr. Gaines- moved
its adoption. The motion was seconded by Mr. Miller, and
when put to a vote, the mption,carried. Mr. Gaines then
moved that the rules be waived, and the ordinanoe read
the second time by its title only. The motion was
seconded by Mr. Miller, and when put to a vote, the motion
carried. Mr. Gaines then moved that the rules be further

waived, and that the ordinanoe be read the third time

was read in .full, and upon passage of'the same the roll
was oalled, and the vote was' as follows: Ayes-Egan,
Gaines, Harper, Keene, Mill:.er; Noes-no~e. So the
Ordinanoe passed, title as stated, and was ordered reoorded
in the Ordinanoe Book and nuberedOrd1nance No. 54. A
copy of the Ordinanoe in full appears in this book, fo!lowing
the minutes' of this meeting.
There being no further business at this time, the Counoil
adjourned, to meet at the oall of the pres'dent.

the Council that the total or the Assessment Roll of the City

SECTION 5. The Tax Assessor ot the Cityot Clermont
is hereby directed to extend the Assessment Roll of the City
heretofare approved by the Council in accordance with the
millage provided in Sect~on 4 of this ordinance and to deliver

same to the City Clerk and Tax Colleotor with his'warrant
attached thereto. The City Clerk and Tax Collector is hereby
directed to collect the said taxes at the time and 1n the
'manner' provided bylaw and the genera1 ordinances of the City
. of Clermont.

moneys raised for the Inte~est and Sinking Fund. u~d Reserve
for Bonded Indebtedness, shall be used for any other purpose
