MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
HELD AT THE CITY HALL TUESD'AY ,eCTOBER 5,1937, 7:30 P.M.
The mee~ng was called to order by Pres1dent O.H.
Keene, other Councilmen present be1ng A.M.Johnson and
Roy Lass1ter. Mayor H.C.Brown, Marshall C.E.Sull1ns,
Water Supt. Ernest Sand\3rs, and street Supt. R.F.AnderS'on
were also present.
M1nutes of the prev10us meet1ng were read and
approved.

Several C1t1zens were present andPres1dent Keene
asked them t~ they had any matters to d1scuss w1th the
Council, to do so at that ttme. Mr. C. W. Roe stated
that he was pay1ng occupat10n 11cense as a paint dealer,
and be thought it only fair tha t eVBry other IB'son or
firm sel11ng pa1nt 1n Clermont should pay the l1cense
tax, also. The Counc1l d1rected the City Clerk to
collect 11cense tax from all pa1nt dealers and also from
all painting contractors.
Mr. Lass1ter made a motion, seconded by Mr. JOhnson,
wh1ch carr1ed, that all occupat1onal licenses be declared
de11nquent after October 15th, and that steps to enforce
collect1on be taken. ~
Mr. Costen, president of the Recreation Club, asked
~KK for the co-operation of the Vouncil in 1mprov1ng
the recreation fac1l1t1es, and modify1ng some of the
restr1ctions on the use of the Commun1ty Build1ng 1n
Kehlor Park. Mr. Geo. Bartlett, Secretary of the Chamber'
of Commerce, suggested that the rules govern1ng the use
of the Bu1lding be mod1f1ed so that different organizat10ns
might reserve the build1ng for certa1n occasions, and that
food might be served 1n the building. Mayor Brown stated
tha t he was in faver of tle se changes, so that the people
of th&s commun1ty, both young and old, could share in a
more general use of the bu11ding. The members of the
Council agreed to try to work out a plan which woul~ be .
acceptable to KIlXIIXXHK e very one.
Mr. Johnson made a motion that a plat of a sub-d1v1sion,
L1ncoln He1ghts School, prepared by Mr. A.P.G1bson, surveyor,
be approved, and the Pres1dent of the Coucil and the City
Clerk be author1zed to s1gn the plat for record at the
off1ce of the County Clerk. The motion was seconded by
Mr. Lass1ter, add carr1ed.
Mr. W. T. Wil11ams, representing C. Cec1l Bryant,
C.P.A., waS present, and offered to aud1t the books of
the C1ty at the pr1ce of $25.00 per day and and expenses
wh1le engaged in the work.
Mr. Johnson made a mot10n, seconded by Mr.Lass1ter,
which carried, that Mr. Wil11ams be employed to aud1t the
books at the close of the f1scal year, Oct.31.
M~or Brown recommended that a s1gnal light be placed
at the intersect10n of Montrose anf' E1ghth Streets. The
matter was turned over to the Street Committe to 1nvest1gau
and take action w1th the approval of three members of the
Counc11.

Mayors report was read, showing no cases in the Mayor's
Court in the past month; V8CEions of all City employees
completed, and they are back at their regular work. The
Attorney for the Bondholders Committee 1s ready to come
to Clermont to get a refunding settlement started, ~K
nx%X~n>>1.J' as soon as the City attorney 1s able take up
the work.
The Marshall reported no arrests; f1ne of $5.00 and
costs assessed in a prev10us month COllected, s1gns patnt~
at the safety zone on Montrose Street; boys obeying
1nstructions about keep1ng bJcycles off the streets 1n
restr1cted area.

By motion of Johnson, seconded by Lassiter, the
following bills were approved and ordered paid when

Mr. Lassiter made a motion that the City Clerk
order 10 gallons of Weed-killer to use where grass and
weeds are growing in the streets. The motion was seconded
by Mr. Johnson and carried.
Mr. J'ohnson introduced the following Ordinance:
"AN ORDINANCE PROHIBITING THE RIDING OF BYCYCLES
ON CERTAIN STREETS IN THE CITY OF CLERMONT.",
which was read in full, and numbered Ordinance No. 32.
Mr. Johnson moved its adoption, which was seconded by
Mr. La ssiter and carried. Mr. Johnson then made a motion
that the mItes be waived, and that the ordinance be
passed to its second reading. The motion was seconded by
Mr. Lassiter, and upon being put to a vote, carri~d.
Thereupon the Ordinance was read in full. Mr. Johnson
then made a motion that the Ordinance be adopted, which was
seconded by Mr. Lassiter, and on roll call the vote was
as follows: Ayes- Johnson, Keene, Lassiter; Noes- none.
So the Ordinance pas~ed, title as stated, and was signed
by the President of the Cit Council and by the City
Clerk, and immediately certified to the Mayor, \vho sIgned
i~ on this date. The Ordinance appears In the Ordinance
Book in full.
A letter from the Chamber of Commerce asking the
Ci~ to furnish material to repair the Band stand located
on Pool's lot, provided the Chamber of Commerce would have
the repairs made, was read.
Mr. Lassiter made a motion, seconded by Mr. Johnson
that the City furnish this material, which would probably
not cost over three or four dollars. The motion carried.

Mr. Lassiter made a motion that the City Attorney
drRW up an ordinance covering license tax on mechanical
music devises operated by coins, to conform with the
new state laws. The motion was seconded by Mr. Johnson
and carried.
By motion of Mr. Lassiter, seconded by Mr. JOhnson,
which carried, The City Clerk is to notify all property
owners that have approaches to driveways or other obstruct-
ions extending from the curb ,into the street, to remove
same within 30 days, or they will be removed by the City
at the property owners expense.
There being no further business, the Council adjourne:l
