06-01-1937 Regular Meeting MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL HELD AT THE CITY HALL, TUESDAY, JutiNE.l, 1937, 7:50 P.M. The meeting was called to order by President O. H. Keene, other Councilmen present being A.M. Johnson, Roy Lassiter, Geo. R~binson and F.B.Roe. Mayor B.~.Brown, Marshall C.E.Sullins, and Fire Chief J.P.Achord were also present. ~ ~ Minutes of the last meeting were read and approved. Mayor Brown madS a report wit~ recommendations on several matters relating to the City's improvement. By motion of Roe, seconded by Robinson, which carried, the City Street truck will pick up the trash and rubbish placed in containers by the curb by those who participated in the clean-up campaign, but all accumulations from now on must be taken care of by the property owner or person in,charge of the property. On motion of Mr. Robinson, seconded by Mr. Lassiter, the following resolution was adopted: vVHEREAS, The State Road Department of Florida, has surveyed and located a part of Federal Route 19 in Lake County, d~signated as Project 175-G, as shown by a map or plan of said location on filein its office and in the office of the Clerk of the Circuit Court of said Lake County, and Vv.HEREAS, the said Department has found and determined that it is necessary, wise and ,expedient, to close certain streets or avenues within the City limits of Cle~ont, and Whereas, the Said Department has requested the City Council of Clermont to permanently close the following streets or avenues, to-wit: DeSoto Street, Hunt Street. T1mHBFORE, BE IT RESOLVED by the City Council of Clermont, in regular session, that the said Streets and Avenues, to-wit: ~ ~ De Soto Street, Hunt Street. be and are hereby permanently closed to traffic at the point where s aid streets and avenues intersect the ri~ht- of-way of said project 175-G, and BE IT FURTHER RESOLVED that the Clerk furnish a copy of this resolution to t~G State Road Department. Done in regular session, this the first day of June, 1937. Mayor Brown then discussed a Recreational Program under the direction of W.P~., stating that the City was empowered to create a Recreational Board to have charge of such a program by Senate Bill #234 passed June 3, 1925. Mr. Johnson then offered an Ordinance entitled: AN ORDINANCE CREATING'A PUBLIC RECREATION BOARD PRESCRIBING TERMS OF MEMBERS, ORGANIZATION, POVERS AND DUTIES, which was read in full and ntunbered Ordinance No. 30. Mr. Johnson moved its adoption, which was seconded by Mr. Lassiter, and carried. Mr. Johnson then made a motion that the rules be waived, and that the Ordinance be passed to its second reading. Aw. Lassiter secmnded the ~~t 'motion, which w~ put pto a vote and carried. Thereupon Ordinance No. 30 was read in full. Mr. Johnson then made a motion that the Ordinance be adopted. Mr. Lassiter seconded the motion and upon roll call the vote was as follows: Ayes-Johnson, Lassiter,Keene, Roe, Robonsonj NoeS'-none So the Ordinance passed, title as stated, and was signed by the President of the City Council and by the City Clerk, and immediately certified to the Mayor, who signed it on this date. Minutes of the meeting of the City Council June 1, 1937 page 2/ Mayor Brown then appointed the following named persons as members of the Clel~ont Recreation Board: ~ ~ Mrs. H.K.Stokes-from P.T.A - - - - - - 5 years O.H.Keene - from Postal Colony Co. 4 years Mrs. Lucy Woodruff-from Clermont C.ofC.3 years Oscar Kopf- from Kiwanis Club - - - 2 years A. M. HOhnson- from City Council - - - 1 year By motion of Roe, seconded b;T Robinson, which carried, the above appointments were approved by the City Council. Mr. Lassiter made a motion that the Council appropriate $150.00 to the new Recreation Board for the purchase of material and equipment needed. The motion was seconded by Mr. Johnson, and carried. By motion of Roe, seconded by Lassiter, which carried, Mayor Brown was asked to get in contact with the proper officials and try to get some action in the matter of building 'a new Colored Schoolhouse. Marshall Sullins reported one arrest and fine of $10.00 and costs co11ectei. By motion of Roe, seconded by Robinson, which carried, the Fire & Building Committee were given authority to fix up another room in the City hall as jail for colored prisoners. Fire Chief Achord suggeste~ that the City Fire equipment would be improved by putting a booster tank on the fire truck in place of the present Chemical tank. It was moved by Robinson, seconded by Ro~', and carried, that Mr. Achord be authorized to make the change, using a tank of about 160 gal capacity, at a cost not to exceed $100.00; and that the City Clerk order 150 feet of new hose for use with this tank. Bids for replacing the tires on the City Fire Truck were read. By motion of Roe, seconded by Lassiter, which carried, the Fire & Building Committee was given authority to buy the equipment needed after a careful study of the bids~ and consideration of the quality of the tires. Fire Chief Achord's report on condition of the equipment ~as read. By motion of Roe, seconded by Lassiter, which carried, the Street light at G.E.Short's driveway on Hook Street is to be discontinued. By motion of Roe, seconden by Robinson, which carried, the City Clerkis to see who owns an abandoned well near Dock Jones place, and have same covered or filled. A Letter from Mr. T.G.Cork about the fence on tire Chardevoyne1s property was read, a nd Mr. Roe agreed to talk the matter over with Mr. Cork. By motion of Mr. Johnson, seconded by ~!r. Lassiter, which carried, R.F.Anderson is put in charge of Streets at a salary of $60.00 per month. ~ ~ By motion of JOhnson, second~ by Roe, which carried, heads of each Department must make a complete report e4ch month. Mr. Robinson moved that Mr. Keith be ~iven a contract to paint the inside of the water tank for ~50.00, the work to be done as soon as it can be arr~ged.
