CITY OF CIERMONT
MINUTES OF TT1E REGULAR MEETING OF THB CITY COUNCIL HELD
AT THE CITY HALL TUESDAY, JUNE 3, 1941, 7:45 P.M.
The meeting was called to order by President O.H.Keene,
other Councilmennpresent'being G.J.Egan, C.W.Gaines, H.R.
Harper, and R. V. Miller~ Mayor H.C.Brown, Marshal G.H.
MCCain, City Attorney Geo. F. Westbrook, Street and Water
Superintendent R.F.Anderson, and City Clerk R.F.House were
als 0 present.

Minutes of the meeting May 6th were read "and approved.
Mayor Brown read his report, in which he a sked for
action on several rmtters, chief ones being:l moving Holy-
Roller'Church, 2 Police phone up tovm, 3. parking lot at
corner of Eighth and Montrose Street~, 4 Fire plug between
the Bliven and Muceneek homes, and 5. Street lights on Lake
Drive and ~velfth Streets.

The motion was seconded by Mr Harper, and when
vote, the motion carried.
Mr. Egan made a motion that the Street Dept. clay the

get the Clay. The motion was seconded ,by Mr. Harper, and
when put to a vote, the motion carried.
Marshal MCCain reported ~vo arrests during the month
of May. One case was dismissed, the other served 10 days.

City Attorney Westbrook reported that the foreclosure
suit for taxes and paving liens had been completed, all.
property in the suit going to the City, and the deed issued
and recorded. Expenses of the suit paid by Westbrook & .
Morse amounted to $57.99, which does not include their fee;
He also stated that he had "prepared an Ordinance changing
the Zoning Ordinance in accordance with instructions from
the Council at the meeting of May 6th.
Mr. Keene stated that the matter was open for discussion,
and Attorney Stebbins presented a petition, signed by 25
property o\v.ners of land within the area affected by the
proposed change, requesting that the Council refuse to make
the change, leaving the zoning of that area the same as it
is at the present time. The petition was read with the names
of the signers. Mrs. Minnie E. Johnson, Mr. A.L.Izlar, and
Mr. F. B. Roe wer5 present and spoke, propesting against any
change in the present Zoning Ordinance.
A petition signed by 148 residents and property owners
WaS presented to the Council, asking them to amend the present
Zoning Ordinance in accorda nce with the proposed change.
1~. Egan made a motion that the Ordinance pnpared by
the City Attorney, changing the present Zoning Ordinance, be
accepted. The motion was seconded by Mr. Miller, and on Roll
eall, t~e vote was as follows: Ayes-Ega n, Miller, Keene;
Noes-Gaines, Harper. The motion was lost, a s it required
an affirmative vote of three-fourths of the entire Council
to change the Zoning Ordinance if there, was a protest signed
by the owners of more t~an twenty per c,ent of the p;r>operty
affecte d by the change.
Mr. Miller made a motion that the entire Zoning OrdinanCe
be repealed , but there was no second to the motion.
Fire Chief's Report was read. One alarm was answered
which proved to be false, and the Engine wa s checked each
week and found O.K. .

Mrs. Stella Watson asked the Council for allowance
of her City taxes for 1940, EmX on account of never having
received widow's exemption, but no action was taken on the
matter.
Mr. Egan made a motion that the regular employees of the
City should get 'two weeks vacation as usual. The motion
Was seconded by Hr. Harper, and when put to a vote, the
motion carried.

Mr. Harper made a motion that the Mayor have a police
telephone installed in the business section. The motion
was seconded by Mr. Miller, and when put to a vote, the
motion carried.
Mr. Gaines made a motion, seconded by Mr. Miller, and
carro&e ~, that the following bills be approved, and paid
when money is available:
