TRH; CITY Hl\LT-, TUESDAY, AUGUST 5,1941, 7:30 P.U.
The meoting was called to order by President O.H.Keene,
other Counciliuen prosent being G.J.Egan, H.R.Harper, and R.V.
Miller. IDax Assessor Nash, Street & Water Supt. R.F.Anderson,
Acting City Attorney Irving Horse, and City Clark R.F.House
were also present.
Minutes of the meeting July 1st were road and approved.

Hayor Brown was out of the City, and his roport was
read by tho City Clerk. He sug3ostod that the Council take
time to give careful considoration to the proposals for
equipment to take care of tho water situation, and to have tho
FJ orida Public S-ervic!) Co. coreect .any troulh1be in tho lines
ann eqipmentleading to tho pump station, in order to prevent
further damage from lightni~& to our pumping oq~ipmont.
He called attention to the !Pvdangorous condition of the
approach to tho boat house at the Lake Highlands Hotel, and
sugBosted that the Council have tho owners put it in a safe
condition or tear it do\~ and claan up the rubbish.
Marshall G.TI.McCain's. report stated that thore were no
arrests in July.
Fire Chief Achord reported no fires during July, and
tha t t'.o Firo engine had boen chocked four times during
th! month and foud O.K.
~le preliminary Assessment Roll,as submittod by
Assessor G.A.Nash, was accepted by the Counsil, and as
advertised, tho Council will meot as an Equalization Board
Friday, August 15, at 8:00 P.M. to hear and consider all
complaints; ann make such corrections and adjustments as
may be propert
Chas. Crozier, representing the Junior Chamber of
Com.rnerce, presented a plan for a Hunicipal advertising
campaign, and 111'. Egan made a motinn, soconder1 by Mr.
Harper, which carried; that the Council take the matter up
at the next regular mee~ing.
Mr. Yandre, representing the Farm & Homo Machinery Co.
of Orlando was present and discussed proposals for diffe~t
pumping equipment.
Hr. Egan mado a motion that t"obCity accept 111'. Yandre's
offer to put a used right a ngle gear gea d on tho presont
gas engine operated pump to be usen until tho desired
equipment could be obtained. Tho motion wa~ seconded by
}I]:r. HJller, and when put to a vote thr) motion carried.

Hr. B.K.Tp.ompson and Hr. A. S. Brim, representing
Harry P. Leu, Inc., OrJando, suggesteQ putting in a
combination electric and gas engine head, and a new pump
in the prosent auxilliary well. after some discussion
the Council agreed to have a meeting TUesday, Aug. 12 to
go further into the natter, and Illillt get proposals from
different firms on the equipment needed.
Irving Morse, acting City Attorney, radd his report
on several matters in which the City is interested; and
had propared two Ordinances and a rEIDlution a s requester"!
by tho Council at tho last meeting.
Mr.Egan introduced an Ordinance entitled "AN ORDINANCE
AICENDING ORDINACE NO. 48 OF TH ~ CITY OF CLERJ~ONT RELATING
TO THE ZONING OF THE SAID CITY OF CLERHONT AND KNOWN AS THE
ZONING ORDINANCE" and moved its adoption. The motion was
seconded by Mr. ~iller, an when put to a vote, the motion
carried. Hr. Ega~hon moved that tho rules bo waivod,and
that the ordinance~road the socond time by its title only, .
which was secondod by Ur. j'iller and carried. Hr. Egan
thon movod that the rulos be furthor waivod, and that the
Ordinance be read the third time and placed upon its passage,
which motion was unanimously adopted. Thereupon the

Ordinance was read in full and upon passage of the same
the roll was called, and the vote was as follows: Ayes-

So the ordinance passed, title as stated, and was ordere~ recorda
in th~ Ordinance Book and numbered Ordinanco No. 52. A copy
of the ordinance appears in full in this book, following
the minutes of this meeting.

ZONING ORDINANCEII and moved its adoption. The motion was
seconded by Mr. IHller, an...1 when put to a vote, the motion
carried. Mr. Egan then moved that the rules be waived, and
that the ordinance be read tho s~cond time by its title only,
which mo'tio "n was seconded by l.ir. Hiller and carrierl. Mr. Egan
then moved. tha.t the rules be further waived, .and that the

Mr. Egan offered a Resolution granting the Sun Chevrolet
Co. ~ permission to use that unpaved portion of Minneola
Ave; lying north of the present curb line ann south of tho
south boundary of lots 12, 14, and 16, block 79, for a period
of five years, with certain provisdlons. r,~r. Egan made a
motion that the Resolution b 0 adopted. Tho motion was
seconded by Mr. Hillor, and' on roll call tho vote was as
follows: Ayea- Egan, Harper, Koene; Milme rJ Noes-none;
Absent-Gaines. So the resolution was adopted, and ~~~~
and appears in tho Ordinance Book in full, and a copy appears
in the Minute Book following the minutes of this meoting.
Hr. Ege.n mado a moyion that the Council approve a lease
to Earl H. Gray on certain lands adjoining his property and
Lake Winona. Mr. Niller seconded the motion, and when put
to a vote , the motion carried.
l~r. Miller made a motion that tho City pay lIre Percival
the cost of clearing up past taxes on lot 16, block 82, which
Mr. Percival gavo to the CitYJ the amount being $2.1~. The
motion was seconded by Mr. Harper, and when put to a vote, tho
motion carrie do '
Mr. Harpe r made a motion that Irving Morse be retained
as City Attorney at $25.00 per month. The motion was
secondod by Mr. Egan, a d when put to a vote, tho motion .
carried. .
Mr. Egan made a motion that $350.00 be transferred from
the Rofunding Expense Fund to the 2 mill levy of 1939 and 3
mill levy of 1940 Fund to replace that amount used from tho
2 & 3 mill fund to pay rofunding expense Nov. 7, 1940. Also
to transfer ~800.00 from 2 & 3 mill Fund to the General Fund.

tho motion carried.

Hr. Harper mado a motion that the City Attorney sh~uld
represent the City in all cases in Mayor's Court, with authority
to l~ve casos postponed if ho was unable to bo prosent. The
motion wasiGconded by I'ilr. Egan, and when put to a vote, tho
motion carried.
:Mr. Egan made a motion, seconded by riJ:r. r1!iller, which
carried, that tho following bills be approvod, and paid
when money is available:

ZONING ORDINAnCE OF THE CITY OF CLEillf10NT.
You are hereby notified that on August 5th, 1941,
at 8 p.m. in the City Hall in the City of Clermont, the
City Council of said City will consider and act upon a
proposed amendment which will add to Section 3 of the
said Zoning Ordinance, said Section sets forth the use
regulations in the "R-lA" and "R-l", one (single) family
districts, the following paragraph~
14. Cottage groceries, dressmaking, milline~J
and floral shops. . Provided further that not more
than one of each of said businesses shall be
allowed in any block in either of said districts
and such business shall not occupy more than
six hundred square feet of floor space and the
building housing such business shall comply with
present requirements of the Zoning Ordinance
covering location on the lot and shall further
comply with all building, material and general

construction and Building Code requirements of
the City and said business to be operated by
a proprietor owning and living on the same or
adjoining lot.
