CITY OF CLERMONT
MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL HELD AT
THE CITY HALL, TUESDAY, APRIL 4, 1939, '7:40 P.M.

The meeting was ~alled to order by President O.R.Keene,
oth.er Councilmen present being A. M. Johnson, Roy Lassiter,
and R. M. Statckhouse. Mayor H.C.Browm, Marshall H.S.
Cleaver, and St. Supt. R.F.Anderson were also present.
Minutes of the meetings Mar. 7, 17, and 28, were read
and approve d .
Hr. I,assiter made a motion that before any suit is
started for debt settlement under the Wi1coxx Bankruptcy
Act, the refunding agent must have secured signed agreements
from holders of at least 66 2/3 % of the outstanding City
of Cle rmont Bonds that they will accept the plan. There
was no second to the moti on.
Mr. C.O.Roe asked the Council to have the center line
running east & west in block ?2 according to the old map
loca ted. Mr. Sta ckhouse made a motion that.. the Counil
have the line located as indicated above. T~e motion
was seconded by Johnson and carried.
Mr. C.O.Roe also aske~that the ~M>>OCIm City deed him
a 5 ft strip of land adjoin~ his lot in Riviera Heights
in exchange for a deed to the triangular park at the inter-
section of Tiviola Road, Riviera Road and Fifth Street; as
agreed upon by the Ci~ Council in 1926. Tha Council agreed
to look into tne rmtter, and take the necessary steps to
snr~ighten it out.
Mayor Brown read his report with reco!l1r.1enda t,ions for
action of the Council.
Mr. Sta ckhous e made a motion that the southern boundary
of theCity from tne intersection of lIIDOtXSU:K!KX~JOCX~X the
XKKK center line of Hook Street with the shoreline of Lake
Minnehaha be located as described by an Act of the 1921
Legislature, and that City Attorne"jr Westbrook be ins tructed
to prepare a bill for passage by the 1939 Legislature, so
defining the City Limits. The motion was seconded by Mr.
Johnson, and when put to a vote, the motton carried.
Mr Lflssiter nade a moti on that the llSTOpll and "Cautionll
light be put up again at tre intersection of Montrose and
Eighth Streets, and given a full thirty day trial. The
motion was seconded by Mr. Johnson, and when put to a vote,

Mr. Staackhouse rrade a motion that all water used ~or
irrig:l. t ion or spraying, not going through the reguJ ar service
lines to the pro perty where used, must not be taken except
by s~ cial permiSSion, and the"t\only between the hOUDS of
8 P.M. and 7 A.M.; all water so used must pass thDOUgh a
meUr which will be read by a City Employee in the presence
of the owner or caretaker of the property where used, both
at the start and finish. The motion was seconded by Mr.
Johns on, and whe n put to a ~,Tote, carried.

am carried, thefollovling bills were approved and ordered
paid when money is available:
