10-08-1940 Reconvened Meeting CITY OF CLERMONT Minutes of the postponed regular meeting of the City Council held at the City Hall October 8, 1940 at 7:30 p. m. -~ ~ President O. H. Keene called the meeting to order with Councilmen A. M. Johnson, Roy Lassiter, F. B. Roe, and R. M. Stackhouse present. Mayor Brown, City Attorney Geo. F. Westbrook, Marhsal A. B. Dean, ~ax Assessor W. M. Thomas, Supt. R. F. Anderson, Ex-Marshal H. S. Cleaver, H. M. Cole and G. J. Egan were alae present. Mr. W. F. Williams representing C. Cecil Bryant, of Ocala, proposed to audit the city rooks for the fiscal year ending October 31 at a cost of $25.00 per day and a guarantee not to exceed $300.00. He will pay his own expenses. A motion was maqe by Mr. Stackhouse, seconded by Mr. Jobnson, that fur. Williams be authorized to audit the books. \~n put to a vote, the motion carried. Mayor Brown's report W&S read. A motion was made by Mr. Johnson that the city pay lights for drill f'i eld for the months of October, November, and December, the Cost not to exceed $10.00 per month. The motion was seconded by Mr. Stackhouse and when put to a vote, c~rried. The report of Ex-~arshal Cleaver for the month of September was read and approved. City Attorney Westbrook had p-epared an ordinance entitled !IAN <mDINANCE PROVIDING A TAX LEVlY ON PROPERTY IN THE CITY OF CLERMCN Tj FLORIDA, FOR THE YEAR 1940; AND AP~ROPRIATING MONEYS FOR THE OPERATION OF THE GOVERNMENT OF THE CITY OF CLERMONT FOR THE YEAR 1941. !I Mr. Johnson offered the ordinance and moved its adoption. The motion was seconded by Mr. Lassiter, and when put to a vote, the motion carried.Mr. Johnson then moved that the rules be waived, and that the Ordinance be read the second time by its title only, which was sec onded by Mr. Lassiter and carried. Mr. Johnson then m0ved that the rules be further waived and tnat the Ordinance be read the third time and placed upon its passage, Which motion was unanimously adopted. Thereupon the Ordinance was read in full and upon passage of the same, the roll vas called and the following vote taken~ Ayes, Councilmen Johnson, Keene, Lassiter, Roe, and Stackhouse. All members of the Council were present. So the Ordinance passed, title as stated, and was ordered rec'orded in the Book of Ordinances, and numbered Ordinance No. 50. Frisz building. - 2 - Mr. Lassiter made a motion that the license of w. P. Frisz be witheld until matter of building permit be settled. The motion was seconded by Mr., Johnson and when put to a vot:e, carried. ~ ~ Application of Frances Fleming for vender of wines and boer at the same location was sU~1itted. Mr. Johnson made a motion that the license be issued. The motion was seconded by Mr. Lassiter and when put to a vote, the motion carried. . City Attorney Westbrook asked for a special meeting of the City Council for next week1 Tuesday, October 15 at 4:00 p. m. being agreed upon by the Council. The motion was seconded by Mr. Stackhouse and when put to a vote, the motion was carried. A motion was made by Mr. Stackhouse that overhead street lights be put in at corner of Third and Carroll Streets, and East Avenue and Osceola Street. The motion was seconded by Mr. Johnson, and When put to a vote, carried. Mr. Johnson made amotion that recommendation of the BOard of Adjustment dated September 28, 1940 on changing the Zoning Ordinance, be rejected. The motion was seconded by Mr. Lassiter, and when put to a vote, carried. ~ -.., . - 3 - ~ ~ A petition was submitted signed by about forty citizens of the City of Clermont asking that the Mayor and Council t~ke action to abate noise and disturbance at late hours by the communicants of the colored Church of God, located on Fifth Street between Highland and Chestnut Streots. No action was taken by the Council at this meeting. Daily reports of the Street Superintendent were submitted to the Council for examination. Several matters were discussed but no definite action was taken. The meeting then adjourned to meet at 4:00 p. m.
