UINUTES OF THE REGIlAR MEETING OF THE: CITY COUNCIL
BEID AT THE CITY HALL, FRIDAY,JULY 7, 1939, 7:30 P.M.

The meeting was called to order by president O.H.Keene,
ota, r Councilmen present were A.M.Johnson, R .L.Lassiter,
F.B.Roe, and R.M.Stackhouse. Mayor H.C. Brown and Street
Supt. R.F.Anderson were also present. Ci~ Attorney Geo.
F. Westbrook came in a few minutes later.

Minutes of the meetings June 6th and Jum 8th were
read and approyed.

Minutes of tre meeting of May 2 were corrected by
adding a motion which had unintentionally been o~tted when
the minutes were written up. The motion was as follows~
"that the Ci tu Attorney take the spteps necessary fer
condemna tion of th e ~nJ building on the property of
Cm. s Pool, located at lots 11,12, and 13, Block 76 of the
City of Clemont." The motion was made by Mr. Roe, seconded
by Mr. Stackhouse, and when put to a vote, carrien.
Mr. Henry ShepIn rd 06 8oveland, Fla. was present ani he
suggested that in view of t:t.te p:f'o~osed bond settlement and
the collection of City taxes, a monthly audit of the books
and balance sheet, with a final audit report at the end of
the fiscal year would be of value to the Cit,y; and offered
to undertake such a proposition at the zate of $15.00 per
month or ~180.00 for the year, including the complete audit

consideration and report at t:te next regular meeting.

Marshall Cleaver's report was read and ordered filed.
Mr. Johnson made a motion, seconded by Mr. Lassiter,
which ca !Tied, that B. signal light for the Marshall be placed
on top of the Water tower connected with a switch at nis home,
provided it could be done at a cost not to exceed $15,00
Mr. Westbrook had rewritten the milk ordinance--E!.ssed .t.
at tah regular ~eting May 2nd, and Mr. Stackhouse ~the offi-"'~
ordinance as revised:
"AN ORDINANCE DEFINING SMILK" AND CERTAIN "MILK PRODUCTS",
"MILK PRODUCER", "PASTEURIZATION", ETC., PROHIBITING THE SALE
OF ADULTERATED AND MISBRANDED MILK AND MILK PRODUCTS, REQUIRING
PERMITS FOR THE SALE OF MILK AND MILK PRODUCTS, REGULATING
THE INSPECTION OF DAIRY FARMS AND MILK PLANTS; THE EXAMINATION,
GRADING, LABELING, PLACARDING, PAS'lEURIZATION REGRADING
DISTRmBtJr ION, AND S ALE OF MILK AND MILK PRODU~TS, PROVIDING
FOR THE PUBLISHING OF MILK GRADES, THE CONSTRUCTION OF FUTURE
DAIRIES AND MILK PLAN'IB, THE ENFCRCEMmfT OF 'lHIS ORDINANCE,
AND THE FIXING OF PENALTIES."
The Ordinance was read in full and numbered Ordinance
No. 40. Mr. Stackhouse moved its adoption, which was
seconded by Mr. Roe, and when put to a vote, carried. Mr.
Stackhouse then moved that the rules be waived, and the ~ft
Ordinance passed to its second reading. The motion was
seconaed by Mr. Roe and when put to a vote, carried.
Thereupon the ordinance was read in full. Mr. Sta.c]rl1ouse
then moved that the Ordinance be adopted. The motion was
seconded by Mr. Roe, and an roll call the vote was as follows:
Ayes-Keene', Johnson, Lassiter, Roe, Stackhouse.
Noes- none 1'-11 present and voting. So the Ordinance was pass~n

