CITY OF CLERMONT
MINUTES OF THE REGULAR MEETING OF TIill CITY COUNCIL HELD AT
THE CITY HALL TUESDAY, APRIL 1, 1941, 7:30 P.M.
The meeting was called to order by president O.H.Keene,
other Councilmen pre sent being G.J.Egan, C~W.Gaines, H.R.
Harper, and R.V.Mi11er. Mayor H.C.Brown" City Attorney
Goo. F. Westbrook, Policeman G.H.McCain, Street and Water
Supt. R.F.Anderson, and City Clerk R.F.House were also present.

Minutes of the meetings Mar 4th and 13th were read and
approved.
l~r. T.C.Cork, attorne y for W.P.Frisz, asked what action
had bee n taken in regard to change in the Zoning Ordinance
and about licenses for his busines s.
Mr. Westbrook gave his opinion that building permit and
licenses should be granted Mr. Frisz.
Mr. Gaines made a motion that Frisz's licenses be granted
him for the current year. The motion was seconded by Mr. Egan,
and when put to a vote, the motion carried.
Mr. Harper made a motion that the Ordinance amending the
Zoning Ordinance, which was introduced by Mr. Egan at the
regular Council meeting Feb 4, 1941, be rejected. The motion
was sGconded by Mr. Gaines, and on roll call, the vote was.
as follows Ayes- Egan, Gaines, Harper, Keene, Miller.
Noes- none
Mayor Brown read his report, stating that there were
3 cases in Mayors Court during the month of March, with fines
and costs amountong to $18.00 assessed. He made several
recomendations for consider~tion of the Council.

Mr. Egan made a motion that all business firms not having
occupational licenses paid by tomorrow night, have legal
action taken against t"em. The motlon VlaS secor!ded by Mr.
Miller, and when put to a vote, the motion carried.
Mr. Harper made a motion t.hat the M~r be authorized
to take membership, for the City in the "~~ County League
od Municipalities', membership fee being ~4.00 per year.
The motion was seconded by Mr Egan, and when put to a vote,
the motion carried, I
. The Park Committee was instructed to ~\..n /~~ate the
results of the treatment of diseased trees. the City
parkways about a year ago.(See minutes of eting Jan 2,1940)
Mr. T.J.Laveigne's bill for material and t eatment amounts
to $15.50 .

Mr. Miller made a motioD that G.H.McCain be appointed
City Marshal and Imspector at a salary of $100.00 per month
plus expense allowance of $15.00 per month, and that he be
a11owed'to purchase gas and oil for his car from the City
at costJ to take effect'as soon as he can get relieved as
driver of the school bus. The motion was seconded by Mr.
Egan, and when put to a ,vote, the motion carried.
Mr. Egan'made a motion that the City Attorney prepare
and advertise a bill for the State legislature authorizing
change in the Eastern boundayy of the City north of Highland
Avenue from the present boundary to the new Federal Highway
No. 19, eliminating all property East of the Federal Highway
and north of Highland Ave. from the City Limits. The motion
was seconded by'Mr. Miller, and when put to a vote, the
motion carrie d.
Mr. Westbrook hael. prepared an Ordinance governing
sewage disposal. Mr. Egan introduced the Ordinance entitled,
II AN ORDINANCE ADOPTING THE STANDARDS OF THE BUREAU OF
SANITARY ENGINEERING OF THE STATE BOARD OF HEALTH COVERING
MINIMUM REQUIREMENTS FOR FEWAGE DISPOSAL IN THE CITY OF
CLERMONT", and moved its adoption. The motion was seconded
by Mr. Gaines, and when put ts. a vote, the motion carried.

Mr. Egan then moved that the rules be waived, and that the
Ordinance be read the second time by its title only, which was
seconded by Mr. Gaines and carried. Mr. Egan then moved that
the rules be further waived, and that the Ordinance be read
the third time and placed-upon its passage, which motion was
una~imously adopted. Thereupon the Ordinance was read in full
and upon passage of the same, the roll was Called, and the vote
was as follows: Ayes-Egan,Gaines, Harper, Keene, Miller;
Noes-none. So the Ordinance passed, title as stated, and was
ordered recor~ed in the book of Ordinances and numbered
Ordinance No. 5l. A copy of the Ordinance in full appears in
this book, following the minutes of this meeting.
Mr. Miller made a motion that $1000.00 be transferred
from the. 3 mill tax fund to the ~eneral Fund account in the
Bank. The motion was seconded by Mr. Harper, and when put
to a vote, the motion carried.

A petition signed by ten business men, asking that the
old ptan of parking on Montrose Street be restored, was read
but no action taken by the Council.
Mr. Egan made a motion that a lette r be sent the Women's
Club, commending them on the improved Public Library servic&
since they have taken charge of it. The motion was seconded by
Mr. Harper, and w~en put to a vote, the motion carried.
Mr. Harper made a motion, seconded by Mr. Gaines,and
carried, that the following bills be approved and paid when
money is acailable:
