MINUTES OF THE REGULAR MEETlUNG OF THE CITY COUNCIL HELD AT
TH E CITY HALL TUESDAY, FEBRUARY 4th, 1941, 7:30 P:M.

Tno meeting was called to order by president O.H.Keene
at 7:35 P.M.; other Councilmen pre sent being G.J.Egan, C.W.
Gaines, H.R.Harper, and R. V. Miller. Other City Officials
peasent were Mayor H.C.Brown, City Attorney Geo. F. Westbrook,
Marshal R.S.Cleaver, Street and Water Superintendent R.F.
Anderson, and City Clerk R.F.Rouse.
Minutes of the meetings Jan.10th were read and approved.
A committee from the Kiwanis ClubT Mr. C.O.Roe, Mr. E.G.
Winston, and Rev. G.e.powell prr)sented the following requests:
1. That vacancies in tree settings on Seventh Street be
replaced with new ones, 10 oaks and 13 palms being needed,
and the Kiwanis Club will contribute ~~20 .00 for same.
2. That all vacancies of trees set one year ago be replaced
with new ones.
3. That the City plm t oak trees on Fifth street from
Ches~nut Stre~t to the Baptist Church lot.
4. Tnat if it be possible to beautifY Minneola Lake Shore
Drive by planting Hibiscus bushes: especially on lake shore
side of drive.
5. And most important of all that the Park Committee! see
that what is planted is watered and cared for for the next
two years.
Mr. Winston also reconwended that a sidewalk be put in along
Fifth Stree t from Montrose to Chestnut Street.
Mr. Egan mad::: a motion which was seconded by Mr. Miller,
that thei~ above requests be referred to the Park Co~~ittee
for consideration, and when put to a vote , the motion
carried.
Mrs. Minnie Johnson, Mrs. S.C.Perry, and Mr. Fred
Anderson, who o,Vll property adjacent to that affecte~ by
the proposed change in the Zoning Ordinance for blocks
121 & 122 protested against the cha nge.
'Mr. Miller made a motion that a special meeting be
calledfor action by the Council on the change of the
Zoning Ordinance. The motion was seconded by Mr. Harper,
and when put to a vote, thn motion carried,
Mr. Chas Croziep', representing the Junior Chamber of
Commerce recommended the securing of adequate equipment
by the City for cutting gra ss and weeds inn order to help
continue the beautification program that the Junior C of C
is sponsoring.
Mr. Craft, Secretary of the Recreation Club asked for
the City's cooperation in making improvements in the Commmnity
Bullding , and building a sidwalk to Minneola Ave from the
Building, saying that the Recreation Club was prepare d to
pay a large portion of the expense of the project.
Mr. Harper made a motion that the Park Committee be
given authority to act on the mattter,-rt it could be done
without incurring any cost to the City. The motion was
seconded by Mr. Egan, and when put to a vote!, the mot ion
carrie d.

Mr. E. Harold Johnson of Orlando, representing the
A.P.Smith W~g. Co, selling valves, pipe, fire hydrants and
water works supp1te~, a~ed for a chance to figure wifbh
, the City on any extension of water mains or fire hydrants
planned.
Mr. Hood, representing the Orange Belt Truck and Tractor
Co. of OJr1ando, submitted a bid on a tractor with mower and
stree:t sweeping equipment for the consideration of the Council.
Mr. Robert w. Tucker,of~the Eure ka Fire Hose division
of U.S.Rubber Co. was present with Fire Chief J.P.Achord.
Mr. Achord asked the Council to get 500 feet of fire hose
as soon as possible, as the amount of servie'eable hose on
hand is not sufficient to reach some places'.

Mr. Gaines made a motion that the Comncil authorize the
purchase of 500 feet of haevy duty multiple woven hose ~
1.20 per foot, less 8 t per foot on any for which the City
could supply the used couplings,which would be put on at the
factory. The motion was seconded by Mr. Miller, and when put
to a vote the motion carried.

Mayor Brown read his report, stressing the need for
action by the water committee on the needs of the water
department. He stated that the W.P.A. was about ready
to begin construction of the "Clinc Building"; and that
he had good and reliable assurance that the Sponsor's part
of the project would be taken care of without cost to the
City. IDhe City Attorney, Mr. Westbrook explained that
financial arrangements made by the Welfare League and
responsible individuals were suffient.
Mr. Egan ma~e a motinn that the Council agreed with the
City Attorney and Mayor, that proper finacial arrangements
for the SpcmOI"S part of the project have been. ma<ftle and that -
the W.PA. could now proceed with the Clinic Building Project.
Tne motion was seconded by Mr. Miller, and when put to a vote,
the motion carried.
Ci ty Attorney had pr ')pared an ord nance changing the
Zoning Ordinance, Mr. Egan introduced the Ordinance entitled
"AN ORDINANCE AMENDING ORDINANCE NUMBER 48 OF THE CITY OF
CLERMONT, RELATING TO THE ZONING OF' THE SAID CITY OF CLERMONT
AND KNOWN AS THE ZONING ORDINANCE.", and made a motion that
when this meeting adjourned, it should-be adjourned'to meet
at tm City Hall at 2:30 P.M., TuBsday, February II, 1941,
for the purpose of.considering and taking action on this
proposed ordinance. 'Tne motion was seconded by Mr. Gaines,
and when put to a vote, the motion carried;
Mr. Egan made a motion that the Park t~~ttt~~ and
Cemeteny Committee be given authority to make rules~ and
regulations for the use and operation of the Community
Building and Kehlor Park. Tne'motion Was seconded"by Mr.
Harper, and'when put to a vote, the motion carried.
Marshal Cleaver's report was read in which he reported
seven arrests; thre~ cases tried in Mayor~ Court'with fines
~;/~%tjrJrJ and costs amounting to $61.00 assessed, and bond's,
on the other four cases amounting to $36.00, forfeited. He
asked if the Council could furnish a police siren for his ca~.
Mr. E~an made a motion th~- Mr. Harper investigate bpying
a-siren for the police car. 'The motion was seconded by Mr.
Mil~r and when put to a vote, the motion carried.
Wa ter Supt., Anderson asked for some action on a truck
for the Water Dept., and Mr. Miller made a motion, seconded
by Mr. Harper, and carried, that the matte T be referred to
the water committee for consideration.

Mr. Gaines made a motion that the Council adjourm,
to meet agiin Tuesday, February 11, 1941, 2:30 P.M. for
consideration and action on the proposed change in the
Zoning Ordinance. The motion was seconded by Mr. Miller
and carried.