Council and by thA City Cle rk, and certified to the Mayor, who

Mr. Roe then offered the following Ordinance:
"AN ORDINANCE PROVIDING FOR THE DISPOSAL OF 1ftJMAN EXCRETA
WITHIN THE 0I~ LIMITS OF THE CITY OF CLERMONT AND DECLARING
OPEN PRIVIES TO BE A NUISANCE, AND PROVIDING FOR THE ABAT~MENT
OF SUCH NUISANCES" which was read in full and numbs red
Ordinance No. 41. Mr. Roe moved its adoption, which was
seconded by Mr. Stackhouse, and when put to a vote, the motion
carried. l~r. Roe then moved that the rules be waived, and
the Ordinance passed to its second reading. The motion was
seconded by Mr. Stackhouse, and when put to a vote the motion
carried. Thereupon, the Ordinance was read in full. Mr. Roe
tl13n moved that tffi Ordinance be adopted. The motion WaS
seconded by Mr. Stackhouse, and on roll call, the vote was as
fo'lows: Ayes-Keene, J"hnson, Lassiter,Roe, Stackhouse; Noes-
none. All Councilmen present and all voting. So the Ordinance
passed, title as stated, and was signed by the President of the
Council and by the City Clerk, and certified to the Mayor, who
signed it July 15th. The Ordinance appears in the Ordinance
Book in full.
Mr. Westbrook stated that the exchange of properties
between the City and Takahashis could not be made at this time
as the titles were not clear.
Mr. IiBssiter then offered the following Ordinance:
"AN ORDINANCE CONFIRMING THE REDUCTION OF THE WIDTH OF HIGHLAND
AVENUE FROM EIGHTY TO SIXTY FEET AS PROVIDED BY AN ORDINANC[~
PASSED BY THE CITYCOUNCIL OF THE CITY OF CLERMONT OM DECEMBER
17, 1924; AND PROVIDING FORTHE ADDITION 01" THE LAND WHICH WAS
FORMERIX A PART OF HIGHLAND AVENUE TO THE PROPERTIES IN THE
BLOCKS IMlImDIATELY SOUTH OF HIGHLAND AVENUE; AND PROVIDING F<R
TH;'~ DISPOSITIONOF SUCH LANDS BETWEEN THE RESPECTIVEPROPERTIES
IN SAID BLOCK" which was read in full and nllmbered Ordinance
No. 42. Mr. Lassiter moved its adoption, which was seconded
by Mr. Johnson, and when put to a vote, the motion carried.
Mr. Lassi ter tllen moved that the rules be waived, and the
Ordinance passed toits second reading. The motion was seconded
by Mr. Johnson, and when put to a vote, the motion aarried.
Thereupon, the Ordinance was read in full. Mr. Lassiter then
moved that it be adopted. The motion was seconded by Mr.
Johnson, and on roll call the vote was as follows: Aye.: Keene,
Johnson, Roe Stackhouse, Lassiter; Noes-none. All Councilmen
were present and all voted. So the Ordinance passed, title
as stated, and was signed by tne president of the Council and
by the City Clerk, andcertified to the Mayor, whosigned it
July 15th. The Ordinance appears in the Ordinance Book i~ full.
Mr. Westbrook stated that Leedy ~fueeler & Co. were
progressing with the debt settlement, ar'd hoped to get it into
Court within a month.
Mr. Johnsollmade a motion that the City'S share of the tax
money co1ledted by the County on the road and bridge fund be
turned over to County Commisiioner Stokes, with the understanding
thatMr. Stokes is to furnish the asphalt heater and distributor,
and distribute the asphalt on the streets under construction iQ
theW.P.A. Project. The motion was seconded by Mr Lassiter, and
wheY" put to a vote, the motion carried.
Street superintendent Anderson was instructed to get a
Ittln for trle Stl'eet truck at $12.00 per week.
~Kr. Roe made a motion, seconded by Mr.Stackhouse, which
carried, that Roy and J .M.Baker build two new lh uffleboards
and repair one in Kehlor Park, at a cost of 816fi.00; they are
to furnish all mate rial.
By motbn of Mr. Lassiter, s~nded by Mr. Roe, which
carried, the following bills were Rpproved and ordered paid
wren money is available:
