Minutes regular m~eting Clermont City Council
held at the City Hall October 3, 1933
Meeting called to order at 7;30 O'Clock P.M. By'
President'House. Councilmen present Kern, Per~
Miller and Mayor Winston.
lay motion which was seconded and cartied the regular
or business was waived and that Mr. Ralph U. Green or
Ralph U Green Inc., .or Daytona Beach, Florida, be given tb
rloor to discuss a proposition or rerunding the outstan-
ding bonded of the City of Clermont, the outline for the
proposed refunding follows) fOl" each $1,000.00 bond
outstanding the present holder shall receive one bond in
the amount of $250.0~lwhich bond shall pledge the
general faith and ceedit and all of the taxable property
of the City of Clermont; and said bond shall be desie~~t~~
Class A Bond of the City of Clermont.
Sail! Bondholder shall in addition receive a $750.00 bond
which chall not have the general faith and credit of all
the taxable property of the C~ty of Clermont pledged for
it's payment, but shall only be secured by the Special
Assessment Liens now existing in the City of Clermont
for it's payment, and said bond shall be desi~ated
Class B Bond of City of Clermont. Class A bonds shall be
thirty year bonds and dr~w interest at the rate of 6%
per annmn payable semi-annually on the First of Janaury
and Ju:J.y each year. After some discussion it was agreed.

Mr. Kern then moved that the city books be audited. by
C. Cecil Bryant, a 6ertified Public Accountant at a
price of $250.00. $100.00 cash upon completion or the

a roll call vote the motion carried unanimously.

Ordinance No. 17 which was passed at the ~ast meeting of
The Council, was revei~ed from the Mayor with his dis-
approval, and his reasons for disapproving same given as

I am r?turning herewith an ordinance prohibiting owners
from permitt1ng dogs to stray on the street without first
providing said dog with a license.
I have not approved o~ the passage of this ordinance
because I feel that the public is fully protected by the
laws already in force. I believe the existing ordinance
can ~e enforced and will be just as satisfactory. Furthermore
I obJect to having too many ordinances when those existing
are su.i':Uicient.

Mr. Miller then made the motion that no further attempt
be made to pass this ordinance. The motion was 'seconded and
carried.
The council the went into session as an equalization
Board and by motion which was seconded and carried the
valuation on Lots 14,15 & 16, Block 76 was ordered reduced
from $4,500.00 to $4,000.00 and the valuation of Lot 8
and N. 50' Lot 6, Block 81 was ordered reduced from $1,750.00
to $1,500.00.
By motion which was seconded and carried the Clerk was instr-
ucted to cred.it the Water account or A.O. Todd with $22.00
and charge the equipment account with like amount, and take
possession of two meters on rental houses belonging to
Mr. Todd.
The Chairman of the Street Committee and the Marshall were
authorized to purchase enough street paint to mark off the
uptown streets for parking.
Mr. Kern the introduced the following Ordinance;

Mr Kern then moved that the rules be waived and that
Ordinance No. 18 be placed on it's second reading
and passage. The motion was seconded by Councilman
Miller and upon vote being taken the motion carried
unanimously.

upon roll call the vote was as follows;

So the Ordinance passed, title as ate.ted, and was
signed by the President of the Council, and the

Section 1. That the assessment roll prepared by
K.D. Chase, Tax Assessor of the City of Clermont, as

roll is hereby adopted as the assessment roll of the City of

dollar of assessed value of property within the City of
Clermont, be and the same is hereby levied, for the year 1933;
and said millage is to be distributed as follows;

Section 5. At the end of the year 1934, all unspeht
balances of the foregoing operations shall revert to the

immediately upon it's passage and approval by the Mayor.
