City Ball, October 2, 1928.
-eeting called to order at ~ight O'Clock by president maves.
Councilmen present Simms, Tabor, Westbrook, Mills, Mayor
Mc~inney and attorney westbrook.

It was moved seconded and carried that Mrs. C.H. Goodenough
be paid '21.25 for briok taken from her property for the repair
of streets.
It was moved, seconded and carried that an allowance of $10.00
per month be made to the orchestra, for the next seven ~onths
to help defray.their expenses.
Mr. Alvin Gibson appeared before the counoil and asked for the
~emittance of a fine imposed upon him during the month of
Jrebruary. By motion whioh was seconded and carried the request
was tabled.
It was then moved, seconded and carried that the services of
~~~.~~dStuart as water superintendent be discontinued after
'~First, 1928.
By motion which was. seconded and carried the marshall was
instructed to repairs necessar,y to the city Jail.
It was moved, seconded and carried that a light be put on the
South side of the city hall.
Mr. Simms then introduced the following ordinance;
Ordinanoe providing a Tax Levy on property in the City of
Clermont, Florifa for the year 1928; and appropriatiV8 moneys
for the operation of the government of the 6ity of Clermont
for the year 1929, which was read in full and numbered
"Ordinance No.1".
Mr. Mills then meved that the rules be waived, and that
Ordinance No.1 be placed on its second reading and passage;
the motion was seconded by Mr. Tabor, and upon vote being
taken, the motion carried unanimously.
Thereupon Ordinanoe No. 1 was read in full, and upon r6l1
call the vote was as follows; Ayes; Simms, Mills, Tabor,
Westbrook, and Maves. Noes; None.
So the ordinance was passed, title as stated, and was signed
by the President of the Council and the city clerk and
immediately certified to the ~ayor. The ordinance appears
here in full.

By motion which was seconded and carried the finanoe
oommittee was instructed to report at the next meeting
night on what amount of money the council should allow the
Chamber of Commeroe for carrying on their work.
A letter was then read from Attorney Westbrook, citing a few
cases in whioh the Supreme Court has ruled that the property
owner must pay all the Paving assessments, assessed against
theirf:'~ property, in cases most applicable to the oondi tions
in Clermont. The letter also stated that in his opinion that
the street paving assessments in the oity of Clermont have
been properly levied, and that they are valid and binding
liens until paid; and that such liens may be enforoed in the
manner provided by law, that is by foreclosure and sale of
the property against which the assessments have been levied.
After some discussion regarding the action to be taken on
delinquent paving assessments, wt was regUaarly moved,
seoonded and carried that the council meet, with a committee
from the Kiwanis Club, Chamber of Commeroe and as many
citizens as will come, on Friday night October 5th, ,
for a public discussion as to the best method of proceedure.
There being no further business the meeting adjourned tp
meet at the call of the president.
