10-04-1938 Regular Meeting rUNUTES OF '.tHE H~GUJ~AR NEETING OF TH:J: CITY COUNCIL HELD AT THE CITY HALL,TUESDAY,OCTOBER 4,1938, 7:40 P.~~. The meeting was called to order by President O.H.Keene, other Councilmen present being A.~'.Johnson and R.L.Lassiter. Councilmen Geo. Robinson and F.B.Roe were absent. tfayor H. C. Brovffi, Ci ty Attorney Geo. F. FJestbromk, I"'arsp..a 11 H. S. Cleaver, and Street Supt. R.R.Anderson were also present. rUnutes of the regular rrB eting Sept. 6th, and of the special meeting Sept. 14th were read and approved. ~ ~ Two rn:vmbers of the Recreation Club were present, and asked if the City could help put in new shuffleb08rds and r repair one of ths old ones, also paint lines on the boards. They also stated the need of someone to act as S~cial Secretary. at the Community building. Fr. <Tohnson made a motion that the City pay half the expense of punting in a new shuEfleboard, resurfacing one of the old ones, and repainting the lines. Tho motion was seconded by ~~r. Johnson, and carried when put to a vote. Mr. W.T.FJilliams, representing C.Cecil Bryant, C.P.A., was present and submitted a proposal to make the annual audit of the City's books, at a cost of $25.00 per day, plus expenses of hotel and car expense one trip; total time not to excned six days unless some unforseen circumstances require further work, in which case he would get approval of t~e Council before proceeding with it. Hr. J.I.Leak subMitted a proposal for auditing the books, under the supervision of Hall,Fisher & Smith, C.P.P. of I~iami, Fla. After some discussion Fr.'Lassiter made a motion, that ~:r. Will iams be .::;i ven the job of audi ting yhe City books in accordance with his proposal outlined above. The motion was seconded ~y ~r. Johnson, and on being put to a vote, the motion carried. City Attorney Geo. Westbrook discussed the progress of the ~ Bond Refunding Plan, and asked the Council to pass an Ordinance setting a levy for 1938, in order to comply with a Federal Court ~'/ri t . Fr. Lassiter offered the following Ordinance: "AN OliDIl\'ANCE I"iAKING A LEVY OF TAXES OH PROPERTY r1ITHIK THE CITY OF CLERIWNT, PUrlSUANT TO OHD~rl OF TIill UNITED STATES DISTInCT COUHT; PHOVIDING FOR THE P1WCEEDS OF SUCH LEVY TO BE Kr.;PT IN A S.Li;PldtA'l'E FUND, AND APPROPHIATING THE PHOCEEDS OF ~Noc: SUCH LEVY.", which was read in full and numbered Ordinance No. 37. Ilr. Lasssiter moved its adoption, which was seconded by r:r. Johnson, and carried. ~7r. Lassiter made a motion that tho rules be waived, and that the Ordinance be passed to its second reading. The motion was seconded by Hr. Johnson, and on being put to a vote, carried. Thereupon, the Ordinance VJa s read in full. Er. Lassi ter then moved that the Ordinance be adopted. Mr. Johnson seconded the motion, and on roll-call the vote was as follows: AYES-Johnson, Keene, Lassiter; NOES- none. So t~e ordinance passed, title as stated, and was signed by the Presid"nt of the City Council and by the .City Clerk, and immediately c'erfified to the l~ayor, who signed it on this date. fhe Ordinance appears in the Ordinance Book in full. ~ ~ ~.~ayor Brown's repol~t was read and ordered filed. Hr. Johnson made a motion that the ~{ater Supt. investigate the cost of putting in a fire Hydrant at tho corneri or Broome and Sevent Streets near the r:rethodist Church, and report at the next meeting. The motion iiolas seconded by r.~r. Lassiter, and carried. Work reports of t~e Street Supt. were s~bmitte to V'e Council for examination. By motion of Er. Johnson, seconded by Cr.
