05-04-1937 Regular Meeting ''to MINUTES OF THE REGULAR MEETING OF 'mE CITY COUNCIL HELD AT THE CITY HALL, TtffiSDAY, MAY 4, 1937, 7:45 P.M. f .q The meeting was called to order by President O.H.Keene, other Councilmen present being A.M. Johnson, Roy Lassiter, and F.B.Roe. Mayor H.C.Brown, and Marshall C.E.Sullins were also present. Minutes of the last meeting were read and approved. Monthly reports of the Mayor, Marshall, and Fire chIef were read. ~ ,.,. A report of the test of the pumping equipment was read and after some discussion, the representative of the Florida Publio Service Co. was asked to check up on the electric meter. A ~otion by Mr. Lassiter, seconded by Mr. Johnson, carried, that the Classification of Air-conditioning,6&nttacton, includ- ing heating & ventilating systems installation, be added to Ordinance No. 26 relating to license taxes, and that the amount of the tax be $25.00 per year. Permission was granted the Florida Public Servi~e Co. to trim small branches from trees through which thetB lines run, in an effort to eliminate some of the radio interference and lessen the danger of wires falling and cuttingoff service, provided they do not disfigure the trees. Mr. Neff would like to locate a moss factory in Clermont if he can secure a suitable location and be assured of a low water rate, and he would take the moss out of the trees in the city as fast as possible. The Council expressed its willing- ness to co-operate with him as far as possible. Bids for the collection and disposal of garbage were read, and Mr. Roe made a motion that the bid of James Walker to pay the City $5.00 per month for this franchise be accepte1, service to begin May 15th 1937. After this date the City truck will not haul garbage and trash. A letter of Mr. W.C.Mitchellwas read, requesting the temporary closure of Division Street east of Anderson Street as it is a dead end street at present, and no property owner is served by the use of it. The C10smra to remain in effect only until request by some interested property owner desiring to utilize land approached by the Street. Mr. Roe made a motion, seconded by Mr, Johnson, which carried, that the request be granted. Mr. Johnson made a motion, seconded by Mr. Lassiter,which carried, that Ren Anderson be appointed Electrical and Plumbing Inspector and he is to receive fees f~ such inspection, as are provided in the General ordinances. A letter from Mr. W.S.Chardevoyne dated April 26, 1937, was read. By motion of Mr,Roe, . seconded by XJD[j[)[IK Lassiter, which carried, Mr. Chardevoyne must have the fence on Tw6rth Street and around the corner on Montrose Street moved back to the position placed by the State Road Dept. about a year ago, or the City will take the fence down all around ~ his property where it is on City property. A letter from the Florida Motor Lines was read, and Mayor Brown asked to answer same. ~ ,., By motion of Lassiter, seconded by Roe, the following bills were approved, and ordered paid when money is available. Cork Cash Payroll 90.25 Feeding prisoners' 9.50 12.00 26.37 war.No. 391 392 393 394 20.79 395 7.50 396 .45 397 52.00.j 392 10.00L 399 Fire Calls Petty cash 138.12 - 400 Mr. Lassite~ introduced the following Ordinance: AN ORDINANCE REGULATING THE PARKING OF HOUSE CARS OR TRAILER CARS WITHIN THE CITY LIMITS OF THE CITY OF C CLERMONT AND REQUIRING SUCH HOUSE CARS OR TRAILER CARS TO HAVE PROPER SANITARY AND TOILET FACILITIES IN ACCORD2 ANCE WITH THE ORDERS OF THE CITY HEALTH OFFICER, AND FURTHER REGULATING THE OPERATION OF TRAILER CAMPS, AND THE BUSINESS OF RENTING LOTS OR SPACE TO THE ffiVNERS AND/OR OCCUPANTS OF TRAILERS OR HOUSE CARS, which was read in full and numbered Ordinance No. 29. Mr. Lassiter moved its adoption, which was seconded by Mr. Roe, and carried. -~ Mr. Lassiter then made a motion that the rules be waived, and that the ordinance be passed to its second reading. The motion was seconded by Mr. Roe, and upom being put to a v vote, carried,. Thereupon the Ordinance was read in full. Mr. Lassiter then made a motion that the Ordinance be adopted. The motion was seconded by Mr. Roe, and upon .roll call the vote was as follows: Ayes; Johnson, Keene, Lassiter, Roe. Noes: none. So the Ordinance passed, title as stated, and was signed by the President of the City Council and the City Clerk, and immediately certified to the Mayor, who signed it on this date. "The Ordinance appears ~n the Ordinance book ~n full. The report of the Committee on Laws and OIodinances with recommendations for changes in some of the General Ordinances, was read, but action. was deferred until further study could be made. By motion of Lassiter, seconded by JOhnson, which carried, the wa.ter suprinj;'endent is to put a 2" water linedown Bowman Street south of Minnehaha Ave. By motion of Johnson, seconded by Roe, which carried, the Water Committee is authorized get the necessary pipe to furnish an adequate supply of water to the E.E.Leander placre. All traller camps must have running water available, must have aanltary toilets permanently connected to \fateI' lines and cesspools or septic tanks, and such toilets must ;,). separate and apart from toilets used in the residence of the applicant, or other residences. Proper receptacles for rubbish must be kept, and the property must be kept in a sanitary- condition at all times. 1.'11e C it:!
