MINUTES OF SPECIAL MEETING OF THE CITY COUNCIL HELD AT THE
CITY HALL, MONDAY, JULY 15, 3:30 P.M.

The meeting was called to order by president O.H.Keene,
other Councilmen present being A.M.Johnson, R.L.Lassiter,
F.B.Roe, and R.M.Stac~houee. Mayor TI.C.Braw~, Marshal H.S.
Cleaver, and City Clerk R.F.House were also present.
Mr. Keene asked Mr. Brown to state the purpose of the
meeting, and Mr. Brown said it was to consider matters
relating to the police force of the City, He discussed
seve raJ phases of the si tua tion, and recommended that the
Marshal be given more assistance.
Mr. Cleaver stated that the hours of work were entirely
too long, and being on call twenty-four hours a day, and
actually on the job sixteen to eighteen hours every day,
seven days a week were-more than he could stand. He asked
the Council that he might have regular time off from duty
each day.
Mr. Lassiter n~de a motion that the Council go into
executive session to discuss the matter. The motion was
seconded by Mr. Johnson, and when put to a vote, the motion
carried.' Mr. Cleaver and the City Clerk than retired from
the room.
When matters had been discussed fully, Mr Cleaver and
tee City Clerk were called back, and after a few questions
Mr. Cleaver was assigned day duty, and R.F.Ande"'son night
duty. Mr Cleaver to be Marshal and ready for duty at any
time in an emergency. Mr. Anderson to be Deputy Marshal
under the direction of Marshal Cleaver, 'and also superintend
the Water, Streets, and Park pepartments.
Mr. St.ackhouse made a motion that the City have a
telephone installed in the homo of R.F.Anderson, so that he
could be called when needed, the City to pay the regular
monthly phone bill. The motion was seconded by Mr. Lassiter

and when put to a vote, the motion carried.
The Council then adjourned, to meet at the c~ll of the
president.
