CITY OF CLERMONT
MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL HELD
AT THE CITY HALL FRIDAY, SEPTEMBER 13, 1940, 7:30 F.M.
The meeting was called to order by President O.K.
Keene, other Councilmen present being A.M. Johnson and
R.L.Lassiter. Councilrran F.B.Roe and R.M.Stackhouse were
not in the City. Mayor H.C.Brovm, City Attorney Geo.F.
Westbrook, Tax Assessor W.~Q.Thonns, and City Clerk R.F.
House were also present.

Mr. Keene stated that the punpose of the meeting was
adjust and equalize the Assessment Roll, and that the
complaints of any tax-payer would be heard and considered.
Mr. Westbrook explained the powers and duties of the
Council, sitting as a Tax Equalization Board, to raise or
lower assessments, if, after due consideration ~ and
comparisons, tffi y appeared tOoo low or too high.
Mr. Thomas explained in detai~ his method of arriving
at values at which all the property was assessed.
A lett~r from County Commissioner H.K.Stokes to the
Mayori City Council, and Tax Assessor was read, commending
them for a job well done, and for the fairness of the
assessments.
Mr. Keene then stated that complaints fo the amounts
assessed would be consideredo
A letter from Miss Stella Thompson protested against
assessments on the following lots:
Lots 1 to 14, block 103 - - - - - $1,400.00

" 1 to 9 & 16,17,18, b1k 99 1350.00
After due consideration the Council agreed unanimously to
let the assessment stande
A letter from LoP.Booth protested an assessment on
W~ of lot 11 and all lot 13, block 25- -$1,920.00
After comparisons with other properties, the Council
agreed unanimously to reduce this to $1,595000
A letter from J.B.Fullwood' protested an assessment
on E 50 ft of lot 20, block 91 - - - - - $1,000.00
After comparisons with other properties, the Council
agreed unanimously to reduce this to $750.00.
A letter from Bowman & Brown asked reductions on the
following assessments for themselves or clientsl

After comparisons the Council unanimously agreed to requce
this to $1000.00
E 50 ft.of lots 1 & 2, block 62,- -$1,950000
Council agreed this assessment should stand
Lots 82 & 83, Clermont Heights - - - - $1,050.00
Council reduced this to $800.00
Lots 64,65,66,67,68, Clelmont Heights ~625.00
Council agreed this Assessment snould stand
Lots 351,352,353, Clermont Heights - - $750.00
Council agreed this assessment should stand

A letter from H.R.Harper protesting assessments on
lots 1,2,& 3, block 90 - - - - - - - - - - $650.00
After comparisons the Council agreed unanimously to let
this assessment sta. nd
A letter from Miner H. Hoag protested the assessment on
lots 15 & 17, block 107, Indian Hills - - - -$2,050.00
After due consideration the Council agreed unanimously
to reduce this assessment to ~~1750.00

A letter from TIm Kern, asking reruction in assesments
on the following lots owned by him and Reba Bronson:
Lot 7, block 76 - - - - - - - -$1475.00
Lot 8, block 90 - - - - - - - 1000.00
lots 5 & E-~ of lot 7,blk 48 - -1200.00
lot 11, block 28 - - - - - ~- 325.00
After due consideration and comparisons, the Council agreed
unanimously to let the a'ssessment s stand except on lot 8,
bkock 90, which assessment was reduced to $750.00
E. D. Bishop protested the assessment against Perry
Cooper on lots 8,10 & 12, block 89 xooXxaKXax $750.00
After due consideration this assessment wa~ reduced to $500.00
A letter from l?~!"::.Boyd protested the assessmentll.against
property of the Thomas Estat e north of the road in-t~e Herring
Hooks Estate subdivision - - - - - - - -$2400.00
After due consideration the Council agreed unanimously to
let the assessment stand,
A letter from Geo Pollard protest the assessment on
S 25 ft of lots 11,12,13 & N 25 ft of lots 14,15,&16, block
57 -' - - - - - - - - - - - - - - $1400000
After due consideration the Council agreed unanimously to
let the assessment stando
A letter from H.L.Johnson protested the assessments on
lot 16 & E .~5922 ft of lot YI, block 55 - - - - '$4,010.00
lOt 18 & W 34078 ft of lot l7,block 55 - - - - - 2,070.00
After considering these assessments carefully, the Council
agreed unanimously to let them stand.
A letter from Leonard Hooks as~ed for a reduction in
the SSHlsement of Mrs. Bettie Clyburn on account of disability,
and thE) Council agreed unanimously to aIbw a disability
exemption of $500.00 on lots l~ & 13, ,block 48, if such
exemption complied with tm State law.

Several Taxpayers were present and asked reductions on their
property and the follOVling reductions were unm imously
agreed upon by the Council.
H.W.Bailey-lots 49 & 50, Highland Terrace, $150.00 nx

The Council went over the entire assessment roll and
made adjustments either up or dovrn wherever there appeared
to be inequalities in comparison with other properties;
Tax Assessor W.U.Thomas agreeing to all the changes.
Mr. Lassiter then moved that the Assessment Roml, as
adjusted and equalize~; be Accepted. The motion was
seconded by Mr. Johnson, and on roll call the vote was as
follows: Ayes- Johnson, Keene, Lassiter; Noes-none; absent-
Roe, Stackhouse.

Mr. Johnson made a motion, seconded by Mr. Lassiter
that the Council meet at the City Hall, Tuesday, September
l7th,1940 at 4:0p P.M. to adopt a budget and set the tax
levy on the 1940 Assessment Roll. ~~n put to a vote,
the motion carried unanimously.
There being no further business, t~e Council
adjourned, to meet at the call of the preaident.
