MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL HELD AT
THE CITY HA!-L MARCR 17,1937 at 1.00 P.M. CALLED BY PRESIDENT
O.R.KEENE FOR THE PURPOSE OF DISCUSSING THE ACTION OF MAYOR
R. C. BROWN IN APPOINTING A SPECIAL OFFICER TO ENFORCE TRAFFIC
RULES. .

President Keene called the meeting to order at 1:10 P.M.,
and asked other members of the Council and .several of the Citizens
present, their opinions of the way the ordinances were being
enforced. Councilmen F.B.Roe, Roy Lassiter, A.M.Johnson, and
O.R.Keene all stated their .p~~~ position in the matter, also
Mayor Brown, and City Attorney,Geo WestbD~Bk, stated their views..
Sevel"al others voiced the:l!r opinions as to the enforcement of
the rules, among them, Mr. E. G. WiBston, Mr D.M.Lochner, Mr.
W.M.Thomas, Mr. D.C.Moriarty, Mr. S. P. French, and two ladies who
are winter visitors here. Mr. W.T.Williams of Ocala told how ~~~~-~
violators of the traffic rules were treated in that city. The
general feeling of those present seemed to be that too rigid
enforcement of rulles requiring drivers to come .to a dead stop
at "STOP" signs was undesirable at this time, but that willful
or reckless violations should be severely punished.
Presjdent Keen then asked that all those present except
City Officials retire, and the Council went .into executive
session. After some discuss~on as to the need of an extra
officer, it was decided to put Mr. W. M. Davenport on as
special officer for two weeks, if he is available, at a
reasonable salary.
Mr. Lassiter moved that cases of those arrested by S. J.
Mayo for traffic violations, who were to appear at the Mayor's
Court March 18th, be dismissed, and that fines and costs of
the three cases March 16th be refunded. The motion was
seconded by. Mr. Johnson, and the motion carried.
