MIUUTES OF THE REGULAR m~ETING OF THE CITY COIDTCIL HELD
AT TBB CITY HALL TUESDAY, ~~Y 6, 1941, 7:45 P.M.
Tho meeting was called to order by President O.R.Keene,
other Councilmen present being G.J.Egan, C IT.Gaines, H.R. /
Harper, and R.V.Miller. Mayor B.C.Brovm, Marshal G.II.
McCain, ST.& Water Supt. R.F.Anderson, Irving Morse
rep~sentine Geo. Westbrook, 'City Attorney, and R.F.House,
City Cle~ were also present.
Yinutes of tho meeting April 1st were read and approved.
Mrs. Elizabeth Blackburn and Ml"S. Stella Watson were
present and asked if the City would allow them Widows'
Exemption for the years 1939 and 1940 on their taxes.
Mr. Harper made a motion that the Council take the matter
up with the City Attorney and see what could be done about
it. The motton was seconded.by Mr. Miller, and when put
to a vote, the motion carried.
A Ford Tractor representat ive asked to demonstRRltt
a tractor mower next Saturday or Monday to show what the
machine would do, and wis given permission by the Counoil
without obligation of tne City in any way.
Mayor Brown submitted his report, calling special
attention to three important matters - Local co-operation
with the National Defense Program; second, co-operation
with other communities in promoting the rebuilding of State
Road No.22 between Coaoa and Brooksville; third, the'
location of an army oamp between here and Haines City.
He also reported that the Clinio Building was now under
construction, and any contribution the Coun~il could make
to tho project would be greatly appreciated.
Mr. Harper made a motion that the City donate $lOO~OO
to the Welfare League to be used on the Clinic Building.
The motion was seconded by Mr. Gaines, and when put to a vote,
th~ motion carried.
Mr. Gaines made a motion that as soon as the City
gets title to it, the City execute a lease to t~e purchaser
of the Barry property, on the land lying between the Lake
Drive and Lake Winona. The motion was seconded by Mr. Egan,
and when put to a vote, the motion carried.
Mr. Egan made a motion that the City take fifty
memberships in the Road 22 Association @ 50t eaoh to help
derray expenses in propmoting this project. The motion
was seconded by Mr. Gaines, and when put to a vote, the
motion oarried.
Mr. Gaines then offered t~e following resolution:
RE"OLUTION
Thoughout the entire United States at the
present time, the Federal Government and the Stae Govern-
ments are preparing for an efricient and adequate 'defense
including the matter of improven type of highways, and
~rnEREAS this City Council has been advised that ~Af_
there is now established and about to be established within
the Central Area of the State of Florida, various Army,
Aviation, and other military- bases necessary to National
Defense, and
~VHEREAS it is esse ntial that such bases be
connecten by adequate highway service, and
WHEREAS as a properly constructed road intersecting
state Road No.5 at Brooksville in Hernando County, and
running easterly to Coooa on state Road No. 1 will serve as a
practioal and efficient route to connect MacDill Field in Tampa
with the Orlando auxilliary Avi,e.tion Base and the Bananna
River Auxiliary Aviation Base, :together with other Florida
East Coast military bases, as well as inte~"'secting highways

Therefore BE IT RESOLVED THAT
FIRST, the City of Clenmont in Lake County
hereby respectfully request XkKX the Federal Bureau of
Roads and the State Road Department of the State of Florida
to investigate and if found feasible and practical, to enter
upon the construction of such proposed military road;
SECOND, that the portion of such proposed road
as will f~ll wi thin the limits of Southern Lake COtUlty
shall follow substantially the route now occupied by State
Road No. 22;
THIRD, that a copy of this resolution be presented
to the Federal Bureau of Roads and the State Road Department
of Florida.

and moved its adoption. The motion was seconded by Mr.
, Miller, and when put to a vote, tho motion carried.
Mr. Gaines made a motion that the City pay Mrs.
Cleo Parker $60.00 for deed to lot 6, block 4, which she
had bought for the Church of God. _ The motlon was seconded
by Mr. Miller, and when put to. a vote, the motion carrded.
After some discussion, Mr Egan made a motion that
Perishable garbage only, be picked up by the City' truck at
the close of each .day from Groceyy stores, Hotels, and
Restaurants only; the managers of these places to be notified
of the hour collections will be made. The motion was.
seconded by IvIr. Harper, and when put to a vote, carried.
Mr. Egan made a motion that the upkeep of the
Tennis Courts be taken over by the City; membership dues
to be collected by the Tennis Club and'turned over to the
City to help pay the expense or upkeep. The motion was
seconded by Mr. Gaines, and when put to a vote, carriede
Attorney Irving Morse stated that the first
foreclosure suit on delinquent liens and taxes had been
completed, and all property involved in the suit was bought
by th8 City at the sale held in front of the City hall,
Monday, May 5th for the amount of liens and costs against
each piece of propa rty.
Mr. Egan made a motion that the Mayor s ee about
eetting an extension to the police phone in the business section
The motion was seconded by Mr.Ganes, and when put to a vote,
the motion carried;

-Application for building permit by w.P.Frisz was
read, and Mr..Harper made a motion that the permit be refused
due to its not complying with the Zoning Ordinance as to
type of construction and material used. The motion was
seconded by Mr. Eagan, and when put to a vote, the motion
carried.
Mr. Egan made a motion that the City Attorney be
instructed to draw up an ordinance amending the Zoning
Ordinance by changing from R-2 Zone to C-2 Zone all of
blocks 142, 141, 120, 121, 114, and 95; the north half of
blocks 96, 113, 122, an~ 140; all land directly west of the
above named blocks; and lots 55 to 82, both inclusive in

Indian Hills, to be changed from R~l to C-2 Zone. Also tot~Ke
other action necessary so that the Ordinance may be passed
at the next regular meeting of the Council. The motion
waS seconded by Mr. Gaines and on roll call the vote was
as follows: Ayes, Egan, Gaines, Harper, Keene, Miller;
Noes-none. So the motion passed.
A letter from Mr. GeJ.cton concerning l'ubbish and
trash collection by the City was read, and after some
discussion the City Clerk was instructed to have a a paid
advertisement placed in the Clermont Press, about picking
up and disposing of rubbish and trash.
On motion of Mr. Gaines, seconded by Mr. Miller,
the foililowing bills were approved and ordered paid when
money is available-
