SPECIAL MEETING OF THE CITY COUNCIL HELD AT THE CITY HALL, /C::.IC~
TUESDAr, MAY 17, 1938, 7:40 P.M.
The meeting was called to order by President O.H.Keene,
other Councilmen present being A.M.Johnson, Roy Lassiter, and
Geo.Robinson. Mayor Brown and City Attorney Geo.Westbrook
were also present.
Mr. Robinson introduced the following Resolution:

A RESOLUTION PROVIDING FOR A SPECIAL
ELECTION TO BE HELD ON TUESDAY, JU}ill
21st, 1938.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CLERmONT:
SECTION 1. A special election shall be held in the
City of Clermont, Florida, on Tuesday, June 21st, 1938,
for the purpose of determining wh'ether or not the City
of Clermont, Florida, shall issue bonds in the amount
of ~450,000.00 for the purpose of refunding the entire
principal of the present indebtedness of the City of
Clermont, Florida.
SECTION 2. The City Clerk shall prepare and have
printed a sufficient number of ballots for use at such
election, and such ballots shall be in substantially the
following form:

PROPOSITION:
Shall the City of Clernont issue bonds in the amount
of $450,.000.00, said bonds being dated July 1, 1938, and
maturing thirty years from date; callable on any interest

date at par and accrued interest; said bonds to be issued
in denominations of ~~lOO.OO or any multiple thereof and
to bear interest at the following rates: 2% for the first
4 years; 2~% for the next 4 years; 3% for the next 4 years;
3.k% for the next 4 years; 4% for the next 4 years; 4~-% for
the next 5 years and 5% for the next 5 years.
Said bonds to be the general obligation of the City
of Clermont, Florida, and for the payment of which the
full faith, credit and resources of the said City shall
be pledged. Said bonds to be issued for the purpose of
exchanging same for the present outstanding bonds of the

SECTION 3. Such election shall be held at the City
Hall~ and between the hours of 8:00 A.M. and sunset, Eastern
standard Time. The

In the event of the failure of either of those named to
serve~ the Mayor is authorized to appoint others in the
places of those named.
SECTION 4. At such election, only those duly qualified
and registered electors of the City of Clermont who are free-
holders shall participate. For the purposes of this election
the term "free-holder" shall be 4eemed to mean any elector
who is the owner of real estate within the corporate limits
of the City which is subject to taxation by the City of
Clermont; and the spouse of such free-hOlder, if such spouse

be otherwise a duly qualified elector.
SECTION 5. The City Clerk, as ex-officio,Registration
officer, shall forthwith open a special Registration Book,
to be known as "Freeholders' Registration Book," which
book shall be kept open until five days before the election,
and shall be open during the reasonable business hours of

each business day~ except it may be closed at noon on
Saturdays.
All freeholders desiring to participate in this
Special Election shall register in the "FreehOlders'
Registration Book" and no person shall be permitted to
vote who has not so registered.

Every person presenting himself before the Re-
eistration Officer for the purpose of registering in
the Freeholders' Registration Book shall present to the
Registration Officer satisfactory proof that the applicant
is entitled to be r~eistered therein; and, in addition,
every person registering in such book shall first take
and subscribe to substantially the followine oath or
affirmation:
"I do solemnly swear (or affirm) that I am, or that
my husband (or wife) is, the owner of real estate within
the Corporate limits of the City of Clermont, Florida,
which is subject to taxation by the City of Clermont;
that I am over the age of 21 years; that I have been
a resident of the state of Florida for more than one year
and of the City of Clermont for more than six months im-
mediately preceding the date of this registration; that
to the best of my knowledge and belief I am entitled to
vote at the election to be held on June 21, 1938. So
help me God."

shall be punishable as is provided by the laws of Florida.
SECTION 6. The election board shall proceed to count
the votes immediately after the closing of the polls, and
shall certify the result of the election to the City
Council. The City Council shall meet upon the same day
or the following day, and canvasthe vote, and officially
declare the result.

SECTION~. V1here not otherwise provided for herein,
this election shall be held pursuant to the general laws
of Florida applicable to Municipal Elections, including
Chapter 14715, Laws of Florida, Acts of 1931. Absentee
electors may yote::by mail, provided, they are properly
registered in the Freeholders' Registration Book, such
ballottfung to be in the manner provided by law.

Mr. Robinson moved the adoption of the Resolution,
upon which motion the roll-call vote was taken and vote
was as follows.
Ayes- . A.M.Johnson,O.F.Keene,RoyLassiter, Geoo Robinson.

so the resolution was duly adopted.

be authorized and directed to have notice of the election
published in The Clermont Press as required by law. The
Motion was seconded by Mr. Johnson, and when put to a vote,
carried.
Mr. Johnson ma1e a motion that the City Clerk have
250 copies of agreemsat of tho City with Leedy ~fueeler & Co.
to act as Fiscal Agent in the debt settlement, printed for use
of taxpayers to study the plan. The motion was seconded by
Mr. Lassiter, an'-'when put to a vote, Carried.
There being no further business, the Council adjourned,
to meet at the call of t~e president.
